1. Summary Statement: State the major function(s) of the position and its role in the
university. Attach an organizational chart with positions, ranges, and names for the division
which reflects the position in it as well as those supervised in the department. (This section is

The Manager, Building Operations, has general oversight for building operations and safety issues in
the Mathewson-IGT Knowledge Center (KC), serving as primary liaison with university, city, and
other officials, and commercial vendors to ensure the smooth operation of the building and
compliance with codes and regulations. The position provides general support for the staff and users
of the KC, including oversight of programs such as vehicle maintenance, office relocations, mail
delivery, and inventory control.

30% Building Operations
 Coordinates the day-to-day maintenance activities for the Mathewson-IGT Knowledge Center
 Serves as the primary liaison with university Facilities Services and other campus agencies for
all building and grounds related issues
 Conducts routine building maintenance checks, e.g. plumbing, heating and cooling, light bulb
replacement, elevators, automated blinds
 Arranges maintenance and repair of building systems and equipment with university Facilities
Services or external vendors and contractors, as appropriate
 Schedules and oversees installations, repairs and maintenance to ensure minimal disruption
to Knowledge Center users and staff
 Coordinates, with the Administrative Office, completion of work orders and requests for
contract work and services. Follows-up to ensure that work is completed satisfactorily
 Coordinates with and assists managers and department heads with the purchase, delivery,
installation, and maintenance of equipment and other furnishings
 Ensures that physical facilities and furnishings meet university, state, and federal codes and
standards, including Americans with Disabilities Act
30% Emergency Management and Safety
 With Knowledge Center management, develops internal policies for the safety and security of
staff, users, materials, equipment, and facilities; oversees implementation of policies
 Hires, trains and supervises building monitors who patrol the building, enforce policies, answer
questions, and implement building opening/closing procedures
 Serves as primary liaison with university, city and other authorities to ensure that the
Knowledge Center is safe for staff and users and ensures building compliance with official
recommendations
 Conducts routine building safety checks, e.g. fire hazards, obstructed exits, poor signage
 Conducts in-service training, as needed, and implements safety regulations and programs,
including organizing annual fire drills
 Monitors and updates the Knowledge Center emergency and disaster preparedness plan
regularly; makes sure the plan is widely distributed and counsels Knowledge Center staff in
emergency/disaster procedures
 Collaborates with Workers’ Compensation office and Knowledge Center staff to find solutions
to ergonomic issues

20% Shipping and Receiving; Inventory and Supply Management
 Hires, trains and supervises Supply Technician (shipping/receiving clerk)
 Has general supervision and oversight for shipping and receiving. Ensures that mail and
packages for the Knowledge Center are sorted, picked-up and delivered daily
 Assists with internal mail delivery and loading dock staffing in the absence of assigned
 staff and students
 Maintains up-to-date inventory of non-department specific furnishings and equipment;
coordinates Knowledge Center inventory control with department managers and IT
Administration
 Coordinates surplus property disposals for the Knowledge Center
 Supervises management of stock inventories to fulfill routine supply requests
20% General Operations
 Coordinates photocopier program for the Knowledge Center; analyzes use and makes
recommendations for number and placement of copiers; and oversees day-to-day
maintenance and repairs
 Oversees and coordinates maintenance services for departmental vehicles
 Works with Facilities Services to maintain accurate building floor plans and makes them
available to Knowledge Center staff and other parties
 Maintains “building” statistics and produces reports as required – seating capacity, building
use, etc.
 Coordinates, with Administrative Office, the university Locksmith, and university police, the
assignment of keys and access cards to building inhabitants; maintains key control database
 Coordinates Knowledge Center participation in the university recycling program
3. Describe the level of freedom to take action and make decisions with or without
supervision and how the results of the work performed impact the department, division and/or
the university as a whole.
The position must recognize threats to personal or property security as well as operational and facility
emergencies and act independently and decisively to deal with problems appropriately. Building
management policies and emergency action plans are developed in consultation with Library/IT
management and appropriate university personnel. Excellent judgment and decision making skills are
critical in the implementation of the plans and policies. Failure to recognize and respond to
threatening situations or to oversee proper maintenance and service of building systems, vehicles,
and equipment may have serious financial consequences or risk the safety of KC inhabitants and
visitors.

Knowledge of:
 General operation of HVAC, plumbing, electrical systems in large buildings
 Building security trends, policies, and best practices in an academic environment, including
video surveillance, card key systems
 Emergency response policies and procedures for large buildings
 High use photocopier programs
 Shipping/receiving operations for large department

Skills:
 Basic computing skills, including Microsoft Office
 Strong communication and interpersonal skills
Ability to:
 Supervise and train effectively
 Adapt communication style to work effectively with a variety of audiences, including users of
the KC, colleagues and peers, university facilities managers, university and commercial work
crews, state and city officials
 Conduct routine building maintenance checks

University faculty and students – frequent interaction with users of KC to communicate safety/security
information, facilitate interventions, answer questions or provide direction
KC staff – daily interaction with inhabitants of the KC and other IT personnel to assess needs,
coordinate service requests, communicate and enforce safety measures
University Facilities, Police, and other personnel – daily interaction to coordinate building
maintenance, plan work projects, follow-up on work orders, coordinate key and card access program,
coordinate inventory control, vehicle maintenance, etc.
State, city and county officials – occasional interaction to discuss safety policies and codes and
compliance issues
Commercial vendors – frequent interaction to ensure proper maintenance of KC equipment and
systems, such as 3M security gate or automated retrieval system
