Start with the standard metric layout (units: mm, limit: 240,180, grid/snap: 5, zoom all)

draw the box that intersects the 4 circle centers
draw the top 2 circles, small/big
(Snap OFF) Use circle, ttr to draw the large R200 arc (as a circle) and then trim it
Mirror the top half:
(Snap ON)
a) draw a horizontal line through the center of the box
b) select the top half of the object (including horizontal line)
c) click the mirror tool, then click 2 points on the center line
d) delete source object? (N)
Draw 2 side arcs as TTR circles and trim
Draw ellipse: CLick on Ellipse tool, C (center)
click on object center, move right, type 50 (half the main axis length)
type 30 (half minor axis length)
Remove construction lines, add center lines (remember to scale linetype Center by 10)

draw the R30 circle at object center
draw construction lines at (90+59) degrees and (90+59+79) degrees, length 100
1st Arc: draw an Arc, C-enter, click on origin, first pt @45<0, A-ngle 90
circle of R45 and trim using construction lines to 1st quadrant
2nd Arc: to be tangent to 1st Arc the center of the 59 deg arc must be 80.6 mm down the y axis.
Draw a construction line from the 90 deg end of Arc, straight down 80.6 mm
Make sure OSNAP has Endpoint checked
Click on Arc command, C, snap to endpoint you just drew, snap to end of 1st Arc,
then move mouse past the (149) line and click. Use trim to chop at the 149 line.
3rd Arc: follow the same steps to draw the R61 arc. Use A to finish Arc at -130 degrees. trim
4th Arc: use the fillet command, set R to 47.3, then click on both arcs to complete
Add keyhole to top of inner circle, remove construction lines
