1. Summary Statement: State the major function(s) of the position and its role in the
university. Attach an organizational chart with positions, ranges, and names for the division
which reflects the position in it as well as those supervised in the department. (This section is
used for advertisement of the position.)
The Assistant Director, Upward Bound Programs, reports to the Upward Bound Director and is
responsible for the planning, coordination, assessment, and supervision of significant components of
three federally funded Upward Bound Programs including the instructional services for weekend
academies and the residential component of the six-week summer academy. In addition, the Assistant
Director has oversight responsibility for all academic support programs including direct supervision of
the Tutor Coordinator and Technical Assistant. The incumbent works within a loosely structured
framework consisting of several unique but interrelated programs with defined outcome objectives.
Considerable latitude is given in terms of how defined outcomes are met. Although the Director sets
priorities, the incumbent must be able to work independently and make critical decisions related to the
scope of duties and responsibilities. The Assistant Director is responsible for establishing positive
rapport and good lines of communication with program staff, university staff and faculty, target school
teachers and administrators, parents, and members of the local community. The Assistant Director
has significant responsibility and oversight of an annual budget in excess of $800,000. The Assistant
Director takes a leadership role in all areas of program assessment and evaluation including
facilitating the collection of outcome results for three federal annual performance reports.

70% - Planning, Coordination, and Assessment of Academic and Co-curricular Programs
 Communication of program goals to all constituencies including program staff, students,
parents, target school teachers, counselors and administrators, university staff and faculty and
parents
 Facilitates the recruitment of program participants including identification, selection and
monitoring of participation through the probationary period
 Oversees the creation of program recruitment tools including flyers, brochures, and web page
 Supervises the recruitment, training, and evaluation of academic support staff and summer
residential staff
 Assists with developing curriculum for the academic year and summer components
 Oversees coordination of summer program logistics including housing, meals, and classroom
assignments
 Plans, coordinates, and assess co-curricular activities including the Upward Bound Student
Association for the academic year program, the summer year program, and for parent
involvement including parent advisory board and parent volunteer committee
 Facilitates, supervises, and evaluates the planning and implementation of college tours and
cultural enrichment activities
15% - Supervision
 Recruits, trains, and supervises academic support and residential summer staff for the
summer academy including tutors, residential assistants, and student support staff
 Supervises summer professional staff including course instructors
 Direct supervision of tutor coordinator and technical assistant during the academic and
summer components

Supervises the recruitment and training of academic year student staff including on site and off
site student tutors and off site professional tutors including target school teachers hired by the
program to provide supplementary support to participants
15% - Program Assessment
 Implements all aspects of program assessment including standardized tests, formative
evaluation of program activities, and summative evaluation of annual outcomes
 Supervises data collection for three federal annual reports
 Assists the director in completing federal annual reports and UNR assessment reports
 Conducts exit interviews for students who exit the programs including graduates
 Serves as UNR Assessment Coordinator for the Upward Bound programs
3. Describe the level of freedom to take action and make decisions with or without
supervision and how the results of the work performed impact the department, division and/or
the university as a whole.
The Assistant Director exercises autonomy in performing the responsibilities of the position. Although
the Director provides general oversight of the position, the Assistant Director exercises considerable
personal judgment in regard to methods used to accomplish specific job duties. Inadequate
performance has a detrimental effect on the achievement of objectives related to major university
goals. Lack of accurate data collection could result in a financial debt for the university in the event
that a federal site visit or audit showed inaccurate reporting of students served, eligibility of students
served, or outcomes of program activities. Errors in judgment could result in the programs not meeting
outcome objectives which would jeopardize future funding for the programs. If the assistant director is
not able to establish good working relationships with target school personnel, UNR staff, parents, and
students, the reputation of the programs will be harmed and the program will not be able to recruit,
retain, and serve participants. A good reputation in the community reflects positively on the university
and adds to its ability to recruit students. The Assistant Director is instrumental in developing a
positive image for the program and for the university.

Knowledge of:
 Curriculum and teaching methods relevant to high school age students

communication including ethical practices

and in the arena of auxiliary support services such as tutoring and counseling
 Inter-personal dynamics as they relate to building rapport with students, staff, and external

 Program evaluation including formative and summative assessment and the development of
effective student learning outcomes
 Report writing for university, state and federal agencies
Skills:
 Detail oriented. Able to manage multiple tasks and assignments and set priorities
 Organizational and time management skills that result in the most efficient use of fiscal and
human resources
