(Blanchard and Fabrycky, 2006) Technical performance measures are used to mitigate risk during design and manufacturing. Measures (or metrics) are used to help manage a company's processes. (Moody, et al., 1997) Measurement is the key. If you cannot measure it, you cannot control it. If you cannot control it, you cannot improve it.
