lengthoftherelationship.(ii)Thetypeofrelationship.(iii)Thefrequencyofinteractionbetween

PoliceofficersemployedbytheHCCPoliceDepartmentarevestedwithallthepowers,
privileges,andimmunitiesofTexaspeaceofficers.Theyareauthorizedtomakearrestsand
enforcealllawsofthisState.15Exceptforasmallnumberofplainclothesassignments,allHCC
policeofficersweardarknavyblueuniformsandarearmed.Theshoulderpatchandbadge
identifytheemployeeasapoliceofficerforHCC.
SecurityofficersemployedbyHCCwearlightFrenchblueshirtsandnavypants.AllHCCsecurity
officersarecommissionedbytheTexasDepartmentofPublicSafety.Theyarenotpolice
officersandprimarilyobserveandreport.However,theyareauthorizedtodirecttrafficand
issueparkingcitationsonHCCproperty.Thesecurityshoulderpatchandbadgeidentifythemas
asecurityofficerforHCC.Theyarenotarmedbutdocarrytwo-wayradios.
REPORTINGCRIMINALACTIVITY
AllHCCstudentsandemployeesareencouragedtoaccuratelyandpromptlyreportallcrimesto
theHCCPoliceDepartment.Insomecases,misconductmaybereportedthroughHCCHuman
ResourcesandHCCStudentServicesthatalsoviolatescriminalstatutes.However,theactivity
willnotbeincludedinthecampuscrimestatisticsunlesstheinformationisdisclosedtothe
HCCPoliceDepartment.

isinvestigatedproperlyandthevictimisaffordedtheirrightsascrimevictims.Someofthese
rightsincludemedicalandcounselingservices,useofapseudonymforprivacy,protective
orders,andprosecutionliaison.19Avictimalsohastheoptiontodeclinenotificationtocampus
authoritiesunlessitinvolvesachild,seriousbodilyinjury,ordeath.HCC-PDdistributesa
statutorywrittennoticetovictimsoftheirrightsandopportunitiesforassistance.
HCC’sOfficeofInstitutionalEquity’sinvestigationisanindependentinvestigation.However,
HCC-PDinvestigatorsandOIEinvestigatorssupporteachother’smission.HCCStudentServices
willchangeavictim’sacademicsituationafteranallegedoffenseifrequested,andwilldiscuss
