Important Instruction for Tenderers
Rashtrasant Tukadoji Maharaj Nagpur University invites sealed
tender for supply of white cream wove/ Map litho paper in sheet form of A
Grade paper mill having following specifications.
1.
D.F.C. Map litho Paper
15 tones
per tone
In size 17” X 27” ( 60 GSM)
Weight 8.9 kgs.
2.
D.F.C. White Cream Wove Paper 5 tones
per tone
In size 17” X 27” ( 60 GSM)
Weight 8.9 kgs.
3.
D.D. White Cream Wove Paper
10 tones
per tone
In size 23” X 36” ( 60 GSM)
Weight 16 kgs.
4.
D.D. Map Litho Paper
2.5 tones
per tone
In size 23” X 36” ( 80 GSM)
Weight 21.3 kgs.
1. The paper should be supplied as per specification IS : 1848/2007.
2. The paper from Ballarpur, Sirpur, Century, Orient, TNPL, HPC,
Seshasayee, Star, ITC, Andhra Pradesh (Godavari Unit), West Coast, J.
K, Mysore paper mill will only be considered. The paper of other mills
other than these prescribed mills will not be considered.
3. The Tenderer must submit its tender in prescribed format only.
Incomplete tender from is not acceptable in any respect. Tender
document is not transferable.
4. Direct supply from paper manufacturing mill will be more preferable but
tenderer can submit its tender with written consent (Authority Letter or
Authories distributors ) of paper mill.
5. Only paper manufacturers are eligible to get benefit of Octroi Exemption.
The tenderer other than paper manufacturer can get octroi exemption
only in condition when concerned mill will submit bill directly to University
on behalf of tenderer.
6. The rate should be quoted inclusive of all taxes and other charges
transport, Insurance, unloading & F.O.R. Rashtrasant Tukadoji Maharaj
Nagpur University Press, Nagpur. The tenderer can offer discount in rate
but no conditional discount will be considered.
7. The validity of tender shall be up to 90 days from date of opening.
8. The tender shall be in two bid system. The envelope “A” will be technical
bid while the envelope “B” will be commercial (price-bid). For proper
identification both the envelopes “A”& “B” should be clearly be marked on
top of the envelope as mentioned envelopes A – technical bid & envelope
“B” price bid. Both the envelopes should be kept in the third sealed
envelope.
All the envelope must be sealed with sealing WAX and
embossed with the logo or monogram of the tenderer. The name and
address of the tenderer must also be indicated on each envelope.
9) The envelope A will contain following documents.
a) Earnest Money deposit (EMD) of Rs. 50,000/- in the form of
Demand Draft drawn on any Nationalized Bank in favour of Registrar,
Rashtrasant Tukadoji Maharaj Nagpur University, Nagpur.
For
the
unsuccessful tenderer, EMD shall be refunded
immediately
after
finalization of the tender. EMD shall be forfeited if any tenderer withdraws
its offer before finalization of the tender or
fails
to
submit
order
acceptance within 7 days from date of order.
b) Certified copy of CST/VAT registration.
c) Authorization certificate of paper Mill.
d) Five full size sheets (sample) with authentic test report.
These samples will be used for laboratory testing report will be
considered for finalization of paper.
10) The envelope B will contain only price offered. The envelope B will be
opened only after qualifying envelope A.
11) The successful tenderer must deliver goods in 20-30 days. Otherwise he
will face for punishment given in form of penalty decided by University
Authorities. But in case of natural disaster, University authority can allow
an additional time for delivery.
12) The University will release full payment to successful tenderer as per
University rules. But in an exceptional case in critical condition, there will
be possibility of delayed payment.
13) The tender form is available at the Office of Manager, Rashtrasant
Tukadoji Maharaj Nagpur University Press, R. T. Road, Civil Lines,
Nagpur- 400 106. For any further query please contact phone No. 07122522966. Cost of tender document
Rs. 500/- (Non-refundable). The
payment should be made by D.D. drawn in favour of Registrar,
Rashtrasant Tukadoji Maharaj Nagpur University, Nagpur. The Blank
Tender is available from dated 23th May, 2012 to 4th June, 2012 at time:
12.00 p.m. on working day in office hours only.

Submission of Tender :
i) Tender prepared as detailed above, in TWO bid, should be addressed
to The Registrar, Rashtrasant Tukadoji Maharaj Nagpur
University, R. T. Road, Civil Lines, Nagpur-400106.
Last date of submission: 5th June, 2012 at time : 3.00 p.m.
ii) In person by the tenderer in the Tender Box kept at the Office of
Manager, Rashtrasant Tukadoji Maharaj Nagpur University Press,
R. T.
Road, Civil Lines, Nagpur-400106.
iii) Tender sent by post/courier to above address.
Rashtrasant Tukadoji Maharaj Nagpur University, however, does not take
any responsibility for loss of tender in transit.
Similarly claim for receipt of tender after due date if sent by post/
courier will not be accepted. Tender received after due date and time of
submission will be ignored.
15. Opening of Tender
Due date for Opening of tender : 5th June, 2012 at time 4.00 pm.
a) Envelope “A” (Technical Bid) will be opened on specified date and time as
given in the covering page in presence of the attending renderers or their
authorized representatives.
b) Envelope “B” (price Bid) will be opened only of those tenderers whose
Envelope “A” is found to be technically acceptable. Only such tenderers will
be invited to attend for opening of tender.
16. The successful tenderer should deposit Rs. 50,000/- as a security which will
be refundable after full utilization of supplied paper. The tenderer should sign
an acceptance letter of terms and condition mentioned in purchase order. The
University reserves the right to impose penalties for breach of terms and
condition stated in purchase order.
17. The University reserves the right to accept or reject any or all tender without
assigning any reason. If also not binds to accept lowest tender. The
University reserves the right to place order to one or more tenderers. It also
reserves rights to negotiate with any or all tenderers.
18. The University reserves the right to reject the material, if not found as per
approved samples, the order will be cancelled and EMD will be forfeited.
