construction progress; weather forecast; unplanned generation, transmission, and
distribution outages; and obtaining the necessary outages cited above. ITC will

in material changes become available.

Due to the pending retirement of Harbor Beach generation ITC is providing
the following information to ensure availability of generation is maintained to
provide for reliable operation of the transmission system in the Thumb area
throughout the summer and fall timeframes. The anticipated Harbor Beach
dispatch for voltage support, capacity needs and scheduled transmission
outages through the fall of 2013 are provided below. Note that this
information does not include local dispatch needs due to 40 kV distribution
outages in the area.
High Load Harbor Beach Requirement
If the Thumb area load exceeds 500MW on any given day, HB#1 will be
required to run at a output between of 40 – 90MW. As a reference Harbor
Beach was required to run a total of 29 days throughout the summer of 2012
due to the Thumb area load exceeding the 500 MW load level during summer
months.

Greenwood MTG 1 must not be available for operation, unless outside
plant power is available to System Service 61 transformer via both
Transformer 301 and the Greenwood-Kilgore line. These are the only two
sources individually capable of supporting operation and a proper shutdown of
Greenwood.
If Greenwood-Bennett is the only power source available, it is not capable of
starting any of the required large motors at Greenwood to start the plant. It is

At this point in time the combined output of Harbor Beach and Sigel
Wind must not exceed 100MW at any time. This posting states the
guidelines for Harbor Beach if Sigel Wind is not producing any MW.
However this number may be adjusted as long as the combined output of both
units meets the minimum generation requirement.
Harbor Beach Unit 1 is required to run with a minimum output of 45
MW (gross) for the entire duration of this outage. It is recommended to
reschedule the outage if Harbor Beach is unavailable or expected to
offline at anytime during the outage. It is also recommended to reschedule
the outage if the Thumb Load is expected to exceed 450 MW at anytime
during the outage.
Harbor Beach Generator 1 must run as mentioned in the table below for all
Thumb load levels:

At Thumb loads above 450 MW, loss of Arrowhead-Tuscola can result in
extremely low voltages and severe overloads on Tuscola XF 101 and several
40kV Tie lines. If the Thumb Load unexpectedly exceeds 450 MW during the
outage, it is recommended to return Lee-Sandusky line back to service as soon
as possible. The Thumb peakers can be turned ON for voltage support if
necessary.
Michigan Wind One & Two will be restricted to 85 MW to prevent
overload on Sandusky TRF 101 for the loss of Lee - Sandusky 120kV line.
Also, to prevent high voltages at Sandusky, DTE may fix the LTC on
Sandusky XF 101 to the neutral position prior to the start of the outage.
