1. Summary Statement: State the major function(s) of the position and its role in the
university. Attach an organizational chart with positions, ranges, and names for the division

The Assistant Director, Unified Communications and Network Operations is responsible for
overseeing the day-to-day operations for the core systems within Information Technology (IT) for the
University of Nevada, Reno. These systems primarily consist of unified communications and the
University statewide IT network, which is the link for all internal communication within the University
and UNSOM Clinics, and all external communication with entities outside the University community.
As a member of IT management, the incumbent advises and consults on IT matters, and aligns unit
operations with IT goals related to communication and network operations. The position manages
Unified Communications and Network Operations administrative faculty and reports directly to the
Chief Information Officer (CIO).

30% - Network Management
 Collaborates on security management systems in locating and responding to threats
 Ensures that a business continuity plan and infrastructure for University computing is in place
in the event of a server room and/or network failure
 Remains current on new products, services, protocols, and standards in communications and
network systems
 Oversees server administration and ensures proper management, best practices and
allocation of resources across the organization
 Directs the development and testing of disaster recovery plans to detect faults, minimize
malfunctions, and ensure systems integrity
 Determines the best methods and develops and implements complex network upgrade plans
30% - Communications System Management
 Provides input into IT’s long-term plans for future University computing infrastructure updates
and expansion related to voice and data communications, and the statewide network systems
 Evaluates, determines and creates deployment plans associated hardware and software
solutions based on the business requirements and user needs, taking into account department
and organizational strategic plans; coordinate implementations
 Works closely with the CIO, IT managers, and constituents to create appropriate and
applicable policies and procedures that ensure the security of the IT infrastructure and data
20% - Policy and Process Management
 Monitors environment for potential issues and work with staff to minimize impact
 Establishes policies and procedures in alignment of business needs and University goals and
mission
 Ensures compliance with all appropriate regulations and enforce appropriate access
mechanisms
 Works with University administration to understand future needs and build plans to support
those needs

 Conducts planning and communicates recommendations so that IT administration can budget
current and future technology costs in an appropriate manner
 Decides how funds collected in support of communication systems are allocated
3. Describe the level of freedom to take action and make decisions with or without
supervision and how the results of the work performed impact the department, division and/or
the university as a whole.
Level of Freedom:
The Associate Director conducts strategic planning and management of all unified communications
and network operations for the campus. The individual makes decisions in the planning, purchase,
and operation of the university’s systems that support voice and data communications and the
network. The Associate Director also provides technical leadership to system administrators across
campus. The CIO is consulted on major decisions regarding campus communications and
networking, including architecture issues and in establishing goals and objectives.
Impact:
Providing effective and timely solutions to various communications systems and the network is
essential to the fulfillment of instructional and research agendas and supports faculty and student
success. Shutdown or system problems of unified communication services and network operations
directly affect the ability of students, educators, and university administrators to complete their work
successfully. Voice and data systems are highly visible and are particularly critical during emergency
situations. Additionally, the position works closely with University General Counsel on all IT related
discovery requests and must protect the privacy of faculty and students while ensuring the institution
meets its legal obligations. Ineffective performance of any of the duties associated with the position
can result in the University being vulnerable to malicious IT attacks to the entire campus
infrastructure, business not being able to be conducted due to outages, and financial loss due to poor
strategic planning.
