1. Summary Statement: State the major function(s) of the position and its role in the University. Attach an organizational chart for the division which reflects the position in it as well as those supervised in the department.

This position reports directly to the Associate Vice President for Business and Finance and is responsible for the overall management of the operations of the campus one-card program, including card planning, execution and future expansion; on- and off-campus contracted service offerings and vendor relations; marketing and customer service; program security; program budgeting/accounting; regulation compliance; management reporting; and staffing and supervisory requirements. While individual user departments are responsible for administration of the card as it affects their operations, this position is responsible for managing the data base and system as a whole.

2. List the major responsibilities, including percentage of time devoted to each. Provide enough detail to enable a person outside the department to understand the job.

This position is responsible for:

15% Initiate, promote and manage merchant and client relationships and provide support to each user of the campus card, which may include, but is not limited to, food service, student housing, student center I.D. card center, Lombardi Recreation, athletics, Lawlor Events Center, parking, police services, student health center, library, facility services access control, cashier’s office, banks and off-campus merchants.

15% Control and monitor the disbursement of funds to and from campus cardholder accounts and to vendors in order to maximize both customer and vendor convenience and satisfaction. Ensure proper cash handling and cash fund maintenance.

10% In cooperation with appropriate administrators, develop and implement program policies and procedures and ensure compliance with university, state and federal controls, guidelines, regulations and laws.

10% Develop, analyze, produce and distribute information and reports on card usage to all departments interacting with the campus card program.

10% Provide problem resolution to cardholders, departments and merchants.

10% Direct discussions and negotiate agreements with vendors, contractors and retailers, in coordination with other departments, for the installation of card services on their premises and negotiate appropriate commissions to the campus for off-campus sales made with the card.

10% Work in cooperation with Information Technology staff regarding hardware, software and database management, including interfaces, exports and imports as well as identifying, initiating and promoting ongoing applications and system expansion. Remain current on new technologies and interact/network with personnel with similar duties at other institutions.

10% Train and supervise campus card program staff and oversee general office operations, including developing the department budget and monitoring financial operations and accounting responsibilities toward a goal of ensuring the program is self-supporting.

5% Implement on- and off-campus marketing activities, including developing presentations, placing ads, stocking and placement of displays, promotions, etc.

5% Serve as point of contact for all service, repairs and upgrades to the campus card system to ensure the program is available on a 24/7 basis.

3. Describe how the decisions and judgments made by this position and the results or work performed impact the department, division, and/or university as a whole.

Decisions and judgments made by this position, as well as results of the performance of the assigned duties and responsibilities, will affect the credibility and acceptance of the campus one-card by users and participants of the program. They will also affect the operation of the card by the various university departments that depend on the card as part of their business activity. The performance of the position will significantly contribute to the ability to successfully promote and market the card to off-campus vendors and sponsors.

4. Describe the knowledge, skills, and abilities essential to successful performance of this job.

Understanding of the purpose and capabilities of a campus card system.

Ability to market the campus card program to the campus and off-campus vendors, including the ability to negotiate effectively.

Ability to develop, implement and maintain effective program-related policies and procedures.

Ability to train campus card program staff as well as campus card program users.

Ability to develop a budget for the program, including analyzing staffing and operational needs.

Ability to analyze, interpret and accurately communicate the program’s financial data.

Well-developed computer skills.

Good interpersonal and written/verbal communication skills, including the ability to respond to inquiries and problems from a community of diverse users.

Good organizational skills and abilities.

5. Describe the type of personal contacts encountered in performing the duties of the job. Explain the nature and purpose of these contacts; i.e., to provide services, to resolve problems, to negotiate.

Students, faculty and staff cardholders – to resolve problems and answer inquiries.

Campus department users of the campus card program – to provide training, information, service and resolve problems.

Individual staff within the campus card office – to provide training/supervision and assist in resolving problems.

Vendors – to provide information, negotiate participation in the program and resolve problems.

Information Technology staff – to evaluate program technology (hardware/software) and capabilities; define and request services.

University president, vice presidents, and campus administrators – to provide information and periodic updates on all aspects of the program.

6. Indicate the minimum qualifications which are necessary in filling this position should it become vacant. Please keep in mind the duties/responsibilities of the position rather than the qualifications of the incumbent.

A. Minimum educational level, including appropriate field, if any.

Master’s degree from a regionally accredited institution with three years relevant professional experience; OR a Bachelo r’s from an accredited institution with five years relevant professional experience.

B. Minimum type and amount of work experience, in addition to the above required education, necessary for a person entering this position.

Three years experience in a customer servicerelated position (five years with a Bachelor’s degree), with at least one year of supervisory experience. Previous experience with a campus card system is preferred.
