reviewed the waivers that were voted on and sent via email on April 23, 2015. The SDMC
unanimously approved all waivers and the waiver document was forwarded to the HISD Waiver
Oversight Committee for approval for the 2015-2016 school year on May 1, 2015.
As a reminder, the waivers are as follows:
 #2 All Schools- Faculty Advisory Council Waiver: River Oaks Elementary has an
SDMC that takes the place of the FAC. This has been in place for several years at
ROE, and the committee voted to keep the SDMC in lieu of two separate
committees.
 #10 All Schools- Exemption from Following HISD Curriculum Waiver: As a
Vanguard Magnet school, ROE is given the autonomy to differentiate curriculum
through this waiver. The committee agreed to continue to support this waiver to
provide the most rigorous instruction for Vanguard students as well as implement
the International Baccalaureate framework rather than follow the scope and
sequence of the district which requires benchmark testing.
 #12a-All Schools- Altered Student Instructional Day (Once a Week): The
committee voted to keep the early dismissal on Wednesday afternoons for
Professional Development for teachers.
Thirdly, the Professional Development Plan for August was presented by Dr. Fovargue. The plan
was as follows:

Additional business included the SDMC’s participation two district surveys. On April 22, 2015,
Dr. Fovargue submitted the following response to the first survey: Keep the formal appraisal
period as is: The formal appraisal period begins three weeks after the first day of school on or
about September 14, 2015 based on no preference indicated by the SDMC members. Information
based on the second survey was sent to SDMC members electronically and a hard copy was
provided at the meeting. This survey allowed all SDMC members in HISD to submit feedback to
the district.
Lastly, Dr. Fovargue reviewed the requirements for SDMC meetings (meet monthly) for the
2015-2016 school year. A motion was made by the committee to meet in person quarterly and

proposal and J. Smith seconded the motion. The committee unanimously approved the meeting
dates and times for the 2015-2016 school year.

2014-2015 school year, M. Fisackerly made a motion to adjourn the meeting. B. Nazaro
seconded the motion, the committee agreed, and the meeting adjourned at 4:12 PM.
