I am pleased to present the eighth Annual
Report
of
the
National
Traveller
Accommodation Consultative Committee to
the Minister for Housing and Urban Renewal.
This report deals with the last year (2006) of
the
second
Accommodation
National
Consultative
Traveller
Committee
(NTACC), the term of office of which expired
early in the year.
In my Statement in the annual report for
2005, I paid tribute to the work of the
members of the second Committee, including
its Chairperson, Chris Flood. That good work

continued into the early months of 2006. Despite having had the opportunity
to hold only two meetings, the outgoing Committee still had time to make
progress on issues as varied as the monitoring of the second Traveller
accommodation programmes, and proposed seminars on the operation of the
Local Traveller Accommodation Consultative Committees.
For reasons that are not clear even to the Central Statistics Office, the 2006
Census returns recorded a drop in the number of Travellers in the State
between 2002 and 2006. There were 22,435 Irish Travellers enumerated in the
2006 census, a decline of 1,254 compared with 2002.1 Despite this recorded
decrease in the number of individual Travellers, however, the November 2006
annual count of Traveller families shows that in 2006 – for the first time since
1999 – there was an increase in the number of Traveller families (629) living
on unauthorised sites. While there was no increase in 2006, compared with
2005, in the percentage of Traveller families living on unauthorised sites (8%

in both years, due to the increased number of Traveller families in 2006),
‘standing still’ is not acceptable in this case. The provision of permanent
facilities for those Traveller families living on unauthorised sites is an issue that
demands urgent attention from all those who are responsible for the provision
of social accommodation.

In other areas of accommodation there were, thankfully, more positive
developments during 2006. For example, there was an estimated increase of
239 Traveller families living in private rented accommodation compared with
2005, and an increase over the year of 63 families living in standard localauthority accommodation. The upward trend observed in last year’s report for
the number of Traveller families living in group housing also continued (up from
606 families in 2005 to 642 families in 2006). Details of the accommodation
provided by each local authority in 2006 are set out in Appendix I.
As Chairperson of the third NTACC, which was appointed in March 2007, I am
very conscious that, to be effective, the Committee must depend upon the
goodwill and support of outside individuals and organisations. The Minister for
Housing and Urban Renewal, Mr Noel Ahern, T.D., was very supportive of the
work of the Committee during 2006, as indeed were the members of the
outgoing Committee. The staff of the Traveller Accommodation Unit of the
Department of the Environment, Heritage and Local Government, provided
secretarial and administrative services to the NTACC. On behalf of the second
Committee, I should like to express my gratitude to them and to all those who
helped the NTACC function efficiently during 2006.

General Information
Establishment
The National Traveller Accommodation Consultative Committee (NTACC) was
established, on a statutory basis, on 29 April 1999 under sections 19 and 20
of the Housing (Traveller Accommodation) Act 1998. The second NTACC was
appointed on 10 March 2003, and its term of office expired on 9 March 2006.
Terms of Reference
The terms of reference of the Committee are as follows:To advise the Minister in relation to
•
any general matter concerning accommodation for Travellers;
•
any matter referred to it by the Minister;
•
the most appropriate measures for improving, at local level, consultation
with, and participation of, Travellers in the provision and management of
accommodation;
•
general matters concerning the preparation, adequacy, implementation
and co-ordination of Traveller accommodation programmes.

vacancies in the second NTACC, but had not been formally
appointed to the Committee by the time its term of office expired.
Committee’s Annual Report
Section 19 of the Housing (Traveller Accommodation) Act 1998 stipulates that
the Committee must prepare and submit an annual report on its activities to the
Minister for Housing and Urban Renewal who will cause copies of the report to
be laid before each House of the Oireachtas. This Report covers the period from
1 January – 31 December 2006.
Meetings
The NTACC held two Committee meetings between 1 January and 9 March
2006, when its term of office expired.
The number of NTACC meetings attended in 2006 by each member of the
Committee was as follows: Mr Flood (2), Cllr Callaghan (0), Mr Collins (2), Mr
Cunningham (2), Mr Fleming (1), Mr Joyce (0), Ms Joyce (2), Mr Kenny (1), Ms

Summary of Key Activities
1.
Transient Accommodation Working Group
The working group continued its consideration of transient
accommodation options during 2006 – please see 2005 annual report,
page 13, Point 8 for background – but was not in a position to progress
to drafting a report before the term of office of the Committee expired
in March.

National Seminars regarding the Operation of Local Traveller
Accommodation Consultative Committees
In 2005 the Committee decided to host national seminars regarding the
operation of the Local Traveller Accommodation Consultative
Committees (LTACCs). (Please see 2005 annual report, page 15, Point
11 for background.) At its meetings in early 2006 the Committee
continued its preparatory work, but it was not possible to hold the
seminars before its term of office expired.

Consultative Committees
In January 2005 the Committee’s report, arising from its review of the
operation of the Housing (Traveller Accommodation) Act 1998, was
published. (Please see 2005 annual report, page 11, Point 4 for
background.) One of the recommendations contained in this report was
that LTACCs should present annual reports to their appointing

The Committee discussed the issue of annual targets for the provision
of Traveller accommodation. These targets were to be included in the
second Traveller accommodation programmes, covering the years 2005
to 2008. (Please see 2005 annual report, page 15, Point 10 for
background.) The Committee considered and agreed the content of an
annual monitoring return form. The aim of this return was to elicit
information on the provision of accommodation – broken down into the
various accommodation types – compared with annual targets, for each
local authority. In February 2006 this form was circulated to all
authorities for completion.

5.
Local Authority Accommodation for Travellers in 2006
The annual count of Traveller families, which took place in November
2006, estimated that there were 7,691 Traveller families living in the
State at that time. This was a 5.8% increase (up 425) in the number
of such families counted in 2005.
This (2006) was a year of uneven developments in the provision of
accommodation for Traveller families. The number of Traveller families
in standard local authority and voluntary housing has continued to rise
(up 80 since 2005, to 3,045 families at the end of 2006) and, at
39.60% of all Traveller families, this remains the most frequently
chosen accommodation option. (Please see Table 1, page 11, below.)
The accommodation option recording the largest increase in 2006,
compared with 2005, was the private-rented sector, up 239 to 935
families. Smaller increases during 2006 were recorded in other
categories of accommodation, such as group housing (up 36 to 642
families) and private houses with local authority assistance (up 30 to
433 families). In 2006, local authorities were reimbursed €35.55
million in connection with capital expenditure on Traveller-specific
accommodation.

There was, for the first time since 1999, an increase in the number of
families living on unauthorised sites, up 40 (since 2005) to 629
families. Over 2006 there was a small increase in the estimated
number of Traveller families living in accommodation provided from
their own resources (up seven to 485 families), and a larger increase
in the number of families recorded as sharing accommodation (up 65
to 391 families). As noted previously (please see, for example, the
2005 annual report, page 12, Point 5), the number of families living on
halting sites has declined each year since 2003, down 72 families since
2005 to 1,131 families at the end of 2006. While the Committee has
no detailed explanation for this emerging trend, it is assumed, as
before, that a percentage of the families previously living on halting
sites decided, for a variety of reasons, to move to another
accommodation option available to them.

Consultation Working Group
The working group continued to develop a pilot consultation model
(please see 2005 annual report, page 11, Point 3 for background).
While the group was able to draft some chapters of its report, it was
not in a position to complete work on this document before the term of
office of the Committee expired.
7.
Annual Count of Traveller Families
The Annual Count of Traveller families was carried out on 24 November
2006. Details are attached at Appendix II. The table below (Table 1)
gives a summary of the accommodation position of Traveller families at
the end of 2006.

The operational costs of the Committee are borne in full by the Department
of the Environment, Heritage and Local Government.
Expenditure of €6,962 was incurred by the Committee in 2006. (The
equivalent figure for 2005 was €20,773.)
