II.
Semesters to Enroll in and Prescribed Duration of Study
1. Enrollment: September for the fall semester and February for the spring semester. Two
semesters constitutes one academic year.
2. Prescribed Duration of Study: 4~6 years for undergraduate programs; 2~4 years for
master’s programs, and 2~7 years for PhD programs.
The prescribed duration of study for students enrolled in the School of Chinese Medicine
for Post Baccalaureate is 5 years (including clerkship of clinical medicine and practicum
courses of Chinese medicine), and students may extend the study period for an additional
two years at most.
3. For undergraduate programs, applicants who graduated from foreign high schools (e.g. a
five-year high school under the British education system) but did not complete the same
prescribed duration of study as local high school graduates are required to earn at least
twelve additional credits within the prescribed duration of study after being admitted to
ISU, in order to be eligible for graduation.
4. ISU will scrutinize the qualifications of applicants with a junior college diploma or
academic credentials equivalent to a college diploma, and they may apply for credit
transfer after enrolling in as freshmen or transfer students. Affairs related to credit
transfer, transferring to a higher grade and academic studies should be subject to the
Regulations for Credit Transfer at I-Shou University and the Academic Rules of I-Shou
University. Students should apply for credit transfer pursuant to the amendments to the
Regulations for Credit Transfer at I-Shou University if the Regulations are amended after
they have been admitted to ISU.
III. Qualifications for Application
1. Applicants should have a foreign nationality, have never held R.O.C. nationality (*1), and
do not have the status as an overseas compatriot student at the time of application.
2. People who have a foreign nationality, have resided overseas (*2) for an uninterrupted

period of 6 years (*3) at the time of application, and satisfy the following requirements
may apply for admission. Those who intend to apply for admission to the School of
Chinese Medicine for Post Baccalaureate should have resided overseas for an
uninterrupted period of 8 years.
(1) Having R.O.C. nationality at the time of application, but having never held
household registration in Taiwan since birth;
(2) Previously having had R.O.C. nationality prior to application, but having lost
R.O.C. nationality for at least 8 years since the date on which a nationality
revocation was issued by the Ministry of the Interior;
(3) In either of the cases as referred to in the preceding two subparagraphs, those who
have studied in Taiwan as overseas compatriot students and have been admitted via
admission placement by the University Entrance Committee for Overseas Chinese
Student should be excluded;
(4) People who graduated from domestic schools for foreign residents, bilingual
departments/programs in domestic high schools, or foreign curriculum
departments/classes in private senior high schools and below may apply for
admission to undergraduate programs at ISU. Applicants who satisfy Subparagraph
(1) or (2) should not apply.
3. People who have a foreign nationality, have the right to permanent residency in Hong
Kong or Macao, have never held household registration in Taiwan since birth, and have
resided in Hong Kong, Macao or any other foreign country (*2) for an uninterrupted
period of 6 years at the time of application may apply for admission. Those who intent to
apply for admission to the School of Chinese Medicine for Post Baccalaureate should
have resided overseas for an uninterrupted period of 8 years.
4. People who were citizens of mainland China, have a foreign nationality, have never held
household registration in Taiwan since birth, and have resided overseas (*2) for an
uninterrupted period of 6 years at the time of application may apply for admission. Those
who intent to apply for admission to the School of Chinese Medicine for Post
Baccalaureate should have resided overseas for an uninterrupted period of 8 years.
5. Foreign nationals who have studied in Taiwan through a selection by foreign
governments, organizations or schools under the Education Cooperation Framework
Agreement and have never held household registration in Taiwan since birth may apply
for admission with prior consent of the Ministry of Education, R.O.C.
6. International students who have already been enrolled in any school in Taiwan by
following any of the preceding rules are not allowed to apply for admission to ISU as
a new student to Taiwan.
7. In accordance with the Ministry of Education’s Letter No. Tai-Wen-Tzu 1010174503
dated October 3, 2012, Vietnamese applicants should provide a certificate of basic
proficiency in foreign languages (Chinese or English) when applying for admission. For
admission to a Chinese-taught program, an applicant should provide a TOCFL (Test of
Chinese as a Foreign Language) certificate for Level 2 or above, or a certificate of
completion of a Chinese program at Level 2 issued by the Taiwan Education Center. For
admission to an English-taught program, an applicant should provide a TOEFL iBT score

report (at least 26), a TOEIC score report (at least 375), or an IELTS score report (an
overall band score of 3.0 or above).
8. International students with a foreign high school diploma or equivalent qualifications to
those of the R.O.C. academic degree system may apply for admission to undergraduate
programs at ISU; a bachelor’s degree or equivalent qualifications for master’s programs;
and a master’s degree or equivalent qualifications for PhD programs.
9. The assessment and recognition of foreign academic credentials should be conducted
pursuant to the MOE Regulations Regarding International Students Undertaking Studies
in Taiwan as well as the following rules:
(1) Academic credentials from mainland China: The Regulations Governing the
Accreditation of Schools in Mainland China should apply.
(2) Academic credentials from Hong Kong or Macao: The Academic Credential
Verification and Accreditation Methods Adopted in Hong Kong and Macao should
apply.
(3) Academic credentials from other areas:
A. Academic credentials earned at overseas Taiwan schools or Taiwanese
children’s schools in mainland China should be recognized as the same as
those at domestic schools at an equivalent level.
B. Academic credentials earned at areas other than those mentioned in the
preceding two subparagraphs should be assessed and recognized pursuant to
the Regulations Regarding the Assessment and Recognition of Foreign
Academic Credentials for Institutions of Higher Education. Notwithstanding
the foregoing, academic credentials earned from institutes or branches
established in mainland China by foreign schools require a public notarization
in mainland China and are verified by an institute established or appointed by,
or through a private agency commissioned by the Executive Yuan, R.O.C.
(4) The assessment and recognition of academic credentials at an adequate level of
education should be conducted pursuant to the Standards for Recognition of
Equivalent Educational Level As Qualified for Entering University.
10. The foreign high school, college or university where an applicant earned his/her academic
credentials must be officially recognized by the Ministry of Education, R.O.C. Please
visit the “Database for the Reference List of Foreign Universities”
(http://fsedu.cloud.ncnu.edu.tw/) for more details.
11. People are not allowed to apply for admission to ISU if they have been expelled from any
college or university in Taiwan due to poor moral conduct, poor academic performance,
or crime commitment.
12. International applicants who intend to apply for transfer admission to any of the
undergraduate programs at ISU should have already been enrolled in and studied at
a college or university in Taiwan, and they should be subject to the criteria applicable to
domestic transfer applicants. Those who have met the criteria will be admitted to a
sophomore or junior class based on the qualifications review results. (No transfer
application is considered by the School of Chinese Medicine for Post Baccalaureate.)
Applicants who are found to have violated any of the aforesaid rules should be

disqualified from or deprived of enrollment status, or the diploma issued should be
revoked. ISU reserves the right not to issue any certificate to such students.
*1: According to Article 2 of the Nationality Act, a person should have the nationality of the
Republic of China under any of the conditions provided by the following subparagraphs:
(1) His/her father or mother was a national of the Republic of China when he/she was born.
(2) He/she was born after the death of his/her father or mother, and his/her father or mother
was a national of the Republic of China at the time of death.
(3) He/she was born in the territory of the Republic of China, and his/her parents can’t be
ascertained or both were stateless persons.
(4) He/she has undergone the nationalization process.
*2: The term “overseas” refers to countries or areas other than mainland China, Hong Kong and
Macao. The term “an uninterrupted period of residency” means that an individual may stay in
Taiwan for no more than a total of 120 days per calendar year.
*3: The number of years is calculated until the beginning date of the semester of admission
(February 1st or August 1st).
IV. When and How to Apply
1. Application Deadline:

(2) Spring Semester (enrollment in February 2017): January 6, 2017

2. How to Apply

STEP 2: Complete an application form online.
STEP 3: Make sure that all information provided is true and correct, save it, and then
print out and sign the completed application form.
STEP 4: Send the signed application form along with all required documents to ISU.

4. Documents required for admission:
(1) a completed and signed application form, including a signed affidavit (the affidavit

will be automatically shown on the screen after you have finished filling out the
application form.)
(2) a photocopy of the passport or the proof of nationality
(3) academic credentials: a diploma or the proof of having an adequate level of
education (see Note 1)
A. A graduand may submit an original certificate of enrollment for the current
semester upon application, and his/her original diploma should be submitted not
later than the date of registration at ISU after he/she has been accepted.
B. A graduate must submit a photocopy of the diploma.
C. Those who apply for admission by having an adequate level of education must
submit a certificate of study.
Note 1: For admission to a bachelor’s degree program: If the diploma (or academic
credentials) provided by an applicant cannot be assessed and recognized by
ISU, an original of the diploma (or academic credentials) notarized by the local
R.O.C. diplomatic mission must be submitted upon enrollment (if the diploma
(or academic credentials) is in a language other than Chinese or English, a
Chinese or English translation notarized by the local R.O.C. diplomatic
mission or a registered translation agency is required); otherwise, the applicant
will be considered disqualified and denied admission.
For admission to a master’s or PhD program: An original of the diploma (or
academic credentials) notarized by the local R.O.C. diplomatic mission must be
submitted upon enrollment (if the diploma (or academic credentials) is in a
language other than Chinese or English, a Chinese or English translation
notarized by the local R.O.C. diplomatic mission or a registered translation
agency is required); otherwise, the applicant will be considered disqualified
and denied admission.
Note 2: If an applicant’s original diploma is in a language other than Chinese or
English, the diploma in Chinese or English issued by his/her school will also be
accepted by ISU.
(4) official academic transcripts
A. An academic transcript of all semesters: 1) scores for each subject in each
semester, 2) the location of the school, and 3) the duration of study should be
included in the academic transcript. If the academic transcript provided by an
applicant cannot be assessed and recognized by ISU, an original of the academic
transcript notarized by the local R.O.C. diplomatic mission must be submitted
upon enrollment (if the academic transcript is in a language other than Chinese
or English, a Chinese or English translation notarized by the local R.O.C.
diplomatic mission or a registered translation agency is required).
B. A test report for admission to college held by the local government.
(5) a financial statement (please submit ONE of the following)
A. a financial statement issued by a bank within the latest three months (in sealed
envelope) as the proof of adequate financial support to cover the costs of
studying at ISU (the account balance is US$4,000 or NT$100,000 or more).
B. If the financial statement is not under the applicant’s account, please provide a
financial affidavit and a financial statement under the sponsor’s account.
C. An applicant who has received an external scholarship should submit the proof
of full scholarship.

Notes:
(1) ISU will appropriately handle applicants’ personal information pursuant to the
Personal Information Protection Act of the R.O.C. government, and applicants’
personal information will be used only for the purposes of student recruitment
(including announcements), student status management, and statistical analysis.
(2) Applicants who had dual nationality should submit a photocopy of the Approval
of Loss of Nationality issued by the Ministry of the Interior, R.O.C.
(3) Late applications, unqualified applications or incomplete submission of
documents will not be considered by ISU.
(4) Please keep an extra copy of all documents submitted for application as ISU will not
return the originals to applicants.
(5) If a bachelor’s degree or master’s degree was earned in mainland China, the
following must be submitted upon enrollment:
A. a photocopy of the diploma
B. a photocopy of the degree certificate
C. a photocopy of the academic transcript of all semesters
D. a photocopy of the verification report of the diploma issued by the China Higher
Education Student Information and Career Center (CHESICC)

China Academic Degrees and Graduate Education Development Center

F. a photocopy of the verification report of the academic transcript issued by the

G. a copy of the master’s thesis in case of a master’s degree or above
H. a photocopy of the notarial certificate of the diploma, the degree certificate, and
the academic transcript issued by a public notary office in mainland China
I. a photocopy of the document issued by the Straits Exchange Foundation,
certifying that the photocopy(ies) provided under Item H is (are) identical to the
duplicate(s) issued by the public notary office in mainland China

VI. Acceptance
ISU’s Office of Academic Affairs will conduct a preliminary examination upon the receipt of
admission applications, and applicants who have passed the preliminary examination will
advance to a second review. Applicants may be notified of taking a test on professional
subjects or language proficiency as occasion requires. Admitted applicants will be notified of
registration and enrollment after the review results have been approved by ISU’s Admissions
Committee.

At no time and under no circumstances will the acceptance letter guarantee the issuance

of a visa, which should be approved and issued only by the local R.O.C. diplomatic
mission.

If any information provided by an applicant or included in the application packet is
found to have been counterfeited, actually owned by another person or tampered with,
the applicant should be denied admission. If such an applicant has enrolled at ISU,
his/her student registration should be cancelled and no certificate issued. If he/she has
graduated from ISU, the degree awarded will be nullified and the diploma cancelled.
A complete registration packet will be sent to admitted applicants along with a formal
notification. Please follow the instructions to pay the tuition and other required fees
and to complete the necessary registration procedure. Failure to complete the
registration procedure will result in refusal to enroll at ISU. Upon registration,
admitted applicants should submit the passport, a photocopy of the diploma notarized
by the local R.O.C. diplomatic mission as a true copy of the original, and official
academic transcripts. Failure to submit any of the above will result in refusal to enroll
at ISU.
When applying for a student visa, admitted applicants should submit a health
certificate (including HIV test, positive measles & rubella antibodies, or certification
of prophylactic vaccination; please only use the form provided by ISU) issued by a
qualified hospital to the local R.O.C. diplomatic mission. Moreover, admitted
applicants should submit one copy of the health certificate to ISU’s Health Section and
take a group physical examination for freshmen as arranged by ISU. Please visit the
website of the local R.O.C. diplomatic mission to see whether there is any specific
form required for visa application.
Upon registration, newly-admitted international students should submit the proof of
health and personal injury insurance, valid for at least six months of the date of arrival
in Taiwan; the said insurance should be valid in Taiwan (the proof should be notarized
by the local R.O.C. diplomatic mission). Those who have not purchased any insurance
may pay the insurance premiums to and request ISU to get the insurance on their
behalf (only available for officially enrolled students).
Any matter not mentioned herein should be subject to the MOE Regulations
Regarding International Students Undertaking Studies in Taiwan, the Regulations
Regarding the Assessment and Recognition of Foreign Academic Credentials for
Institutions of Higher Education, the Regulations Governing the Accreditation of
Schools in Mainland China, the Academic Credential Verification and Accreditation
Methods Adopted in Hong Kong and Macao, the Regulations for International Student
Admission to I-Shou University, and the decisions made by ISU’s Admissions
Committee.

Taiwan Scholarship
International students may apply for the scholarship granted by the government of the
Republic of China (R.O.C.) to the local R.O.C. diplomatic mission before arrival in

ISU Scholarship for International Students:
Scholarship types and amounts are classified as follows:
(1) The scholarship amount for new international enrollees is NT$40,000~180,000 per
person. The scholarship will be divided by two and awarded in two semesters after
being approved by the Scholarship Committee for International Students.
(2) The scholarship amount for continuing international students (excluding those
granted with or continuing to receive the scholarship for new international enrollees)
is NT$30,000~90,000 per person. The scholarship will be awarded in the semester
of approval after being approved by the Scholarship Committee for International
Students.
(3) Scholarship recipients are under an obligation to do service-learning under the
supervision of the Office of International and Cross-Strait Affairs. The Office will
evaluate the recipients’ performance on service-learning at the end of every
semester, and the evaluation results will be an important reference for the
Scholarship Committee for International Students to consideration of applications
for (continuing to receive) the scholarship.
(4) Scholarship recipients should report to the Office of International and Cross-Strait
Affairs and complete registration on the first day of school. The Office will deduct
the tuition, other required fees and dormitory fees from the scholarship, and then
return the balance to the recipients. If the scholarship amount, however, is less than
the total fees payable, recipients have to pay for the difference.
(5) If a new international enrollee who is also a scholarship recipient will not live on
campus during the first year of study for special reasons, he/she should not request
ISU to give him/her the scholarship amount used to offset dormitory fees as
mentioned above.
(6) A scholarship recipient will not receive the scholarship if he/she 1) does not
complete the registration procedure for the semester when the scholarship is
awarded, 2) retains the student status, or 3) transfers to another school. The
recipient will be asked to return the full amount of the scholarship awarded if
he/she suspends the schooling or withdraws from ISU while ISU is in session. In
addition, a scholarship recipient will be disqualified from continuing to receive the
scholarship if he/she returns to ISU after suspension of schooling, has obtained a
personal conduct score of below 80 for the previous semester, or has had a record
of minor demerits or even severer punishment.

(7) The Scholarship Committee for International Students will review scholarship
applications. Qualified applicants will be granted the scholarship for the first year
of studying at ISU, and they have to reapply in the second year of studying here.
