1. Summary Statement: State the major function(s) of the position and its role in the
university. Attach an organizational chart with positions, ranges, and names for the division
which reflects the position in it as well as those supervised in the department. (This section is
used for advertisement of the position.)
The Director, Upward Bound (UB) Programs, is responsible for the overall administration of the
Upward Bound Programs at the University of Nevada, Reno. The mission of the Upward Bound
Department is to prepare low-income and first-generation high school students to enter and graduate
from a four-year higher education institution with a baccalaureate degree. The program provides longterm academic support in the form of personal and career counseling, academic advising, tutoring and
instruction, cultural enrichment and developmental experiences and other personalized
comprehensive retention services including a six-week summer academy.
Director responsibilities include fiscal management of programs, compliance with federal laws and
regulations, program assessment and development, personnel administration of staff implementing
program, and collaboration with outside entities in furthering the growth and success of the program.
The Director reports to the Director, Academic and Opportunity Support Services, under the Associate
Vice President for Enrollment Services and the Vice President of Student Services.

20% - Fiscal Management
 Manage federally funded programs with annual budgets in excess of $800,000
 Develop and monitor budgets and expenditures according to federal and university regulations
 Prepare and submit the annual and mid-year reports to the U. S. Department of Education
(USDE), identifying Upward Bound Program accomplishments, participant academic progress,
and group development, and any request for change in program scope
 Draft the U.S. Department of Agriculture Funded Summer Food Service Program proposals,
vendor contacts and application
20% - Compliance
 Interpret federal TRIO and Upward Bound Regulations, OMB Circulars, and EDGAR, and U.S.
and Nevada Department of Education regulations as they pertain to TRIO and Nevada funded
programs in general and Upward Bound in particular
 Maintain the functional integrity of the three distinct Upward Bound grants
 Ensure that the Upward Bound Programs meet all federal and Nevada compliance standards,
“Prior Experience” and outcome objectives, as specified in the grant documents
 Develop and monitor budget and expenditures according to federal and university regulations
 Prepare and submit three annual and mid-year reports to USDE, identifying UB Programs’
outcomes and any request for change of program scope
 Serve as the contact person from UNR to USDE in regard to department related issues
 Supervise the identification and selection of participants according to federal eligibility
requirements for all three grants

20% - Program Assessment and Development
 Write, negotiate, and defend the federal and allied grant proposals
 Oversee the development and implementation of all policies and strategies necessary to
accomplish the grant objectives
 Evaluate program activities, personnel and participant records
 Write program performance reviews and grant continuation documents as required by USDE
 Provide formative and summative evaluation of department objectives and activities as
contained in the funded grants
 Oversee data collection for outcome assessment of individual grant objectives
 Provide assessment information to the university as required and/or requested
 Serve as the contact person for the university to the USDE in regard to grant related issues
 Implement new initiatives, including the use of advanced technology, as appropriate to
advance participant knowledge and to more effectively meet program objectives
 Modify and revise existing services and programming as a result of on-going assessment and
changes in federal regulations and/or reporting requirements
 Write the Upward Bound Program grants and proposals, supplements and revisions
30% - Personnel Administration
 Supervise and evaluate professional and classified staff
 Plan and execute training for department staff
 Assume the lead in the hiring of all department staff
 Train, supervise, and monitor grant activities to ensure compliance with the federal regulations
and legislative intent of the Upward Bound Programs
 Supervise the maintenance of long-term participant, staff and individual grant files
 Supervise the documentation of services provided to student participants
10% - Outreach and Collaboration
 Serves as a pre-college outreach agent to relevant community organizations on behalf of UNR
 Promote awareness of the program to Nevada System of Higher Education (NSHE)
Representatives, Nevada Board of Regents, faculty, staff, students, Washoe County School
District (WCSD), Lyon County School District (LCSD) and community leaders by assisting with
and participating in workshops, seminars, fairs, and presentations
 Represent UNR at all regional and national conferences, board meetings, and training
programs as appropriate
 Serve on UNR committees as an advocate for department eligible participants, as a
representative of the Student Services Division
 Serve as UNR representative to the WCSD and LCSD to advocate for student participants and
to identify high school students who may benefit from department services
 Collaborate with other on-campus and off-campus programs and organizations to assure that
the most appropriate services are provided to department participants to promote high school
retention and graduation, and ultimately college enrollment culminating with baccalaureate
graduation
3. Describe the level of freedom to take action and make decisions with or without
supervision and how the results of the work performed impact the department, division and/or
the university as a whole.
Level of Freedom:
The Director must solve diverse and difficult problems requiring innovative but practical approaches.
Principles and guidance, as provided by the TRIO legislation and USDE Regulations, are general in
nature and the potential methods and options numerous. The objectives, as specified in the funded

grant documents, identify specific criteria to be met, which often require immediate and frequent
changes to maximize desired outcomes. The Director must exercise considerable judgment, drawing
upon experience and information at hand, to develop new problem solving approaches and
techniques. The federal legislation and USDE regulations provide the Director with considerable
latitude for independent action to establish policies, procedures, and priorities.
Impact:
Failure to meet compliance standards or objective criterion could result in the loss of important
services, which are critical to the mission of the university, loss of federal funds and institutional
financial liability.

Education Administration, Post-Secondary Education, Social Science, College Student
Personnel, Counseling and Guidance, or other related areas

Minimum type and amount of work experience, in addition to the above required
education necessary for a person entering this position.
Master’s Degree and four years of direct department management experience working
with low-income and first-generation high school students in a post-secondary or
secondary education setting, with budget management, program development and
evaluation, public relations, adolescent advising and counseling and successful major
grant writing experience
