Procedures for initiating Network Integration Transmission Service with Western Area Power
Administration are set forth in Section 29 of Western Area Power Administration's Open Access
Transmission Service Tariff. These procedures require submittal of an Application which provides the
information identified below [refer to Section 29.2 of the Tariff]. Special requests or circumstances may
require the provision of additional information. Western Area Power Administration will rely upon the
information provided below in processing customer's Application.

7. Description of current and 10 year projection of the Total Network Resources:
WECC currently suggests a 5% Hydro or 7% steam planning reserve margin of each
year’s maximum demand projection.
Complete Attachment B and C for each specific Network Resource listed. Use these attachments

Certification of Designated Network Resources:

Prior to accepting network designated transmission within Western Area Power Administration’s
transmission system, Western Area Power Administration requires written confirmation of
contracted capacity-backed resources (i.e., generation capacity and energy solely designated for
the identified loads) that are available throughout the term of the Western Area Power
Administration OASIS NITS request. Confirmation includes:
1. The actual energy and capacity contract(s) with the generation owner which identify the
conditions for supplying power to the load (i.e., Sink) identified in this application; or
2. The attached certification form (Attachment C) signed by officers of the Transmission
Customer applying for service and the generation owner who has authority to commit the capacity
and energy of its generating resources.

8. Description of Eligible Customer’s transmission system (if applicable):

Note: Include real and reactive parts of the load, lines, transformers, reactive devices and load
type(s), including normal and emergency ratings of all transmission equipment, machines, etc. in a
load flow format compatible with that used by Western Area Power Administration (PSLF format).

9. Credit/Deposit Information:
In addition to a Western Area Power Administration OASIS request, within 5 days of the
OASIS queued time submit both a hard copy and an electronic copy of the Completed
Application to Western Area Power Administration. Further, Western Area Power
Administration requires the following within 5 business days of OASIS queued time:
1) A non-refundable processing fee in the amount of $3500 [refer to Section 17.3 of the Tariff]
2) A refundable deposit of either 1 month’s charge for reserved capacity (not to exceed
$100,000) or the same amount deposited into an escrow fund setup by the transmission
customer [refer to Section 17.3 of the Tariff].
In addition, Western Area Power Administration will conduct a creditworthiness check.
10. Monthly Load Forecasts:
Western Area Power Administration reserves the right to obtain from the transmission customer a
realistic load forecast each month for the Western Area Power Administration OASIS NITS
reservation to be received by Western Area Power Administration no later than one week prior to
the start of the next calendar month.
