Pursuant to Docket ER08-396, the Transmission Formula Rate and Protocols filed with
the Commission on September 26, 2008 became effective October 1, 2008. Under the
new protocols, Westar is required to post the results of the actual revenue requirement for
the previous year by June15th of each year with the final projected revenue requirement
being posted by October 15th. A customer meeting to review the results of the June 15th
update will be on June 23rd at the Westar Energy Offices in Topeka.

Revenue Requirements for 2009
October 29, 2008 - In reviewing the results of the formula with SPP, it was discovered
that the total line on the BPF tab, line T1 did not include all the revenue requirements for
all the Actual, non-incentive Projects. This summation has been fixed. It does not affect
the total Revenue Requirment, however, it does increase the total Base Plan Funded
Revenue Requirements (Projected Net Revenue Requirment tab, line 9 and 9b).
Increasing these totals reduces the Westar Zonal Revenue Requirement (Projected Net
Revenue Requirment tab, line 10) used by SPP (Attachment H, Westar Zone, column 3)
for its billing.

October 15, 2008 - Results of the formula accepted subject to final Commission action
on October 1, 2008 in Docket No. ER08-396. The results of the formula are based upon
the historic period of 2007 with a fully forecasted test year of 2009. Results of this
posting will become effective January 1, 2009.

Revenue Requirements for June 1, 2008 through December 31, 2008
Pursuant to the Settlement Agreement in ER08-396, the revenue requirements that were
posted on May 23, 2008 and became effective June 1, 2008, will be used to calculate the
Westar and Southwest Power Pool rates for the period from June 1, 2008 through
December 31, 2008. The formula which produced those revenue requirements is show
below.
