2015 – 2016 Bilquist Elementary School Parent Involvement Plan 1. Describe key strategies to increase meaningful parental involvement designed to enhance home-school partnerships and improve student learning. At Bilquist Elementary School, we believe that family involvement in education has a tremendously positive effect on student achievement and is an important strategy in reducing achievement gaps. Parental involvement is critical in facilitating children’s development and achievement and in preventing and remedying educational and developmental problems. That’s why Bilquist provides a number of school events where parents can participate in learning about the school, curriculum, methods of instruction, content standards, spend time learning side-by-side with their child and also just spend time with their child in the school environment. These special events include: FALL Open House/Back to School Night ELD Night PTA Family Movie Night Parent/Teacher Conferences Title 1 Night WINTER PTA Spaghetti Dinner PTA Family Movie Night Café y Platica – Spanish Speaking Parent Information meetings SPRING________ PTA – Family Dance Spring Title 1 Night PTA Family Movie Night Café y Platica – Spanish Speaking Parent Information meetings These events are designed to inform parents on how their children are being taught, to teach parents strategies that will help them support their child’s learning at home, and are opportunities for students to share and perform what they’ve learned in class for their families. They also provide quality time for students and their families to spend together. This year we are focusing on creating inclusive learning environments for each student, along with meeting the needs of the more than 50% of our students who are impacted by poverty as well as servicing the 25% of families with students in our ELD program. Regular and clear communication is important to student success. Information is provided for Bilquist parents about standards and how those standards relate to the curriculum, learning objectives, methods of assessment, school programs, discipline codes, and student progress. Sharing information with Bilquist parents is accomplished through Parent/Teacher Conferences, Open House, school and class newsletters, the Parent/Student Handbook (which accompanies the annual school calendar), school and District websites, email, and direct telephone communication. Translations and interpreters are available as needed to ensure non-English speaking parents are fully informed. The Principal’s letter, in our monthly newsletter (The Bilquist Banner), as well as other key information are translated into Spanish on a regular basis. Bilquist has also added two additional Spanish speaking employees for the 2015-2016 school year. At Bilquist Elementary School, providing opportunities for parents to volunteer in the school and classroom is encouraged. Parents and community members are welcome to volunteer as tutors, classroom assistants, and curriculum resources. They are also frequently recruited to assist with production work and chaperoning field trips. Bilquist’s PTA is a strong advocate for parental involvement, and is a chief organizer of school events, assemblies, fundraisers and other school related activities. The PTA is very supportive of the staff and school by assisting with classroom supplies, books for our library, materials for students and organizing volunteers for various events. Childcare is provided at PTA meetings to encourage parent participation. Opportunities for parent advocacy include being a member of our school Site Council/School Wide Planning Team where parent members can give input on curriculum, instruction, professional development and budget issues. We support our parents and students by working collaboratively with many public and private agencies that provide family support services. These relationships include partnerships with public health and human services agencies, including the North Clackamas Family Support Center, Medical Teams International Dental Van and Metropolitan Family Services. Bilquist also partners with local businesses, institutions of higher education, youth-serving organizations (Stand for Children, Meyer Memorial Trust, Junior Achievement). Linking families to services and community organizations strengthens home environments and student learning. These partnerships create shared responsibility for the well being of our children, families, and schools by all members of the community. Bilquist strongly believes in providing a welcoming and friendly environment encouraging all parents to come to school, participate in school events/committees and to volunteer their time. One of our goals is to have all communication with parents to be in multiple languages along with signs around the school. 2. Briefly describe the process used to develop and implement the Parent Compact The Compact for Learning formalizes and supports the relationship between family members and the teacher by outlining the basic needs for learning in the home setting, including a quiet place to do their homework and spending quality time with their student reading, writing, listening or just talking. This year’s compact was developed by asking parents, staff and students for input on what was important to them and should be a part of our compact. This was done in May of 2015. The Compact is discussed with parents and then signed during conferences in November of 2015. 3. Describe the process used to meet with parents of students who have not met academic standards. Students not meeting benchmarks or who are performing below grade level in reading and math, are first identified in early fall, then they are progress monitored throughout the school year using the Star Assessment Tool. Grade level intervention teams develop supplemental instructional plans for groups or individual students, which are continuously discussed upon the review of frequent formative assessment data. Parents are notified if the school team determines their child should receive additional instructional support. Supplemental instruction can include increased time and/or intensity with a specific improvement program and eventually after-school interventions in Reading, Writing or Mathematics.
