The D/DRC (Design/Development Review Commission) is a quasi-judicial board comprised of nine volunteer citizens appointed by City Council who, by virtue of their profession or experience, are interested in historic preservation and design issues. The D/DRC is the continuation of a volunteer board created in the early 1960s to help foster preservation of Columbia’s historic resources. The D/DRC meets once a month, usually on the second Thursday of the month. The meeting begins at 4:00 p.m. Please see the calendar for meeting dates and location. WHAT TO BRING TO THE MEETING? All material submitted with the application will be provided to the D/DRC well before the meeting, and all materials will be present at the meeting. If you have a presentation that has animation or requires special equipment, please notify the D/DRC staff person at least two days prior to the meeting. AT THE MEETING The agenda for each meeting will be available online prior to the meeting, and staff will provide paper copies of the agenda at the meeting. Depending on the complexity of a proposal, the discussion may take a few minutes or could be rather lengthy. 1. If you plan to speak before the D/DRC, please sign the sign-in sheet located near the entrance upon arrival. 2. The Chair calls the meeting to order at 4:00 pm. 3. The Chair will ask that anyone who plans to speak on behalf of a case to stand and take an oath pledging to tell the truth. 4. Staff will present the consent agenda. 5. Cases on the regular agenda will be heard next. 6. For each case, staff will present the case to the D/DRC. 7. The applicant will have 10 minutes to present their project. 8. For each case, the Chair will ask if anyone from the public wishes to speak. Each person will have 2 minutes to present comments. 9. After the D/DRC has asked any questions, they may discuss the proposal with each other. When this discussion is finished, the Chair will call for a motion. You typically will receive a determination on your request at the meeting. There are some instances where a case will be deferred for a month in order to gather additional information. 10. You may feel free to leave the meeting after a decision is made for your project. Page 1 of 3 Rev: May 2013 D/DRC SUBMISSION MATERIAL CHECKLIST GENERAL INFORMATION 1. If possible, please submit digital copies of all materials. 2. If submitting hardcopies of plans, and they are larger than 11x17, one reduced copy at 11x17 or 8.5x11 is required; staff may request oversized copies for the D/DRC if they think it necessary. 3. A CD containing digital files (.jpg, .tif, or .pdf) of all graphics shall be submitted for commercial projects. 4. Staff may require additional materials, such as color renderings, on a case-by-case basis. The application and all materials shall be submitted by 4 P.M. on the deadline dates (see attached calendar for deadlines). Please submit the materials listed below that pertain(s) to your project. REMODELING & ADDITIONS: 1. Elevation drawings to scale indicating proposed alterations. Architectural renderings may be required for major alterations. Include window and door design(s) if altered. 2. Exterior material descriptions for existing and proposed structures. (Staff may request you to present samples at the meeting). 3. Site plan showing dimensions of lot and location of existing building(s) or structure(s) on lot, location of additions, dimensions of existing structure and additions. 4. Photographs of existing conditions from all elevations. NEW CONSTRUCTION: 1. Elevation drawings, showing ALL sides and dimensions to scale. Color renderings may be required. 2. Photograph(s) of proposed site and adjoining properties. 3. Site plan including building footprint and setbacks, location and number of off-street parking spaces (in some instances), lot dimensions, scale and North arrow. (If total square footage, including existing buildings, is greater than 50,000 square feet please also see Planning Commission Site Plan Review Checklist.) 4. Material & details list including door and window styles, sizes, profiles, texture samples, and colors. (Staff may request you to present samples at the meeting.) 5. Streetscape drawings showing proposed infill and one to two block area of surrounding context may be required in some special cases. 6. Location of service equipment: HVAC, meters, dumpsters etc. 7. FENCES, WALLS, DRIVEWAYS, ACCESSORY BUILDINGS: 1. Site plan showing the location of the fence, wall, driveway or accessory building, along with the lot lines and setback lines. 2. Description of materials and design. Elevation drawings are strongly encouraged. 3. Photographs of areas affected. SIGNAGE: 1. Site plan illustrating location of proposed & existing signs with legal property lines. 2. Illustration of design showing graphics, dimensions, illumination style, and materials. 3. For wall signs, an elevation of the building showing proposed signs to scale. DEMOLITION/HISTORIC: *From Section 17-764(e) of the City of Columbia Code of Ordinances (e) Criteria for review of requests for demolition permits. The following criteria shall be used as a guideline by the DDRC for review of all requests for demolition permits. The commission may require the applicant to provide certain information dealing with the criteria. The type of information which may be required is detailed in the commission's rules and regulations; however, only that information which is reasonably available to owners may be required. (1) The historic or architectural significance of a building, structure or object; (2) A determination of whether the subject property is capable of earning a reasonable economic return on its value without the demolition, with consideration being given to economic impact to the property owner of the subject property; (3) The importance of the building, structure or object to the ambience of a district; (4) Whether the building, structure or object is one of the last remaining examples of its kind in the neighborhood, the city or the region; (5) Whether there are definite plans for reuse of the property if the proposed demolition is carried out, and what the effect of those plans on the character of the surrounding area would be; (6) The existing structural condition, history of maintenance and use of the property, whether it endangers public safety, and whether the city is requiring its demolition; (7) Whether the building or structure is able to be relocated, and whether a site for relocation is available; and (8) Whether the building or structure is under orders from the city to be demolished, and this criterion shall be given more significance than the criteria mentioned in subsections (1) through (7) of this subsection.
