Use of Weapons Firing Range - The following agency requires the services of the
Rio Hondo College weapons firing range. They agree to pay $300 per session
(8-hour block) or $150 per half session (4-hour block).

Appropriation Transfer at End of School Year
By the end of the school year there may be overdrafts in a few appropriation accounts
and in most accounts there are slight balances. Although the budget was originally
prepared to provide sufficient funds in each appropriation account, there are occasions
when expenditures are underestimated. In these instances, appropriation transfers
are necessary since no account may be in the red at the close of the school year.
The Board of Trustees may authorize the County Superintendent of Schools to
make any necessary transfers between the Appropriation for Contingencies
(reserves) and any account classification requiring such transfers so there is no
overdraft in the account. Authorizing the County to perform this function saves
considerable time and effort both on the part of the staff and the Board. In addition,
it avoids the necessity for a last minute Board meeting in order for the Board to
approve such transfers. The above procedure has been followed for a number of
years in the District and is requested by the County Offices.
6.
Revenue Agreement – Los Angeles County Public Health Department for
HAZWOPER Training
This is an agreement between Los Angeles County Public Health Department
(Office in the City of Baldwin Park) and Rio Hondo Community College District –
Environmental Science Department to conduct a total of 10-HAZWOPER training
classes.
HAZWOPER was derived from the United States Department of Defense's
Hazardous Waste Operations (HAZWOP), implemented on military bases which
were slated for clean-up operations to dispose of hazardous wastes. The
HAZWOPER standard covers 5 specific areas of operations:
•
Clean-up operations required by a governmental body;
•
Corrective actions involving clean-up operations at sites covered by the
Resource Conservation and Recovery Act of 1976 (RCRA) as amended
(42 U.S.C. 6901 et seq);
•
Voluntary clean-up operations at sites recognized by Federal, state, local or
other governmental bodies as uncontrolled hazardous waste sites;
•
Operations involving hazardous waste that are conducted at treatment,
storage, disposal (TSD) facilities regulated by 40 CFR Parts 264 and 265
pursuant to RCRA; or by agencies under agreement with U.S.E.P.A. to
implement RCRA regulations; and
•
Emergency response operations for releases of, or substantial threats of
releases of, hazardous substances without regard to the location of the
hazard
Los Angeles County Public Health Department will pay up to $23,700 for
HAZWOPER training.

Revenue Agreement – Los Angeles County Public Health Department for
Personal Protective Equipment and Respiratory Protection Training
This is an agreement between Los Angeles County Public Health Department
(Office in the City of Baldwin Park) and Rio Hondo Community College District –
Environmental Science Department to conduct one 16-hour Personal Protective
Equipment and Respiratory training class.
Personal Protective Equipment (PPE) is specialized clothing or equipment worn
by an employee for protection against infectious materials. PPE prevents contact
with an infectious agent or body fluid that may contain an infectious agent, by
creating a barrier between the potential infectious material and the healthcare
worker. Respiratory Protection Training is to ensure that all employees required
to wear respiratory protection as a condition of their employment are protected
from respiratory hazards through the proper use of respirators.
Los Angeles County Public Health Department will pay up to $10,800 for
Personal Protective Equipment and Respiratory training.
8.
Renewal Agreement with the Community College Foundation
The Community College Foundation (CCF) has renewed funding for the Youth
Development Services (YDS) – Life Skills Classes for fiscal year July 1, 2009 –
June 30, 2010 in the amount of $25,500. Rio Hondo Community College District
has provided (FKCE) services since approximately 1999. The purpose of YDS is
to provide Life Skills Classes to current and emancipated foster youth ages 16-21
in transitioning from the Child Welfare System. Rio Hondo College has provided
these youth development services since 2000.
9.
Renew Clinical Affiliation Agreement – Citrus Valley Medical Center
The Health Science Department requires the services of Healthcare
Organizations to provide clinical nursing experience.
Citrus Valley Medical Center, Inter-Community/Queen of the Valley Campus will
provide our health science nursing students with an opportunity to meet their
clinical objectives by observing and caring for patients in an acute care center
(hospital) environment. The term of this hospital affiliation agreement will be for
the period through July 1, 2009 through June 30, 2010.

Lee McDonald – Write the software interface between CCCApply and
Banner 8.1. This program interface is based on the structure in use at the
College of the Sequoias and Taft College. Dates of service will be June 11,
2009 through December 31, 2009. District will pay the Consultant $50 per
hour plus expenses, not to exceed $6,100 from the Bond Fund.
b.
Monique Felix – To serve as a Mentor and Peer Counselor to foster youth in
the Youth Development Services (YDS) Independent Living Program. Dates
of service will be July 1, 2009 through October 31, 2009. Payment is $10.00
per hour, not to exceed $600.00 from YDS.

Monique Felix – To serve as a facilitator for foster and kinship care classes
on nutrition such as “Fresh and Nutritious Salads”, “Food for the Warm
Months to Come”, “Teaching Our Children How to Make Nutritious and
Refreshing Colder Blender Drinks”, “Fall Vegetable Recipes”, “Back to
School Nutrition” and other topics related to parenting and foster care.

education classes on topics such as “Adoption/Guardianship”, “Fetal Alcohol
Effects”, “Foster Care Resources”, “Grief and Loss”, “Working with Birth
Parents”, “Ages and Stages”, “Building Self-Esteem in Our Children”, “DRate Pre-Service” and other topics related in foster care, parenting and
kinship care. Dates of service will be July 1, 2009 through October 31,
2009. Payment is $16.75 per hour for “Facilitator” and $25.00 per hour for
“Lecturer”, not to exceed $700.00 from FKCE.

Lori Switanowski – To present foster and kinship care education workshops
and classes on topics such as “The Impact of Trauma on Children”, “ADHD
and the Brain”, “Anger Management for Children”, “Reasons to Reunify”, “FRate Pre-Service Trainings, “Child Development”, “Mental Health Issues”,
“Working with the Difficult Child” and other topics related to foster care and
parenting. Dates of service will be July 1, 2009 through October 31, 2009.
Payment is $35.00 per hour, not to exceed $500.00 from FKCE.

Karen Nutt – To present workshops and classes to foster and kinship
caregivers on topics such as “D and F-Rate Pre-Service Trainings”, “IEP”,
“Child Development”, “Health Resources” and other topics related to foster
care. Dates of service will be July 1, 2009 through October 31, 2009.
Payment is $35.00 per hour, not to exceed $450.00 from FKCE.
