FCC “Rural Broadband Experiment” (Connect
America Fund
Some highlights worth noting:
 •
This is the first opportunity for providers that are not
the incumbent local telephone company in a particular
area to receive connect America funding
 •
Services that are funded could exceed the current
standard of 4 Mbps/1Mbps broadband but would have
to be an area that does not have access to fixed
broadband at 3 Mbps d/768 k u (the same definition
that is being used by the PSC)
 •
Providers, communities, institutions, and publicprivate partnerships (also emphasized in the PSC grant
program), can “express an interest” with an idea, but
need to act quickly (March 7). An “expression of
interest” is non-binding.
