NEW NUTRIENT MANAGEMENT REGULATIONS
As 2014 is now underway, part of the Maryland Department of Agriculture’s new Nutrient Management Regulations have been phased in for Maryland Agricultural producers. Beginning January 1, 2014 farmers are required to establish a 35 ft. setback
for fertilizer applications adjacent to surface waters and streams. The setback is reduced to 10 ft. when direct application methods are used such as directed spray or injection, which reduce the potential for nutrient losses. No crops may be grown on the
10 ft. setback area with the exception of pasture and hay. Crops may be grown on the
remaining 25 ft. setback, but may not be fertilized unless a “directed” application
method is used. See table below for clarification on setback requirements.

Livestock access to streams and certain surface waters is restricted by a minimum 10 ft. setback.
Fencing is not necessarily a requirement. The regulations allow soil conservation district
staff to evaluate each site to determine whether alternative BMPs such as watering facilities,
stream crossings, pasture management techniques or vegetative exclusion will work equally as
well as fencing in protecting water quality.

USDA Announces Notice of Funding Availability for Value-Added Producer Grants
WASHINGTON, Nov. 25, 2013 – Agriculture Secretary Tom Vilsack today announced the availability of nearly $10.5
million in U.S. Department of Agriculture (USDA) grants to help agricultural producers enter into value-added activities designed to give them a competitive business edge.
"U.S. agriculture is connected to one in 12 American jobs, and value-added products from homegrown sources are one
important way that agriculture generates economic growth," Vilsack said. "Supporting producers and businesses to
create value-added products strengthens rural economies, helps fuel innovation, and strengthens marketing opportunities for producers – especially at the local and regional level."
The funding is being made available through the Value-Added Producer Grant program. Grants are available to help
agricultural producers create new products, expand marketing opportunities, support further processing of existing
products or goods, or to develop specialty and niche products. They may be used for working capital and planning activities. The maximum working capital grant is $200,000; the maximum planning grant is $75,000.

Maryland FarmLINK Adds Mentor Match Program
Maryland FarmLINK was created by the Southern Maryland Agricultural Development Commission in 2010 to fill a void. At the time, there was no website to link up land owners wishing
to sell or lease their land in Maryland with farmers seeking land to farm. During website development, other farmer resources were added, including a “person-to-person” section to ask for
advice, a “farm forum” for discussions or alerts, and a resources page. The resources page
(“Everything Ag”) has been expanded to include workshops and events, farm equipment for
rent, a soils tutorial, a zoning tutorial, a land preservation guide, and a realtors’ guide for selling or leasing farmland.
In mid-2013, Maryland FarmLINK announced the new Mentor Match Program, available at
www.marylandfarmlink.com, which pairs experienced farmers (mentors) with new or transitioning farm owners/operators
(mentees) for one-on-one training, advice and interaction. The year-long mentoring experience is enhanced with support from the
Maryland FarmLINK Mentor Team, which provides technical assistance in farm production, business management, regulations,
marketing and funding resources. Applications to be a mentor or a mentee are accepted throughout the year. However, to ensure
your application is considered for the 2014 growing season, we suggest that you apply online by February 1 st.

Scholarship Awards 2014

The Maryland Sheep Breeders Association in conjunction with the Maryland Sheep and Wool Festival
are offering two scholarships in the amount of $500 each to students who have been accepted or are in the process of applying for continuing education at a college or university, a technical or vocational school. All academic majors will be considered, but priority will be to agricultural majors and to those applicants who are
members or whose families are members of the Maryland Sheep Breeders Association. Payment will be made
upon provision of school acceptance documentation and /or evidence of attendance.
Awards Presentation
The scholarships will be awarded at the Maryland State Fair during the Judging Awards Program and the
winners will be honored at the Annual Maryland Sheep Breeders dinner in October.
Selection Criteria Basis:
 Experience/involvement with the sheep industry (e.g.: 4-H, FFA, Family Business, Make It with Wool, etc.)
 Industry compatible career goals;
 Community service activities;
 Leadership and/or extra-curricular involvement;
 Official High School or College Transcripts;
 Essay (500 words/Topic listed on Application);
 Letters of recommendation (2).
Deadline for submission is JULY 1.
