Mandate
ISO/TMB Resolution 3/2004 invites the chairmen
of ISO TC 207 Environmental management, ISO
TC176 Quality management and quality
assurance and ISO CASCO to establish a group
to develop a joint vision to ensure that future
revisions of ISO 14001 and ISO 9001 have
common elements, described by common text
and terminology

Mandate
The task of developing the joint vision was later
delegated to the Joint Task Group on
Coordination between ISO TC207/SC1 and ISO
TC176/SC2 (JTG) following a meeting of the ISO
TC 207 and ISO TC 176 Joint Coordination

The questionnaire returns show a clear majority
support for both the Joint Vision Statement and
the outline high level structure;
Nevertheless a number of Member Body
comments did express certain concerns

1. “The change to a new structure may involve
additional costs to current users and may result
in little added value”
JTG Response:
JTG to conduct a survey (see also Q2) which will
address this issue, among others

to establish user and market needs, in parallel
with ongoing JTG activities

3. “There are fundamental differences in
concepts relating to the effective management
of environment and quality and they could be
lost during this work”
JTG Response:
The JTG will identify such issues, and will refer
them to the respective SCs during the
development of the “Design Specifications” and
the revisions to the standards

We agree, and are working towards this objective !

how the JTG will communicate and co-ordinate

A communication programme is being
developed
Co-ordination issues are being examined for
inclusion as a sub-component of the
Implementation Plan.

The Future
• Seek approval from the TCs / SCs for the Joint
Vision
• Identifying user/market needs
• Forward the approved Joint Vision to the TCs for
inclusion in the TCs response to TMB 3/2004
• Draft “Design Specification for Common
Elements”, including:
• Consideration of the existing standards
• Identifying new management system needs for the
standards in 2012
• Seeking approval for a new structure applicable to
both stds.
• Activation of the Implementation Plan
