I am pleased to present the seventh Annual
Report
of
the
National
Traveller
Accommodation Consultative Committee to
the Minister for Housing and Urban Renewal.
The 2005 report covers year three of the
second Committee’s term of office, and the
first of the second Traveller accommodation
programmes. As Chairperson of the third
NTACC – which was appointed in 2007 – I
would like to begin by paying tribute to my
predecessor, Chris Flood, and to all his
colleagues on the second Committee for their
commitment and dedication in advancing the
accommodation position of Travellers.

The second Committee (2003–2006) continued the productive work of its
predecessor, and provided sound advice to the Minister on the challenges
facing all those concerned with the provision of good quality permanent
accommodation for Traveller families who were not in a position to arrange
their own accommodation. The Committee’s main publication was its 2004
Review of the Operation of the Housing (Traveller Accommodation) Act 1998.
Report by the National Traveller Accommodation Consultative Committee to
the Minister for Housing and Urban Renewal. The fact that, early in 2005, the
Minister accepted all of the Committee’s recommendations contained in its
Review bears testimony to the high regard in which the second Committee was
held.
One of the key measurements of the success or failure of a local authority’s
Traveller accommodation programme is the change in the number of Traveller

families living on unauthorised sites. While there was a national reduction of
187 families living in such circumstances in 2004, a national reduction of only
12 families was recorded in 2005. For the 589 Traveller families living on
unauthorised sites at the end of 2005 – 8% of the estimated 7,266 Traveller

families then living in the State – progress in this vital area was unacceptably
slow.
There were, however, more positive developments in other areas. For example,
an additional 125 Traveller families were accommodated in standard local
authority housing in 2005, and an estimated 210 extra families were
accommodated in the private rented sector. In addition, there was a small
increase in the number of families living in local authority provided group
housing (up from 582 families at the end of 2004 to 606 at the end of 2005).
Details of the accommodation provided by each local authority in 2005 are set
out in Appendix I.
The second Committee held six meetings in 2005, during which time it
approved the Annual Reports for 2002, 2003 and 2004; met Minister Noel Ahern
(and discussed issues such as planning and transient accommodation);
attended a presentation by officials from the Northern Ireland Housing
Executive; and continued the existing practice of visiting local authorities and
Traveller-specific accommodation sites. In 2005 the Committee visited Wicklow
and Cavan.
Two working groups – dealing with transient accommodation and consultation
– continued their meetings during 2005, and the full Committee worked, inter
alia, on developing plans to hold seminars regarding the functioning of the Local
Traveller Accommodation Consultative Committees. The work of both groups,
and the planning of the seminars, was ongoing at the end of the year.
As Chairperson of the third NTACC I appreciate that, in order to be effective,
the Committee depends on the commitment and goodwill of a number of
Ahern, TD, met and supported the Committee in 2005. In addition, the Traveller
Accommodation Unit of the Department of the Environment, Heritage and Local
Government provided administrative and secretarial support to the Committee.
Outside Dublin, County Council members and officials, and local Traveller

individuals and bodies. The Minister for Housing and Urban Renewal, Mr Noel
residents and their representatives, were generous hosts to the Committee
during its visits to Wicklow and Cavan. I would like to thank all who helped and
supported the second Committee during 2005.

General Information
Establishment
The National Traveller Accommodation Consultative Committee (NTACC) was
established, on a statutory basis, on 29 April 1999 under sections 19 and 20
of the Housing (Traveller Accommodation) Act 1998. The second NTACC was
appointed on 10 March 2003.
Terms of Reference
The terms of reference of the Committee are as follows:To advise the Minister in relation to
•
any general matter concerning accommodation for Travellers;
•
any matter referred to it by the Minister;
•
the most appropriate measures for improving, at local level, consultation
with, and participation of, Travellers in the provision and management of
accommodation;
•
general matters concerning the preparation, adequacy, implementation
and co-ordination of Traveller accommodation programmes.

Ms Bonar resigned from the Committee during the year, following her
transfer to a new area of responsibility within her Department.
Mr Joyce and Ms O’Donoghue were nominated to fill vacancies in the
NTACC, but had not been formally appointed to the Committee by the
end of 2005.
Committee’s Annual Report
Section 19 of the Housing (Traveller Accommodation) Act 1998 stipulates that
the Committee must prepare and submit an annual report on its activities to the
Minister for Housing and Urban Renewal who will cause copies of the report to
be laid before each House of the Oireachtas. This Report covers the period from
1 January – 31 December 2005.
Meetings
The NTACC held six Committee meetings between January and December 2005.
The number of NTACC meetings attended by each Committee member in 2005

Summary of Key Activities
1.
High Level Group on Traveller Issues
The High Level Group on Traveller Issues was set up in December 2003
under the aegis of the Department of Justice, Equality and Law Reform,
to address the lack of significant outcomes for Travellers from national
and local programmes. It was formed to give impetus to the
implementation of existing policy in relation to a range of Traveller
issues, and to ensure the more effective co-ordination of service
delivery at local level. It reports to the Cabinet Committee on Social
Inclusion, which is chaired by An Taoiseach. In March 2005 the
Chairperson led a delegation from the NTACC which met the High Level
Group. The Committee informed the Group of its concerns and made a
number of suggestions. The NTACC delegation was generally satisfied
with the meeting.
2.
Vacant Accommodation
As mentioned in the 2004 NTACC annual report (page 15, Point 6) the
Committee, at the request of the Minister for Housing and Urban
Renewal, examined the issue of vacant Traveller-specific
accommodation units. The Committee considered the figures regarding
vacant units returned by local authorities, and concluded that the
percentage of Traveller accommodation units vacant was largely in line
with vacancies experienced in standard local authority accommodation.
The Committee reported to the Minister that, in its opinion, no special
action was required on this issue.

Following the January 2005 publications of its Review of the Operation
of the Housing (Traveller Accommodation) Act 1998 (please see 2004
annual report, page 11, Point 1), the Committee sought a meeting with

The Consultation Working Group was concerned with the development
of a pilot consultation model. (Please see 2004 annual report, page 15,
Point 8 for background.) In 2005 the Committee adopted terms of
reference for the Group, and the latter held three meetings during the
year. Work on the Group’s draft report was ongoing at year-end.

planning, blockages in the system that delayed the provision of
Traveller accommodation, and the slow progress in the provision of
transient accommodation.
5.
Local Authority Accommodation for Travellers in 2005
The estimated number of Traveller families in the State continues to
increase, up from an estimated 6,991 such families at the end of 2004,
to an estimated 7,266 families at the end of 2005 (an increase of 275
families). Looking across the range of options available (both standard
and Traveller-specific), 2005 was a year of general – if limited –
progress concerning the provision of Traveller accommodation.
During the year, the number of Traveller families in standard houses
(local authority and voluntary housing) increased by 138 (from 2,827
at end-2004 to 2,965 at end-2005). At 40.80% of all Traveller families,
this is by far the most commonly availed of accommodation option for
Traveller families (please see Table 1, page 16, below). Also during
2005, the number of Traveller families in group housing increased by
24, and the number of families in private houses assisted by local
authorities increased by 27. Over the same period, however, there was
a disappointedly-small reduction in the number of families (down 12)
living on unauthorised sites. The reduction in the number of families
(down 118) living on halting sites in 2005 is the continuation of a
movement noted in last year’s report (please see 2004 annual report,
page 12, Point 3). As in 2004, it is assumed that a proportion of the
families previously living on halting sites chose to avail of some of the
other accommodation options mentioned above.

The increase in the estimated number of Traveller families living in
private rented accommodation (up 210 to 696), and the increase in the
estimated number of families providing accommodation from their own
resources (up 14 to 478), continues a trend already noted (please see
2004 annual report, page 12, Point 3).

6.
Presentation to the Committee: Northern Ireland Housing
Executive
Following an invitation from the Committee, two officials from the
Northern Ireland Housing Executive, Mr Tony Steed (from the
Executive’s Equality Unit), and Mr Aidan Brannigan (from its Traveller
Unit), addressed the Committee at its November meeting. Mr Steed
highlighted the legislative obligation placed on certain bodies actively to
promote equality and good race relations. He said that Irish Travellers
were specifically named as a group who were given protection under
Northern Ireland’s 1997 Race Relations Order (as amended).
Mr Brannigan spoke about Traveller accommodation developments in
Northern Ireland since 1999, and outlined the expected challenges to
the provision of such accommodation in the years ahead. In the latter
context he emphasised the importance of consultation, involving the
whole community, regarding the location etc of Traveller-specific
accommodation. The Committee was grateful to both Mr Steed and Mr
Brannigan for their willingness to share their experience and expertise.
7.
Visits to Traveller Accommodation
Since the Committee was established in 1999 it has been the practice
to visit Traveller-specific accommodation sites each year. In 2005 the
Committee visited sites in counties Wicklow and Cavan. The Committee
was grateful to Wicklow County Council, Bray Town Council, and Cavan
County Council who arranged these visits, and also appreciated the
kindness of the Traveller families who welcomed the Committee
members into their homes, and who shared their experiences with
them.
Transient Accommodation Working Group
This working group held its first meeting in December 2004, and met
on three occasions during 2005. The group considered what practical
steps could be taken to meet the transient accommodation needs of
Travellers through a range of options but, due to group members’ other
time commitments, it was not in a position to complete its draft report
to the Committee by the end of the year.

Joint Subcommittee of the Department of Health and Children

This subcommittee consists of members of the Traveller Health Advisory
Committee and of the NTACC. (For background please see 2004 annual
report, pages 11–2, Point 2.) Due to scheduling difficulties it was not
possible to make progress concerning subcommittee matters.

Assessment and Monitoring
Accommodation Programmes
of
the
Second
Traveller
The second local authority Traveller accommodation programmes,
covering the period 2005–2008, were adopted in early 2005. A total of
thirty-four programmes were adopted, covering all of the county,
borough and city councils. One of the new features introduced for the
second programmes was the requirement that they include annual
targets for the provision of the different categories of accommodation.
The Committee discussed various methods for evaluating the
programmes, and for monitoring their progress on an annual basis.
These discussions were ongoing at the end of the year.

National Seminars regarding the Operation of Local Traveller
Accommodation Consultative Committees

Over the years, the NTACC has had concerns regarding the operation of
the Local Traveller Accommodation Consultative Committees (LTACCs).
In 2001 all local authorities were issued with guidelines for the
operation of their local committees (please see 2001 annual report,
page 11). In 2005 the Committee decided that it would be desirable to
hold national seminars regarding the operation of the local committees,
with the goal of improving their effectiveness. Topics to be considered
included the roles and responsibilities of LTACC members. Discussions
regarding additional topics for consideration at the seminars, the
prospective attendees, seminar locations, etc were at an advanced
stage at year-end.
12.
Annual Count of Traveller Families
The Annual Count of Traveller families was carried out on 25 November
2005. Details are attached at Appendix II. The table below (Table 1)
gives a summary of the accommodation position of Traveller families
at the end of 2005.
