Quarter 3 2009
Total Housing Completions
20,357 units were completed nationally in the first nine months of 2009,
of which 4,131 units were completed in Dublin and 6,263 units in the
Greater Dublin Area. These figures are based on the number of
electricity meters installed by ESB Networks.

Affordable Housing Provision
1,360 units (including 62 units delivered on State/Local authority lands
element of the Affordable Housing Initiative and sales of 164 houses
purchased directly by the Affordable Homes Partnership) were
provided under the various affordable housing schemes in the first nine
months of 2009. This represents a 58% decrease in output on the same
period in 2008. 32% of affordable units were provided in Dublin.

Part V Social and Affordable Housing Provision
Output under Part V of the Planning and Development Acts 2000 - 2008
reveal that 1,186 units of social and affordable housing were provided in
the first nine months of 2009, down 61% on the same period in 2008. A
further 2,832 units were in progress at the end of September 2009, down
45% on the same period in 2008.

Social Rented Housing Provision
Total output of social houses newly completed or acquired in the first
nine months of 2009 amounted to 4,033 units (2,703 Local Authority;
1,330 Voluntary & Co-operative housing) with a further 1,493 new units
acquired under the Rental Accommodation Scheme.
A total of 2,833 (includes 1,493 RAS units) social housing dwellings
were started or acquired in the first nine months of 2009, while a further
5,117 social housing units were in progress at the end of September 2009.

Total house completions are based on the number of ESB domestic
connections. These figures do not take account of work in progress
in housing construction. While ESB connections were a good proxy
for house completions, they may not be as comprehensive during a
market contraction as a house may be vacant for an extended
period of time before being connected for electricity (at the point of
sale).
Local authority house completions do not include second-hand
houses acquired by them. New units acquired under Part V of the
Planning and Development Acts 2000-2008 for local authority rental
purposes are included.
Voluntary & co-operative housing consists of housing provided
under the capital loan & subsidy and capital assistance schemes.
While there were 39 Voluntary and Co-operative units completed in
Limerick City, they were represented by 10 ESB connections due to
the nature of the units (emergency accommodation).
