To approve the proposed definition and rationale for Section E, Applied Arts and Sciences, of
General Education as revised at the current meeting. (MSP 12/5/90)

To approve the following changes to the University policy on Academic Internships, proposed
by the EPC Subcommittee on Academic Internships: 1) Allow lower division AI (Academic
Internship) courses; 2) allow 12 units of AI credit toward the bachelor's degree; 3) allow A-F

To approve the formation of a subcommittee for the purpose of establishing criteria for

That, pending the approval of the Graduate Studies Committee, a joint EPC/GSC subcommittee
be formed in conjunction with the Associate Deans for the purpose of planning and scheduling

To approve the amended language pertaining to change of program procedures in the University
catalog and Schedule of Classes, pending approval by the Graduate Studies Committee; to
approve the renaming of the "loss of rights to attend class" policy to "Non-Attendance Policy,"
and the renaming of the "administrative withdrawal" policy to "administrative action on

To approve inclusion of a B.A. major degree program in Asian American Studies on the CSU

To table the motion on the Intersegmental General Education Transfer Curriculum; to consult
with the General Education Council before reconsidering the motion. (MSP 11/7/90)
F.
That, in view of our past opposition to the Intersegmental General Education Transfer Curriculum, the CSU Northridge Educational Policies Committee opposes any changes in the
language of Title 5 designed to accommodate the Intersegmental General Education Transfer
Curriculum completed at a California Community College; and further, that if the Title 5
amendment proposed by Vice Chancellor Kerschner is adopted, the CSU Northridge
Educational Policies Committee urges, as a minimum, that the amendment in no way be
construed as reducing the flexibility of CSUN with regard to its current General Education
Program for native students consonant with Executive Order 338, that the University may
exceed the minimal General Education requirements set forth in Executive Order 338 for its
native students, and that there should be no partial IGETC certification. (MSP 11/21/90)
G.
To refer the proposal to require students to take the Upper Division Writing Proficiency
Examination during their junior year to the EPC Subcommittee on Writing-Intensive Courses.

To endorse the proposal to establish a CSUN London Semester Program on a state-support
basis, with the understanding that all disciplines meeting the criterion that their curriculum
will be enriched by being taught in London will be eligible to participate in the Program.

That a formal request for consultation with the Deans' Council ad hoc Subcommittee on the
EPC Summary Report 1990-91

Creation of Procedures for the Establishment of Academic Deparbnents and Programs be sent to
the Deans' Council; that the request contain the suggestion that one method of consultation be a
joint meeting of the Deans' Council ad hoc subcommittee and the EPC subcommittee formed to
review the process by which academic departments and programs are established at CSUN;
that, should it be held, the joint meeting take place prior to completion of the Deans' Council
subcommittee's final report; and that, in its formal request, EPC ask for conveyance of the
present draft report on the establishment of academic deparbnents and programs written by the
Deans' Council subcommittee. (MSP 2/20/91)

That EPC agrees with Special Assistant to the President Earl Weiss that the Administrative
Withdrawal policy may be used by the Schools to withdraw students from classes for nonattendance of the first two class meetings; that EPC requests that Earl Weiss and Associate Dean
Bracy amend the language of the Administrative Withdrawal policy so that the option of the
Schools to withdraw students administratively for nonattendance is clearly stated; and that,
once amended, the policy language will be submitted to EPC for consideration. (MSP 2/20/91)

To amend the University catalog sections on the Air Force, Army and Navy /Marines ROTC
Programs so that students will be notified that it is the policy of the Armed Services not to
grant commissions to persons of homosexual orientation upon their completion of any ROTC
program; to inform students of the discriminatory practice by quoting and including the
language used in the Department of Defense policy barring homosexuals from military service
in the University's ROTC catalog sections if the language is deemed by the Committee to be as
unequivocal as the statement, "It is the policy of the Armed Services not to grant commissions to
persons of homosexual orientation upon their completion of any ROTC program." (MSP 2/20/91)

To approve the following sentence for inclusion in the Air Force and Army ROTC sections of the
1991-92 CSUN catalog: It is the policy of the Armed Services not to grant commissions to
persons of homosexual orientation upon their completion of any ROTC program. (MSP 3/20/91)

To declare a moratorium on all new General Education course proposals and existing General
Education course modifications for the 1992-93 academic year, with the understanding that the
moratorium will not take effect until the General Education Council has been consulted and it
has been determined that the GEC supports the moratorium. (MSP 4/17 /91)

That the EPC Subcommittee on the Curriculum Process will review the proposal to allow Experimental courses to be approved at the School level, and report back to EPC at the Committee's

The Committee agreed that the word "proposal" would be added to the fifth operating policy:
"Any course or program proposal that has been substantially changed must be resubmitted in

Associate Vice President Fieweger displayed the CSUN two-volume self-study report
prepared for the Western Association of Schools and Colleges (WASC) accreditation review.
Former Associate Vice President Elizabeth Berry, Tom Reilly, Chair of the Department of
Journalism, and the CSUN W ASC steering committees were praised by Associate Vice
President Fieweger for their fine work. (9 /19 /90)

Torn Bader, Chair of the Department of History, will attend the 1990-91 EPC meetings as
representative of the Council of Chairs. (9/19/90)
F.
Associate Dean Toutant announced that the planning committee for the faculty curriculum forum
had met on September 25 and drafted an issues paper. The draft document will be sent to EPC
and GSC members for review. (10/3/90)
G.
Chair Spielmann announced that, as requested by EPC on September 19, a meeting of faculty
from the Department of Accounting and Management Information Systems and the Department
of Computer Science had been held to discuss the proposals for MIS 430 and 440, and that the
Department of Computer Science had agreed to the proposals. (10/3/90)
H.
Associate Vice President Fieweger announced that the Chancellor's Office was requesting
proposed topics for the 1991-92 Academic Improvement Grants Program. (10/3/90)

A memorandum dated September 26 from the Judge Julian Beck Instructional Improvement
Projects Committee was distributed to Committee members and guests. Applications for grants
must be submitted to the Foundation by Nove_mber 1. (10/3/90)

It was announced that, at the request of the Committee, the current detailed agenda contained
School program modifications and substantive course proposals in the same section. (10/17 /90)

Associate Vice President Fieweger announced that CSU approval of American Sign Language
as a foreign language has yet to occur, but that system approval is expected once the necessary
documentation is provided by the UC. (10/17 /90)

Copies of Vice Chancellor Kerschner's memo entitled "Implementation of the Intersegmental
General Education Transfer Curriculum" were distributed to Committee members and guests for
review under item IV.B of the current agenda. (10/31/90)

Committee member Barbara Swerkes announced that she had attended the planning meeting
for the use of the grounds north of the Physical Education building and that representatives of
the Athletics, Intramurals and Academic programs had reached an agreement concerning the

To approve "Kinesiology'' as the new Department name of Kinesiology and Physical Education,

It was agreed that the final report of the EPC GETC Models Subcommittee would be sent to
Committee members and reviewed in conjunction with Vice Chancellor Kerschner's Intersegmental General Education Transfer Curriculum memo at the November 7 meeting. (10/31/90)

Edda Spielmann, Chair of EPC, reminded those present that the Committee, at its meeting of
May 2, 1990, had agreed to consider amending the sections of the University catalog pertaining
to ROTC programs in order to inform students that the Armed Services do not grant commissions
to persons of homosexual orientation upon their successful completion of any ROTC program.

The General Education Council will be asked to review EPC's motion (on the Title 5 amendment authorizing recognition of the Intersegmental General Education Transfer Curriculum
completed at a California·community college) at its meeting of November 14, offer suggestions

W ASC team members questioned the Committee on the CSUN General Education Program for
approximately one hour. Topics included the charge to the General Education Council, the
process used to review and approve General Education course proposals, the review process
used for General Education sections, the size of the CSUN General Education Program, and

It was announced that, at the request of EPC, the General Education Council had reviewed
EPC's motion at its meeting of November 14, and that a memo from Council Chair Richard
Camp would be distributed to Committee members at the current meeting which summarized
the Council's negative reaction to EPC's motion, and to the IGETC. (11/21/90)

Associate Dean Toutant announced that the Faculty Forum had been scheduled for Thursday,
February 21, 1991 at 2 p.m. in the Engineering auditorium. (11/21/90)

Associate Vice President Fieweger announced that Vice President Suzuki was drafting a
memorandum to Sally Casanova of the Chancellor's Office regarding the proposed Title 5
amendment which would allow the Intersegmental General Education Transfer Curriculum to
be implemented. Faculty President Baca has received EPC's motion opposing the amendment
(item IV of the November 21 minutes) and will bring the motion before the CSUN Executive
Committee. The CSU Board of Trustees will consider the proposed Title 5 amendment in

V.
Committee members and guests reviewed the draft document entitled "Issues for the Faculty
Forum on the Curriculum Process," the document on which the Faculty Forum is to be based.
The Faculty Forum Planning Committee will consider designing a questionnaire pertaining to
the curriculum process for faculty, and will, after the forum, write a report summarizing its

It was agreed that, in conjunction with the Graduate Studies Committee, EPC should hold a
yearly workshop on the review of curriculum and the University curriculum process for new
GSC and EPC members. (12/5/90)

All present congratulated Associate Dean Navarro on the birth of his daughter, Ariel, and
congratulated Shirley Swanson (formerly Houseman), Director of Academic Advisement, and
John Swanson, Director of Institutional Research, on their marriage. (2/6/91)

The Committee agreed to review the memorandum of December 10, 1990 from Sandra Wilcox,
Chair of the CSU Academic Senate, entitled "Questions and Answers on the Intersegmental
General Education Transfer Curriculum" under Old Business at the current meeting. (2/6/91)

Stephen Krashen, Professor of Linguistics at the University of Southern California, will
present two lectures, "The Power of Reading," and "Language Acquisition and Language
Teaching," on February 12 in Sierra North 311. (2/ 6/91)

Associate Vice President Fieweger announced that the fifth annual California State
University student research competition would be held on May 3 and 4 at California State

Chair Spielmann announced that Faculty President Baca has asked the Educational Equity
Committee to consider the matter of standardized testing (in particular, the writing

Intellectual Culture of the Middle Ages," a conference to be held February 15 and 16 in Sierra

The Committee discussed the contents of the Sandra Wilcox IGETC memorandum (see item
VII. Y of this summary). It was suggested that . . . the University should not increase the 9
unit General Education upper division requirement unless the lower division G.E. requirement

It was agreed that EPC would host a meeting with the General Education Council during the

Initial discussion (of the proposal for Asian American Studies 340) dealt with the Department of Sociology's request that its concurrence with AAS 340 and other AAS courses under
consideration containing sociological components not be construed as meaning that the
Department was forgoing its right to develop courses with similar content in the future, and
that the Department of Asian American Studies would not object to such course proposals due

Chair Spielmann announced that the Academic Affairs Planning Council has been discussing
EPC's role in the University's curriculum process, and that the Council may request a meeting

semester. The Committee agreed to the rescission. The unit total in the Journalism B.A.

It was noted that Captain Richard Clark, head of the Naval ROTC unit at UCLA, had
sent a letter . . . requesting both termination of the CSUN component of the UCLA NROTC
Program, effective fall1991 . . . and deletion of the Navy /Marines ROTC paragraph from

It was announced that the 1991 Intersegmental Faculty Seminar, entitled "Effective
Teaching for Active Learning" will be held at Pepperdine University July 15-19. (4/17/91)

All present were reminded that University policy states that all regularly enrolled
students attempting to add a class must be accommodated before students registered
through concurrent enrollment are added to the class, and that departments violating

Robert Barker, Chair of the Department of Accounting and Management Information
Systems, distributed a statistical report on the School of Business Administration and
Economics' Computer Literacy Examination. . . . It was suggested that the Department
review those students who fail the Business Computer Literacy Examination and provide

Committee member Cheryl Spector provided an overview of the Symposium on Internationalizing the Curriculum, led by Dr. Maurice Harari, Dean of the International
Center at CSU Long Beach. . . . Barry Devine, Coordinator of CSUN International
Programs, informed the Committee that his report to internationalize the University's
curriculum was currently being reviewed by Dr. Suzuki, and that the report would be
shared with Dr. Harari. (5/1/91)

Associate Vice President Fieweger will have a draft plan for the review of the General
Education Program ready by the start of the Fall1991 semester. (5/1/91)

It was agreed that the original charge memorandum of the General Education Council

It was suggested that, during the 1991-92 academic year, the Joint Subcommittee on the
Curriculum Process review the procedures used by universities with decentralized

It was announced that Vice President Suzuki had been selected as the new President of
California State Polytechnic University, Pomona. (5/15/91)

Associate Vice President Fieweger announced that the report from the Deans' Council ad
hoc subcommittee on the creation/ termination of academic departments had been sent to the
members of the EPC subcommittee on academic departments, Chair Spielmann, and GSC
Chair Bob Kiddoo, and that suggestions from the group had been included in the report.

It was announced that CSUN sophomore History major Andrew Black had won a first place
award and $500 for his paper on the significance of the contribution of black soldiers during
the Civil War at the fifth annual CSU Student Research Competition held at CSU Long

Committee member Cheryl Spector announced that she had not been notified of the outside
evaluators' review of the Communicative Disorders program (C. Spector is the EPC representative for the Communicative Disorders accreditation review). (5/15/91)

Associate Dean Navarro announced that Rodolfo Torres, CSU Long Beach, will discuss "The
Report of the President's Task Force on Multicultural Education and Campus Diversity" on
May 17 at 3 p.m. in the USU Granada Room, and that copies of the report are available

Edda Spielmann was reelected Chair of the Committee by acclamation for the 1991-92

The Committee agreed that the subcommittee on the curriculum process should be
reconstituted, effective fall1991, in conjunction with the Graduate Studies Committee, that
two members from each Committee should serve on the joint subcommittee, and that EPC
