Why a Certification Programme?
• Even when products are based on standards, there is a
long way from standards to interoperable implementations
in the market. Different implementations of the same
standard may not be interoperable.
• Consortiums and organizations promoting either a
technology or the associated services, define compliance
requirements to foster product interoperability.
• The process a product shall follow to achieve a
Compliance Logo is defined in a Certification Programme.

• Its purpose is to guarantee compliance to
SAFESPOT Specifications and that SAFESPOT
devices will be interoperable with other vendor
equipments
• It is independent of the products to be certified

Phase 1: What do we need to certify in ITS?
• Heterogeneous and distributed environment
• Diversity applications and situations
What are the proper functionalities to be certified?
• It is depends on the ITS system; e.g. eCall is also
working in defining its own certification
• SAFESPOT decided to certify V2V&V2I interface
and beaconing functionality

Phase 2: Type of testing for ITS
What type of testing is needed for assuring safety?
What type of testing is needed for getting trust in ITS?
• It is depends on what type of functionality or
product will be tested: protocol, electronic devices,
GUI interface, application, user experiences, etc.
• Interoperability must be always performed
ETSI is currently defining a STF for standardizing a new methodology
and framework for interoperability testing of Distributed System

Conclusions
• A wide set of initiatives both Europe, USA and Japan
• Cooperation between R&D projects and Consortiums
• Convergence goes through standardisation and
certification for interoperability
• In the future, certification should share and use
elements from both the Institutionals (public sector)
and Forums (private sector)
• New testing challenges are coming up (e.g. Field
Operational Testing and Distributed Interoperability
testing), and must certification consider these new
challenges?
Infrastructure, user terminal, on board unit and
services will benefit from standardization, certification
and testing
