Introduction Preparedness and Prevention Plans are required for large quantity hazardous waste generators (LQGs) by Federal (40 CFR 264.30-52) environmental regulations. Nevada Division of Environmental Protection (NDEP) requires these plans for both LQGs and small quantity generators (SQGs). The Truckee Meadows Community College (TMCC) is categorized as an SQG because episodic waste generating activities in the Photographic Instructional & Instructional Laboratories sometimes cause the waste generating activities at TMCC to exceed 220 pounds (100Kg)/month. The following plan was developed to be consistent with these requirements as they apply to the hazardous waste generation at TMCC, an episodic small quantity generator (SQG). B. Design and Operation of Facility Bulk aqueous liquids (five gallon carboys), spent batteries, ballast and used light bulbs and other waste chemicals are maintained in the waste accumulation room located In the Red Mountain Building, north facing side, Room 141. This room is at ground level, is earthen floored, and contains fireproof locker, storage locker a shelving system and secondary containment enabled platforms (see Appendix A for floor plan). Fire suppression is available via a fire extinguisher mounted just outside the door to the facility. Water can be accessed via a hose bib at the end of loading dock ramp. Chemical wastes are moved from the classrooms using a cart with secondary containment to maintain good housekeeping and in keeping with satellite waste accumulation storage limitations. Within the waste accumulation room, wastes are segregated according to hazard class. Arrangements are made to ship wastes off-site as frequently as necessary to meet the storage limitations for SQGs. The room also houses universal waste light bulbs, which are shipped off site at least annually. The facility is accessible only to the Environmental Health and Safety personnel and Facilities Operations personnel who are trained in universal waste regulations. Others who require access for any reason must contact EH&S. The accumulated wastes are inspected at least weekly by the EH&S Department. Logs for inspections are located within the room and are maintained for a minimum of three (3) years. C. Required Equipment 1. Internal Communications and Alarms a. Mechanical amplification of voice for purpose of providing instructions is not necessary for a facility of this size. b. A cell phone is carried for use as an emergency telephone. c. These internal systems are adequate for this facility and have no apparent limitations to their designed purpose. 2. External Communications and Alarms a. A cell phone is carried for use as an emergency telephone. Additional telephones are available within the Red Mountain building should they be needed. b. Fire alarm pull stations are located just inside the doors from the loading dock into the Red Mountain Building. These will activate the alarm to evacuate Red Mountain. d. 3. Portable Fire Extinguishers a. 4. The external alarm system is adequate to obtain assistance under all probable circumstances. 20 lb portable chemical fire extinguishers (Class ABC) is located just outside the door to the room. Fire Hydrants/Systems a. The nearest City fire hydrant is located within 35 yards of the facility. b. City water systems are either routinely used or periodically tested (by EH&S and/or Facilities) for adequate volume and pressure. The Reno Fire Department (RFD) periodically flushes the hydrant. c. The fire system will handle small fires. Response to a major fire will come from the RFD, as explained in the Contingency Plan and Emergency Procedure. 5. Reusable and disposable safety equipment items are available. The facility is equipped with safety equipment for the protection of employees. This equipment includes, but not limited to: a. Safety full-face shield b. Chemical resistant gloves c. Chemical resistant lab coat (Tyvek or equivalent) 6. The facility has an eye wash station immediately inside the entrance door. 7. Band-Aids are available at the Police Department. An industrial quality first aid kit is available at the TMCCPD reception desk. An AED station is located within the Red Mountain building at the wellness center. 8. When work is conducted within the room additional opening the roll-up door provides ventilation. 9. Spill control equipment is located in the room and includes spill absorbent materials and specialized absorbing/neutralizing kits. 10. Appropriate containers are available for spill residue. Hazardous waste bags are also available for used spill cleanup materials. 11. Equipment and/or facility decontamination will be performed using the existing water supply and spill control equipment, or by proper disposal and replacement, as appropriate. D. Testing and Maintain of Equipment All equipment listed, except the drench shower/eyewash and the fire equipment is used routinely and maintained in working order. The drench shower/eyewash and the fire equipment are tested/inspected at least monthly. This equipment is maintained by Facilities Operations personnel or contractors hired by them. Access to Communications and/or Alarm Systems Employees involved in all phases of waste handling have immediate access to both internal and external communication systems using equipment described previously. F. Required Aisle Space Space is allocated and maintained unobstructed for the free movement of emergency personnel and equipment. Material handling equipment is available for moving drums and pallets. Under no circumstances should access to emergency equipment be compromised. G. Arrangement with Local Authorities 1. Chemical storage information is required for the Hazardous Materials Management Permit, which is updated and submitted annually to the Nevada State Fire Marshal. A copy of this permit application is submitted to RFD and the Local Emergency Planning Committee (LEPC). 2. RFD personnel are given walk-throughs of these areas as requested to familiarize them with the types and quantities of materials they might encounter in responding to an emergency at TMCC. These orientation walkthroughs include the waste accumulation room. 3. Arrangements have been made (by Business Center North Worker’s Compensation/Risk Management) for treatment of injured personnel at the Specialty Health Clinic (during work hours) or at Saint Mary’s Hospital, Renown Health or the Northern Nevada Medical Center (after hours). Employees involved in accidents that are immediately threatening to life will be transported by paramedics/ambulance summoned via activating the 911 system. If injuries involve a hazardous materials, an MSDS will be transported with the victim if possible or will be faxed or sent via courier to the receiving facility by the EH&S Department or the individual's manager. H. Evacuation Plan 1. Employees who work in the waste accumulation room are limited to HAZWOPER trained EH&S personnel and Facilities Operations personnel who have been trained in universal waste and emergency reporting. If a spill occurs within the room, personnel are instructed to leave the area and to call 775-674-7952 or 9-1-1 to report the situation. 2. Upon receiving a spill notification, EH&S will determine the plan of action to take. (Refer to Section 7 Hazardous Materials Spills Emergency Procedures, of the TMCC Emergency Plan) 3. Because of the quantities and kinds of waste materials generated, there should never be a need for evacuation of the waste storage or the area surrounding the Room #142. However, if a release or threatened release is large enough and/or hazardous enough to call in outside assistance, evacuation of a broader area shall be decided by the responding outside agency (usually the fire department.) 4. In all cases of evacuation, permission to reenter the affected area will only be given after thorough inspection by the EH&S Department personnel and the local authorities (as appropriate). These individuals must find that any present or potential threat to human health or the environment has been controlled and eliminated prior to authorizing area re-entry. I. Evaluation and Review 1. This plan shall be reviewed at least annually with EH&S, Facilities Operations and the TMCC executive staff. 2. The plan shall be evaluated every time it is implemented. If an immediate fire hazard exists or medical assistance is required 1. Call 911. 2. Evacuate the area. 3. While awaiting emergency response, call the TMCC Police Department at 775-674-7900. B. Toxic or Hazardous Materials Toxic or hazardous materials are any substances that endanger the health and safety of employees (or the environment should they escape our building). Release of such material is defined as liquid spills, venting and/or re-entry into the air intake of gases, fumes, vapors or mists, or hazardous solids outside of their normal containers. Also included is the release of pathogens or radioactive material. Depending on the quantity as well as the inherent hazard of the released materials, hazardous materials spills can be broadly classified as Incidental or Non-Incidental spills as follows: 1. An incidental spill is one that does not cause a health or safety hazard to employees and does not need to be cleaned up immediately to prevent death or serious injury to employees or a problem to the environment. Responses to incidental releases of hazardous substances where the substance can be absorbed, neutralized, or otherwise controlled at the time of the release by employees in the immediate release area are not considered to be an emergency response within the scope of this plan. Responses to releases of hazardous substances where there is no immediate safety or health hazard (i.e., fire, explosion, or chemical exposure) or hazard to the environment are not considered to be emergency responses. 2. A non-incidental spill is a spill that requires a response effort from outside the immediate release area by other designated responders (i.e., trained emergency responders such as mutual aid groups, local fire departments, etc.) because the incident will result, or is likely to result, in an uncontrolled release which may cause high levels of exposure to toxic substances, or which poses danger to employees or the environment requiring immediate attention. Responding to non-incidental spills is called an Emergency Response@ and requires persons who have had the 40 hr. initial hazardous waste operations (HAZWOPER) and subsequent 8 hr. annual training to conduct the response. C. Incidental Spill Response (i.e., the spill does not involve immediate danger to life and property) 1. Verbally notify everyone within hearing distance that a spill has occurred. 2. Refer to the Material Safety Data Sheet for hazard information. 3. Don the appropriate personal protective equipment. 4. Confine the spill. If liquid, dike the spill with spill pillows or pigs, then place absorbent over the contamination. If dry, carefully scoop, sweep or otherwise pick up the spilled material being careful to prevent it from becoming airborne. 5. If the spill is on skin or in the eyes, flush thoroughly with running water for a minimum of 15 minutes, then seek medical assistance/evaluation. If the spill is on clothing, you must discard all outer clothing and shower off for a minimum of 15 minutes. Enlist the help of other persons to conduct the spill clean up. D. Non-Incidental Spills (spills classified as requiring trained emergency responders) 1. Employees will evacuate the danger area, and no one who is not HAZWOPER trained shall assist in handling the emergency. 2. If it is safe to do so before evacuating, employees will secure the spill area by performing emergency measures such as diking the spill, turning on hoods, extinguishing ignition sources, and closing doors, as they evacuate the spill area. Release of radioactive or biologically active material Do not allow possibly contaminated individuals to leave the spill area if there is a threat of spreading the contamination. Contaminated individuals should be wrapped in blankets or transported in such a way to prevent spread of contamination to coworkers, responding emergency personnel, and the environment. F. Injured Personnel If injured personnel are sent via ambulance to the hospital, ensure copies of the Materials Safety Data Sheets for the materials involved in the spill incident accompany them. Likewise, if an employee seeks medical assistance at a later date, have him/her take copies of the applicable MSDS(s) with them to the clinic. The internal alarm/notification system. 2. The location and content of the TMCC Emergency Plan. 3. Supervisors are responsible for ensuring their employees are aware of any work area specific emergency procedures. 4. Evacuation drills shall be conducted at least yearly. 5. Refresher training shall be implemented annually or whenever the Emergency Response Plan is revised, whichever occurs first. B. Chemical/Biological/Radioactive materials handlers shall receive additional training/education in: 1. Proper use of required personal protective equipment. 2. Location and proper use of fire fighting extinguishers. 3. Location and proper use of spill control equipment. 4. Laboratory Safety (Chemical Hygiene/Hazard Communication) by the specific Department. 5. Safe methods for handling and storing hazards materials/wastes by the Supervisors of the individual Departments. 6. HAZWOPER First Responder Awareness Level training. 7. Blood Borne Pathogens/Biosafety, if applicable. 8. Radiation Safety, if applicable. 9. Departmental SOPs will include safety and health information as applicable to the task and will serve as an educational tool for the supervisor to use in training new employees. C. Other Key Personnel Other key personnel (i.e., facilities operations personnel, evacuation control monitors, etc.) shall be provided education in the requirements of this and other procedures applicable to their functions in an emergency. D. Maintenance of Records Records of training shall be maintained for a minimum of three (3) years. Supervisors who provide additional safety education should document this in their employee files. Potentially Life Threatening Medical Emergencies 1. The first step for any individual discovering a medical emergency condition or serious accident is to report the matter by calling 911. Be prepared to give the following information: 2. a. Number and extent of any injuries. b. Building address and exact location within the building. c. Your name and the extension you are calling from. d. Do not hang up until told to do so by the emergency dispatcher. If 911 is called directly be sure to call 674-7900 (Police Department). After hours or on weekends, follow this same procedure. 3. The victim should not be left alone or moved unless absolutely necessary. 4. If possible when an ambulance is called, send someone to meet the ambulance at the lobby entrance to direct the responders to the victim. NOTE: In the event of an extensive, multiple-injury medical emergency, such as might occur during an earthquake, there will probably be an extended delay in response from outside agencies or the ability to send injured personnel to an off site medical facility. In these cases, injured personnel should receive immediate first aid emergency care from the first aid/CPR trained employees. When safe and practical, seriously injured personnel would be relocated to on-site triage centers to receive additional attention. B. Non-Life Threatening Injuries In the event of a minor medical emergency, injured personnel would receive assistance from the first aid trained employees in the immediate area until transport to an appropriate off-site medical treatment center can be arranged. C. Off-Site Medical Treatment 1. Off-site non-emergency and emergency treatment is available at local clinics and emergency rooms. Contact EH&S at 674-7952 for instructions or the Emergency Plan Section “B” 3 for emergency procedures. 2. In an emergency, go to the nearest medical facility (allowed for the first visit) if you are in a location that is not close to one of the approved clinics and hospitals. D. Reporting Occupational Injuries and Illnesses 1. All occupational injuries or illnesses should be reported to your TMCC Supervisor immediately as well as the TMCC EH&S Coordinator (674-7952). 2. In addition, if the Supervisor/Manager is not immediately available, then your next higher authority should be notified. 3. Rev.: 10/27/2015 Hazardous W aste Preparedness & Prevention Plan TRUCKEE MEADOWS COMMUNITY COLLEGE ENVIRONMENTAL HEALTH & SAFETY Description of Possible Injuries and Illnesses associated with an acute exposure to a hazardous waste release A release of hazardous waste in the waste accumulation room (Red Mountain Room #141) is not expected to result in an adverse health effect. This is due to the fact that the materials are collected in small containers (one gallon bottles for solvents and 5-gallon carboys for corrosive liquids) so the chance of a large scale spill is unlikely. The central waste accumulation room is located off the north loading dock and is not occupied. Access to the room is controlled and limited to only a few trained personnel, who enter the room only to store wastes until they are packaged for disposal (at which time they are then transported off-site to a treatment, storage and disposal facility), or to conduct the required weekly inspections. It is highly unlikely that injury or illness will occur due to these activities, however, as required a list or potential work related injuries/illnesses are listed below. Hazardous Waste Solvents (The major solvents composing this waste stream are acetone, acetonitrile, hexanes, methanol, methylene chloride. Material Safety Data Sheets for these solvents are available upon request): Excessive inhalation of solvent vapors could cause loss of coordination, headache, CNS depression, loss of consciousness. Skin or eye contact may result in mild to severe irritation. Prolonged contact with solvents may cause skin to dry out and crack. Absorption of some solvents through skin may result in toxic effect, however, this is not expected to occur in an acute exposure situation A waste solvent spill could result in a flammable liquid fire if an ignition source is present. A fire could cause thermal burns to workers, inhalation of smoke produced and decreased oxygen in the central waste accumulation room. Some solvents produce toxic products of combustion. Cuts or embedded glass as a result of broken waste solvent bottles. Hazardous Waste Corrosive Liquids (These are primarily 1-5% inorganic acid in water, pH < 2 or non-sewerable basic solutions, pH between 10 and 12): Splashes to the eye may cause mild to severe irritation, including chemical burns to the cornea if not immediately washed out. Skin or mucous membrane contact may result in mild to severe irritation. If not washed off thoroughly, acid contact may result in mild to severe chemical burns. The purpose of this letter is to familiarize your company with the layout of the Truckee Meadows Community College (TMCC), the location of the central waste accumulation room, and the properties of hazardous waste generated. TMCC is located at 7000 Dandini Blvd in Reno. As a result of instructional classes, hazardous waste is generated and stored at the Institute until it is transported for disposal at an approved treatment, storage and disposal facility. In accordance with 40 CFR 265.37, we are providing your company with the following supplemental information: • A site plan showing the layout of buildings and roads as well at the location of the central waste accumulation room • A layout of the central waste accumulation room. • A description of the waste generated as reported in the State Fire Marshal's hazardous materials storage permit application. We are requesting that your company provide the following services in the event of an emergency requiring hazardous material clean up related to hazardous chemical/waste release at TMCC: • Emergency response services, personnel and/or emergency equipment • Waste clean up and decontamination • Packaging, Transport and Disposal of resultant spill and decontamination residues If you agree to the arrangements, please complete and return the enclosed form letter. If we receive no response within 30 days, we will assume you agree to the arrangements described in this letter.
