Project Classification Worksheet
This worksheet is designed to evaluate the complexity level of OTS projects. Provide
answers to each of the following questions then follow the Directions for Classification at
the bottom:
1. How long will this project take to complete:
a. Two weeks or less
b. More than two weeks but less than six weeks
c. More than six weeks but less than one year
d. More than a year
2. How many project personnel will be needed:
a. Two or less (from one OTS unit)
b. More than two but less than ten (from anywhere)
c. More than 10 but less than 25
d. More than 25
3. How much will the project cost (not including staff time):
a. Less than $10,000
b. Greater than $10,000 but less than $100,000
c. Greater than $100,000 but less than $500,000
d. More than $500,000
4. What is the team’s level of experience with the technology involved in the
project:
a. We are experts
b. We are familiar
c. It is new to us
d. It is new to the world
5. How clear is the project’s technological solution:
a. One defined and well proven solution
b. Multiple proven solutions
c. Multiple solutions, none proven
d. Vague solution
6. What impact will this project have on the University?
a. Affects only one business unit or director level
b. Affects multiple business units or director levels
c. Affects dean or vice-president level
d. Affects entire university or president level
7. If this project involves a vendor or consultants, what is their capability with this
solution:
a. One vendor/consulting firm with university experience
b. One vendor/consulting firm without university experience
c. Multiple vendors/consulting firms with university experience
d. Multiple vendors/consulting firms without university experience
8. How many other systems within or outside of VCU will this solution need to
interface with:
a. One or none
b. Two or three
c. Four or five

Directions for Classification:
1. For questions 1 – 3, if the predominant answers are:
A the project is a fast-track
B the project is Low Complexity (Level 1)
C the project is Medium Complexity (Level 2)
D the project is High Complexity (Level 3)
2. For questions 4 – 8, the answer to each is:
A is worth one point
B is worth two points
C is worth three points
D is worth four points
3. Total up the points for questions 4 - 8 and if that total is:
Equal to or less than 8, there is no change to the classification
Between 9 and 12, the classification goes up by one level
Greater than 13, the classification goes up by two levels
