Summary Statement: State the major function(s) of the position and its role in the university. The Northern Nevada International Center (NNIC) is a public diplomacy organization that advances international issues through professional and cultural exchange programs, a translation and interpretation service, and various international educational programs. The Executive Director is responsible for the management of all programs and activities of NNIC, for the oversight of personnel, budget and operations of the organization, and for the adherence of the organization’s mission. The NNIC is a 501c3 registered non-profit organization governed by a board of directors. The Executive Director reports to the Vice Provost, Extended Studies. 2. List the major responsibilities, including percentage of time devoted to each. Provide enough detail to enable a person outside the department to understand the job (percentage first with heading and then bulleted information). 50% - Program Development and Administration Researches and identifies international program opportunities Develops new professional and cultural exchange programs Manages the implementation, and coordination of new and existing program activities Recruits and selects consultants and program personnel to assist in the creation and implementation of the program Ensures program compliance with federal, state, local, and university regulations; submits required compliance reports Collaborate with other University organizations in building multi-cultural programs and events, i.e., School of Journalism, University Studies Abroad Consortium, Office of International Scholars and Students, etc. 25% - Financial, Fundraising, Grant Writing and Administration Seeks and writes funding proposals for new and existing NNIC programs Oversees administration of grant funds and filing of required paperwork; coordinated grant and contractual work through OSPA Monitors financial performance and oversee fiscal management of grant-funded programs Oversees the budget of NNIC and develops and maintains sound financial practices and in compliance with required policies Develops an annual budget for approval by the board and assures that the organization operates within the budget Jointly, with the executive committee of the board, conducts official correspondence of the organization, and jointly, with designated officers, executes legal documents 15% - Community Outreach and Engagement Organizes and publicizes the events and activities of the organization, its programs and goals, particularly to organization membership and the general public, i.e., occupational outreach, language/cultural information; speaker series, language interpreters and translators services, etc. (both free and for fee services) Establishes working relationships and collaborations with other non-profit organizations, educational institutions and individuals Represents the NNIC in on a local, national and international level Position Description – Executive Director, Northern Nevada International Center Page 3 Serves as the principal spokesperson and point of contact for NNIC with the US Department of State, other funding agencies, and university partners Establishes and maintains strong collaborative relationships with other area non-profit organizations Maintains a working knowledge of federal, state and local regulations, of international politics and of public diplomacy and US foreign policy issues, and is the voice of public diplomacy for the organization 10% - Personnel Administration Initiate hiring and search processes; recruits, employs, trains, and supervises all personnel, including paid staff, interns and volunteers Ensures compliance with all HR and affirmative action regulations in the search and hiring process Ensures all employees receive regular performance feedback, works with staff to set and achieve goals Encourages staff and volunteer development and education and assists program staff in relating their specialized work to the overall mission of the organization Develops, monitors and ensures compliance with internal and University procedures and policies; identify opportunities for efficiencies and develop methods for implementation Oversees NNIC staff and volunteers on budget and personnel issues Coordinates the preparation and submittal of reports as requested Evaluates multi-faceted problems; sorts and identifies priorities and desired outcomes; develops and implements or recommends solution Gathers background research on employee personnel issues by collecting and verifying dates, places, events, other; meet with individual(s) associated with the complaint/problem to gather information, confirm details, and obtain opposing viewpoints Conducts and manages background checks for volunteers who will be working with youth and children under age 18 on NNIC projects; ensures compliance with local, Washoe county, and other agencies in safety and security matters Communicates personnel rules and relevant university and state policies and laws 3. Level of Freedom: The NNIC is a fully self-funded organization including direct Federal funds for cultural exchange and participant fees and the NNIC Executive Director has a broad level of freedom and responsibility in managing all operations and aspects of NNIC. The NNIC is a very visible organization across the U.S. and in most countries and brings cultural exchange opportunities in those locations to the University of Nevada, Reno and northern Nevada. These opportunities include cultural activities, social media, food banks and shelter construction, economic development and business modeling, etc., offered to individuals and groups within and outside the U.S. The Executive Director provides management of the Language Bank from the northern Nevada Community which includes approximately 200 individuals who assist with translating for NNIC visitor activities. The NNIC also receives requests for assistance from the Government’s Office on Economic Development and other community organizations. The position must ensure the safety and security of the participants. As the key liaison of the organization, the Executive Director makes major decisions affecting the direction and growth of the organization in consultation with the Vice Provost. Successful performance of responsibilities allows those individuals, communities, and organizations to grow stronger personally, economically, and socially. The position is very visible to the public and therefore has a direct impact on the perception and reputation of the NNIC and University. Decisions made by the Executive Director impact the level of success that the institution has with the success of the Center and those served by it. Inadequate performance may result in contractual obligation failures and granting agency dissatisfaction resulting in loss of future funding. Positive performance of the Executive Director and the Center enhances the University’s position as an internationally oriented institution at a regional, national and international level. 4.
