of Management at I-Shou University

本要點依據本校教師評審委員會設置辦法訂定。
The Guidelines for Establishment of Teacher Review Committee of College of
Management at I-Shou University (hereinafter referred to as “the Guidelines”) are
enacted in accordance with the “Regulations for Establishment of Teacher Review
Committee of I-Shou University.”
本院教師評審委員會(以下稱院教評會)由下列人員組成之:
The Teacher Review Committee of the College (hereinafter referred to as the
“college-level Committee”) is composed of the following members:
(一) 當然委員:院長一人。
(1) Ex-officio member: Dean of the College
(二) 選任委員:每系(所)一人,但該系(所)專任教師達二十人以上時至多選
任二人。由各院專任教師就本院教授票選之。若各系教授人數不足,由本院
票選次高票教授依序遞補,若仍不足,由院長推薦院外或校外相關領域教授
加倍人數簽請校長圈聘之。任期一年,連選得連任。
(2) Elected members: one person shall be elected from each department/program;
however, when the number of full-time faculty at one department/program is
twenty or more, a maximum of two persons may be elected. The candidates must
be full-time professors at the College of Management voted by full-time faculty
members of College of Management. If a department is unable to elect sufficient
number of professors, the entitled vacancy for each department may be fulfilled
by professors from College of Management with the second highest votes.
Nonetheless, if the minimum number of elected members is still unmet, the Dean
of the College of Management shall recommend professors from other colleges or
off-campus who have similar professional background, and formulate a list of
candidates (twice as many as the number of elected members needed) to be
submitted to the President of ISU for selection. The term of office for elected
members is one year, and the members may be re-elected.
未兼系所主管之委員,不得低於全部委員二分之一,系所主管如未具選任委員資
格,得以列席。
The number of members who do not hold positions as an administrative head of a
department/program must exceed half of the total number of committee members. If any

of the administrative heads of departments/program is not eligible to be elected as an
elected member, he/she may still observe in the meeting.
院教評會由院長召集之,並為會議主席。如遇緊急議案,院長因故無法召集會議,
得以委任書委任其他委員代為召集會議,並於會議中推選會議主席。
The college-level Committee is convened and presided by the Dean of the College. In
the event that the Dean does not manage to convene a meeting for an emergency
proposal for some reason, the Dean may commission any of the committee members to
convene the meeting with a Letter of Attorney, and the acting chairperson shall be
selected during the meeting.
院教評會選任委員選舉計票結果,應依未獲入選之次多票順序冊列候補委員一至
數名,於選任委員出缺時依序遞補,任期至原任期屆滿為止。
如於暑期中院教評會委員無法於新學年度開始前完成改選作業,得以前一屆院教
評會成員繼續開議,直至新一屆委員產生為止。
After the election results of elected members of the college-level Committee are
revealed, one or more candidates who have not been elected as elected members shall
be appointed by each department as alternate members based on the number of votes
these candidates have received in descending order. When an elected member is absent
from his or her duties halfway, an alternate member shall be called in to serve as a
member of the college-level Committee until the term of office is fulfilled.
院教評會每學期開會二次,必要時得召開臨時會議。
The college-level Committee shall convene two meetings each semester. An
extraordinary session may be held whenever necessary.
院教評會委員應親自出席會議,不得委託他人代理。除公假外,於任期中休假研
究、出國或留職停薪超過半年,或連續二次無故未出席會議者,應取消委員資格,
除當然委員外,遺缺由候補委員依次序遞補之。
當然委員被取消資格者,不計入應出席委員人數。
Members of the college-level Committee are required to attend each and every meeting
in person, and are not allowed to commission a third party to attend. Except for official
leaves, a committee member who takes sabbatical leaves, goes abroad or leaves with the
position retained and no pay for more than six months or who is absent from two
meetings in a row without legitimate reasons shall be disqualified from serving as a
committee member. Except for the ex-officio member, any vacancy on the Committee
shall be filled by an alternate member in order.
The disqualified ex-officio member is not included when determining the total number
of the committee members of the college-level Committee.
(一) 院教評會審議下列事項:
(1) The Committee shall deliberate upon the following matters:
1. 評審有關專(兼)任教師、研究人員、專業技術人員之聘任、聘期、升等、
解聘、停聘、不續聘及資遣原因認定等事項。

dismissal/suspension/non-renewal of appointments and recognition of reasons
for layoff of full/part-time faculty membbers, research fellows and technicians.
(二) 關於客座教授、客座副教授、客座專家等之聘請事項。
(2) Issues in relation to appointment of visiting professors and associate professors as
well as visiting specialists.
(三) 訂定或修正各級教評會教師資格審查相關規章。
(3) New legislation or amendments to regulations and rules associated with faculty
qualification screening.
(四) 校長或校級教評會退回覆議案件。
(4) Cases sent back by the President of ISU or the Teacher Review Committee of
I-Shou University for reconsideration.
(五) 其他依法令應予審(評)議之事項。
(5) Other issues pertain to the responsibility of the Committee according to laws or
decrees.
前項審議事項,依本院教評會分級、分工一覽表辦理。
The above-mentioned matters are processed in accordance with the prescriptions of the
Table of Classification & Division of Labor for Teacher Review Committee at I-Shou
University.
院教評會辦理教師資格審查作業,應建立嚴謹之外審制度,並尊重專業判斷,如
對著作外審結果之可信度與正確性有疑義,應提出具體理由,不宜以不記名投票
方式作籠統之表決或以「多數決」作成決定。
The college-level Committee shall establish an a righteous external review system for
the purposes of faculty qualification screening, and shall respect professional judgments.
If any committee member doubts the reliability and validity of external review results,
he/she shall provide concrete reasons; it is improper to adopt the secret ballot to reach
general consensus or resolve by adopting the majority rule.
本院教師之聘任及升等,應依院校教師聘任辦法及教師升等辦法辦理。
Recruitment and promotion of faculty members within the College of Management is
subject to the Regulations for Faculty Appointment at I-Shou University and the
Regulations for Faculty Promotion at I-Shou University.
教師解聘、停聘及不續聘案如事證明確,而系教評會所做之決議與法令規定或本
校規定顯然不合時,院教評會得逕依規定審議變更之。
When concrete evidence is present to support termination, suspension or non-renewal of
the appointment of a faculty member, and the resolution adopted at the
Department-level Teacher Review Committee clearly contradicts the laws, decrees, or
regulations of I-Shou University, the Committee may directly deliberate and overturn
the mentioned resolution in accordance with regulations and rules.
院教評會開會時,應有全體委員三分之二以上出席方得開議,出席委員三分之二
以上之同意始得決議。投票以無記名方式為之。
院教評會審議時,教評會委員應全程參與。如對該審議案件未能全程參與時,不

得參與該案件之決議。
Article 9 A meeting of the college-level Committee shall not begin unless at least two-thirds of
all the members are present. Moreover, a resolution shall not be adopted unless under
consent of at least two-thirds of the members present at the meeting. The secret ballot
shall be adopted.
When the college-level Committee convenes a meeting to review a case, its committee
members are required to be present during the course of reviewal. If any of the
committee members fails to be present during the course of reviewal, he/she is not
allowed to vote on the case.

院教評會委員應迴避下列審議案:
Article 10 Members of the college-level Committee must excuse him/herself from reviewing if the
following conditions are met:
(一) 遇有審查或討論與本人利益有關之事項時。
(1) Conflicts of interest are present at the issue or case under discussion.
(二) 對同級教師之升等案。
(2) The application for promotion is filed by a faculty member with an equal
academic rank
(三) 對配偶或四親等內親屬之聘任、升等案。
(3) The applicant for appointment or promotion is a spouse or relatives within the
fourth degree of kinship of the committee member
(四) 同時擔任系(所)、院教評會委員時,對同一升等案之複審。
(4) Committee members who have overlapping positions serving as Department- and
College-level reviewer of the same promotion application
(五) 對代表作共同作者之升等案。
(5) Committee members who are listed as co-authors in the applicant’s representative
publication
迴避之委員人數自應出席人數中扣除。惟迴避委員人數超過全體委員人數二分之
一時,該審議案應由院教評會主席另行增聘符合委員資格之臨時委員經校長核定
補足後再行審議之。
The committee members who excuse themselves due to conflict of interest are not
included when determining the total number of the committee members of the
college-level Committee. However, in the event that the number of members excusing
themselves accounts for at least one-half of the total number of committee members, the
case in question shall be suspended until the chairperson of the college-level Committee
appoints qualified temporary members to fill the vacancies upon ratification by the
President.
十一、
院教評會委員遇有應行迴避之情形而不自行迴避者,或有具體事實,足認其執行
任務有偏頗之虞者,審查事項之當事人得向教評會申請要求迴避。申請時應舉其
原因及事實,並為適當之釋明;被申請迴避之委員,對於該申請得提出意見書,
由教評會決議之。

教評會委員有前項所定情形不自行迴避,而未經審查事項當事人申請迴避者,應
由教評會決議命其迴避。
If any of the members of the college-level Committee failed to excuse him/herself from
the case in concern with conflicts of interest, or there is concrete evidence to support the
allegation that any of the committee members would be biased in performing his/her
duties, the person concerned may request for exclusion of the committee member from
the college-level Committee for having the committee member excused. Upon
application, the person concerned shall provide reasons and evidence, as well as an
explanatory statement; the committee member who has been requested to excuse
himself/herself shall submit opinions on the application to the college-level Committee
for resolution.
If any of the committee members have clear conflicts of interest with the case in
concern but failed to excuse him/herself automatically from the Committee, or no other
person has raised a concern and taken actions as mentioned above, the college-level
Committee shall reach a resolution to command him/her to excuse.
院教評會開會時如有必要,得邀請有關人員列席報告或說明。
The college-level Committee may invite related parties to attend the meeting for
clarification or consultation when deemed necessary.
本要點如有未盡事宜,由院教評會審議。
Any issues not mentioned herein shall be subject to the deliberation of the college-level
Committee.
本要點經院務會議、校教評會通過,陳請校長核定後自公告日實施。
The Guidelines shall become effective on the third day of its promulgation upon
adoption at the College Affairs Council of College of Management and Teacher Review
Committee of I-Shou University, and ratification by the President.
Note: In the event of any dispute or misunderstanding as to the interpretation of the language or
terms of the Guidelines, the Chinese language version shall prevail.
