Anti Ragging Cell :--As per the Supreme Court decision and guidelines U.G.C. has
directed all Universities in the Country to take proper measures to curb
ragging in colleges, University Campuses and hostels. UGC has issued
direction under Section 26(I ) ( G ) of 1956 of UGC Act. The details about
these are available on UGC website http www.UGC.ac.in oticies / updated

ragging there is one documentrary on UGC website.
Maharashtra Government has also taken a serious note of this and
passed a Maharashtra Anti ragging Prohibition Act 1999. Ministry of Human
Resource Development has issued certain guideline of Dr. R.K. Raghavan
Committee Hon’ble Supreme Court has issued direction to implement this
Committee’s directions.
According Hon’ble Vice-Chancellor appointed a Committee at

appoint anti ragging Squad in their respective institutes and send the report
to the University about the incidence of ragging and the action taken
thereon.
Student can complain to the respective Principal, Head University Dept.
or Director of Student Welfare or directly to UGC about the incidence of
Ragging so that suitable action can be taken against the persons involved in
the event of Ragging.

Dear Sir/ Madam,
I am enclosing herewith Direction 5 of 1996 regarding information and functions of the St udents
Council of each affiliated/ conducted College/ Institution of Ras htrasant Tukadoji Maharaj Nagpur
University, Nagpur for your information and necessary action. This direction provides the procedure for
constitution of Students‟ Council and their functions.
As per Section 40 (6) of the Maharashtra University act, 1994, on behalf of the Management Council,
Hon‟ble Vice-Chancellor has fixed the following dates for constitution of Student‟s Council of University
Department and Student‟s Council for each affiliated and conducted College/ Intuition under Section 40 (2)
(a) and (b) and election of secretary as per Section 40 (3) of Act.
1) Monday 10th September 2012 as the date of constitution of Student‟s Council of
affiliated/conducted Colleges/Institutions and University Departments Students‟ Council.
2) Saturday 15th September, 2012 the date of first meeting of the Student‟s Council to elect
Secretary from amongst the nominated student members.
In case of any dispute arising from the election of Secretary, it shall be decided by a Committee
constituted by the Hon‟ble Vice-Chancellor comprising of :
1) Dr. V.S. Deshpande
2) Adv. Abhijit Wanjari
3) Dr.Mrs. Archana Nerkar and Director of Students Welfare as Secretary
RTM Nagpur University Direction 5 of 1996 which provides the procedure for the constitution of
the Student Council of each affiliated/conducted College /Institution of Rashtrasant Tukadoji Maharaj
Nagpur University,Nagpur and their functions ( details available on www.nagpuruniversity.org)
Therefore, you are hereby requested to constitute the Students Council and hold the election of
Secretary on the above mentioned date and send the name of the elected Secretary to the Director, Student‟s
Welfare in enclosed Proforma-A on or before Saturday 22th September, 2012 preferably by hand delivery
between 10.30 a.m. to 5.30 p.m. on all working days.

As per section 40(2) (a) of the Maharashtra Universities Act, 1994, for the Rashtrasant Tukadoji Maharaj
Nagpur University, Nagpur, the Universities Post Graduate Teaching Department‟s Student Council is to be
constituted for the year 2012 -2013.
The Hon‟ble Vice Chancellor has fixed the scheduled date as Monday 10th September 2012 for the
constitution of the University Department‟s Student Council on behalf of the Management Council.
As per Direction 5 of 1996 section 2 (A) (V), one student of each University Post-Graduate Teaching
Department who has shown „academic merit‟ at the preceding examination of Rashtrasant Tukadoji Maharaj
Nagpur University, Nagpur, or an examination recognized as equivalent thereto and is engaged in full time
student in the Post Graduate Teaching Department is to be nominated by the Vice-Chancellor. The „academic
merit‟ is defined in this direction as per section-1 (ix) on page no.2.
