4-H Community Clubs

It is critical that 4-H Charter Applications and Renewal Packets are complete before submitting them to
the 4-H Youth Development Educator. This guide, formerly called the Club Charter Checklist, is for 4-H
volunteer leaders and officers as they prepare the 4-H Charter Applications and Renewal Packets.
Additional questions give important insights into strengthening the 4-H clubs and providing quality
programs for youth. It is about making the best better.
Deadline for submission: November 1 to the County Extension Office
4-H Club Name ______________________________________________________________
1. Does the club have five or more youth from at least three families?
Yes
2. Have all adult leaders been approved through the Youth Protection process?
3. Does the club have a written educational plan/calendar?
4. Are youth involved in club leadership and decision-making?
5. Does the club meet on a continuing basis?
6. Does the club have written operating guidelines, bylaws or constitution?
7. Is the 4-H club open to any youth eligible for 4-H membership?
8. Did one or more leaders attend the required annual leadership training in
(Note: this is not the new volunteer orientation training)
9. Is the charter renewal document complete?
a. Signatures on all appropriate pages
b. All spaces on Articles of Organization completed (Pp. 2-3)

c. All spaces Club/Group Leadership and Meetings Info (Pp. 4-5)
d. Includes completed calendar planner for the upcoming year (Pp. 6-7)
Must include goals for the year
Must show evidence of both educational and business plans
e. Complete Annual Financial Report including the Annual Accounting
Section (Pp 8-9)
f. Includes copy of most recent bank statement
g. Completed audit of accounts with appropriate signatures
h. Complete document and other materials are turned in at the
Extension Office by November 1

a. How has the 4-H club used the information from the 4-H Annual Volunteer Leader Training?
b. What additional resources or training is needed by the 4-H volunteers in the 4-H Club?
