Summary Statement: State the major function(s) of the position and its role in the university. Under the direction of the University Controller, the Assistant Controller/Payroll Manager is responsible for the operation of the Business Center North (BCN) Payroll Department. The BCN Payroll Department handles a complex payroll system in northern Nevada for the University of Nevada, Reno (UNR), Great Basin College, Truckee Meadows Community College, Western Nevada College, Desert Research Institute, and Nevada System of Higher Education (NSHE) administration. Operation of the BCN Payroll Department must be in conformity with state and federal regulations, Board of Regents policies, institutional budget constraints and accepted accounting practices. 2. List the major responsibilities, including percentage of time devoted to each. Provide enough detail to enable a person outside the department to understand the job (percentage first with heading and then bulleted information). 30% - Human Resources Management and Supervision Recruit, hire, supervise and evaluate staff Delegate work to staff 25% - Liaison with Financial Institutions Act as liaison with state agencies and representatives of companies that provide services to university employees through payroll deductions Act as liaison with employees for problem resolution 25% - Preparation of Reports Prepare ad hoc reports requested by UNR, NSHE offices, other BCN campuses and the press. 20% - Policy Formation and Maintenance Develop and assist in evaluation and development of payroll policies and procedures Prepare internal reports and reconcile payroll liabilities accounts Prepare federal Internal Revenue Service (IRS) tax withholding reports and forms with necessary adjustments 3. Describe the level of freedom to take action and make decisions with or without supervision and how the results of the work performed impact the department, division and/or the university as a whole. Level of Freedom: The position works independently under minimal supervision performing, overseeing and supervising all aspects of the payroll function. The individual reports to the University Controller and consults with the Associate Vice President for Business and Finance, but has considerable latitude for initiative and independence in decision-making associated with the position. Impact: Failing to adhere to federal and state laws and the NRS could have legal implications for the university. Failure to pay all insurance, tax, PERS and liability payments by the appropriate deadlines could result in the university being assessed significant penalties and fines. Incorrect decisions and errors in judgment which result in improper payments or erroneous information could reflect negatively upon the department and division and could affect the relationship with vendors, could cause a loss of user confidence in the ability to Position Description – Assistant Controller / Payroll Manager Page 3 effectively resolve problems, and could create or cause unnecessary problems or delays to campus users. Poor decisions and judgments made relating to supervision could cause negative morale issues and employee turnover, which ultimately could affect the department’s ability to provide effective and timely service to customers. 4.
