Appropriation Transfer at End of School Year By the end of the school year there may be overdrafts in a few appropriation accounts and in most accounts there are slight balances. Although the budget was originally prepared to provide sufficient funds in each appropriation account, there are occasions when expenditures are underestimated. In these instances, appropriation transfers are necessary since no account may be in the red at the close of the school year. The Board of Trustees may authorize the County Superintendent of Schools to make any necessary transfers between the Appropriation for Contingencies (reserves) and any account classification requiring such transfers so there is no overdraft in the account. Authorizing the County to perform this function saves considerable time and effort both on the part of the staff and the Board. In addition, it avoids the necessity for a last minute Board meeting in order for the Board to approve such transfers. The above procedure has been followed for a number of years in the District and is requested by the County Offices. 4. 5. Approve Clinical Affiliation Training Agreement(s) a. Providence Health System – Southern California d/b/a Providence Health System, San Fernando Valley Service Area (2-year term with potential for two additional 1-year terms) b. St. Joseph Hospital of Orange (3-year term) Hazardous and E-Waste Collection Roundup Annually, the Environmental Programs Division - County of Los Angeles in conjunction with the Sanitation Districts of Los Angeles County and the County of Los Angeles Department of Public Works, requests the use of Parking Lot “A” at 3600 Workman Mill Road in Whittier for the annual Household Hazardous and Electronic Waste Roundup. Staging and preparation for the Roundup will begin August 6, 2010 at 8:00 a.m. The Roundup is advertised by the County of Los June 9, 2010 Minutes 3 Rio Hondo Community College District Board of Trustees Regular Meeting Angeles for the public to begin delivering their household hazardous and electronic waste to the site between the hours of 8:00 a.m. and 4:00 p.m. for August 7, 2010. Cleanup and closeout is not to exceed 24-hours following termination of the Roundup. Household hazardous waste includes but is not limited to: pesticides, cleaning solvents, automotive fluids, waste oil, paint and related products, hobby and art chemicals, batteries, and similar items. Electronic waste includes but is not limited to: computers, printers, cables, televisions, VCRs, stereos, and similar items. The County of Los Angeles will submit a certificate of liability insurance to cover the event. The Sanitation District will contract with an environmental disposal service to collect waste at the site. The Sanitation District and the County of Los Angeles will assume all legal permits and liability. 6. Contract Renewal – Commission on Peace Officer Standards and Training (POST) Renewal of agreements with Commission on Peace Officer Standards and Training (POST) for Certified Regional Skills Training Center (RSTC). The Rio Hondo Regional Training Center has provided Perishable Skills Training in the Regional Skills Training Center (RSTC) for POST. Courses are in accordance with course outlines. In the event there are not enough students from POST agencies to fill the class, students who are not full-time, on-duty law enforcement officers may enroll in the course. Revenue Agreement #00112311 is for 1500 students in the Driving Simulator and 1500 students in the Force Option Simulator not to exceed $192,660 for the term July 1, 2010 through June 30, 2011. POST reimburses at the rate of $173.30 for the Mobile Driving Simulator course as well as $79 for each 4 hours of training in each simulator category. 7. June 9, 2010 Minutes Grants a. CTE Title IC Grant: Career and Technical Education Act (CTE), Title IC Grant the California Community Colleges Chancellor’s Office (CCCCO) approved Grant Agreement No. 10C01-044 funding in the amount of $367, 529.00 for a period of July 1, 2010 to June 30, 2011 to Rio Hondo College (RHC) for Career and Technical Education Act (CTE), Title IC programs. The purpose of the CTE, Title IC is to develop more fully the academic, career and technical skills of postsecondary students who elect to enroll in career and technical education programs. b. Tech Prep Title II, Perkins IV Grant: The California Community Colleges Chancellor’s Office (CCCCO) approved Grant Agreement No. 10-139-880 funding in the amount of $69,708.00 for the period of July 1, 2010 to June 30, 2011 to Rio Hondo College (RHC) for Tech Prep Title II, Perkins IV Programs. RHC has been involved in the Tech Prep Local Consortia Program since its inception in 1995. Tech Prep programs are designed to link high school and two-year college programs in specific technical fields and occupational areas. They are planned sequences of study in technical fields beginning as early as grade nine and linked to postsecondary occupational education or apprenticeship programs of at least two years following the secondary instruction culminated in an associate degree or a certificate. 4 Rio Hondo Community College District Board of Trustees Regular Meeting c. Destination Early Childhood Education: Rio Hondo College has received notification for renewed funding of the Destination Early Childhood Education (DECE) grant in the amount of $195,660 covering the period July 1st, 2010 – June 30th, 2011. Destination Early Childhood Education (DECE) is a program which exposes and prepares high school students on their path toward careers in Early Childhood Education, allowing them to begin their post-secondary education while still in High School. New Grants: June 9, 2010 Minutes d. Perkins IV Title IB Consortium Grant: Rio Hondo College ensures that its current Dean of CTE, under the direction of the Vice President of Instruction, will serve as the College’s primary liaison for the Perkins IV Title IB Regional Consortium Grant. The Los Angeles/Orange County Regional Consortium is a much needed network of education and training programs services, which bring staff from all Workforce Development entities together for information sharing and problem solving. These services include, but are not limited to, ongoing assessment and regional planning, marketing, dissemination of information, collaborative exchanges, and staff development. The total amount of the grant is $316,000.00 beginning July 1, 2010 to June 30, 2011. e. Industry Driven Regional Collaborative Grant (IDRC) CODA Grant: Rio Hondo College Automotive Department has been awarded an IDRC Grant to implement the demand for new, innovative and emerging growth sectors in electric vehicles. The grant will focus on CODA Electric Automotive Vehicles to develop “Practical Training” for their vehicles. This training will include the development of (3) text manuals to be used in training of the repair and safety of this new technology. Grant agreement No. 10-326-183 is funded in the amount of $210,026.00 and will run from July 1, 2010-June 30, 2011. f. The U.S. Department of Justice (DOJ) has hereby notified staff that Rio Hondo College (RHC) is the recipient of an appropriations award in the amount of $300,000 for the period of July 1, 2010 – June 30, 2012. This award is documented in the text of the Commerce Justice, Science Appropriations Bill for the Fiscal Year 2010. Rio Hondo College’s purpose for requesting this funding is to purchase stadium style lighting for the Regional Homeland Security Training Center in Santa Fe springs. Including lighting at the center will enable Rio Hondo College to expand the number of courses, drills, exercises and activities in which local first responders can receive valuable hands-on emergency-preparedness training. This equipment will enable Rio Hondo College’s Regional Homeland Security Training Center to train more first responders than are already trained, which would enhance our region’s readiness for emergencies and natural disasters in the future. 5 Rio Hondo Community College District Board of Trustees Regular Meeting 8. Quayum Abdul – To instruct “Soap Making” – Students will create different kinds of soaps for personal satisfaction or as a business. The use of molds, layering of colors, and adding herbs and fragrances will be discussed. To instruct “Solar Photovoltaic Design & Installation” – This introductory course introduces the field of Solar Photovoltaics. Participants will learn instruction on PV cells, modules, system components. This course prepares the entry level installer for Certification and State Approval. Verenisa Alfaro, LCSW – To instruct “Understanding Autism – This class is intended to offer you a better understanding of the characteristics of Autism and its impact in development. Chris Bowen– To instruct “Kindergarten Readiness” – Today’s kindergarten is vastly different from the kindergarten today’s parents may remember. Come and learn strategies you can use with your preschooler in order to best prepare them for school. To instruct “Building Effective Relationships with Your Kids – Too often, the relationships we build with our children become battle fields – a war of wills. And though a little of that is natural, much of it can be avoided by taking seemingly small, yet important steps in that relationship. To instruct other related workshops. Southwest Management Consultants, Inc., to provide local political consulting and to facilitate the development of partnerships with local governments, private companies and the labor sector for fiscal year 2010/2011.
