Human Resources S TA F F I N G P L A N - O V E R V I E W Introduction Assumptions for the Staffing Plan have been developed by the President, reviewed and considered by the Planning and Budget Council and the President’s Advisory Committee then presented to the College community as a whole. Staffing assumptions are based upon the Strategic Master Plan mission and values statements. The Staffing Plan assumptions are in keeping with the College priorities as established during the 2008-09 academic year. Elements of the Staffing Plan must, in time, be tied tightly to key college planning documents like the Educational Master Plan and a revised Enrollment Management Plan. In addition, a strong relationship must exist with the Facility, Technology and Public Information and Marketing Plans. As strategic initiatives are implemented, careful consideration must be made to provide a workforce that meets accreditation, compliance, liability and safety needs. Staffing Plan – Assumptions Presented to Planning and Budget Council on April 17, 2009 Presented at all-college forum on April 29, 2009 Presented to President’s Advisory Council on May 11, 2009 The college will provide appropriate staffing in order to: Address students with developmental course needs, Support the college goal of striving to have 52% of the budget directly related to instruction, Support an adequate number of college success courses/strategies, Place emphasis on science, technology, engineering and mathematics, Meet workforce needs, and Provide appropriate levels of support staff for Academic Affairs, Student Services, Finance and Administration and the Office of the President. Current Staffing Levels A review of previous staffing levels and trends provides a framework for evaluating future staffing levels. Appendix A is a listing of positions (both professional and classified) for each area (division, department and unit) within the College as of May 1, 2009. As changes are made in positions and reporting lines, the Human Resources Department will update TMCC’s organizational chart. The chart becomes official when approved by the President of the College. To reflect a history of the budgeted positions within TMCC, the following tables are provided showing full-time, statefunded positions for the past ten years. Please note that full-time employees include regular employees at 0.50 FTE or higher. These tables are based on the budget as approved by the Board of Regents and reflect state-funded (fund 104) positions only. Please note: During fiscal year 2009, a significant number of positions were vacated, mostly although not exclusively, as a result of buyouts. In support of the philosophy of keeping the “cuts” as far away from the classroom as possible, many faculty positions were filled with temporary faculty. In addressing staffing issues, the Staffing Plan will address needs by linking human resources planning with strategic planning and budget allocation, assuring that human resources are aligned with the TMCC Strategic Initiatives and Goals. Considerations include base budget alignment for recruitment of existing positions as well as new position requests. New positions, reclassifications, transfers, etc. must be parallel to and supportive of strategic initiatives and will be evaluated institution wide. Functions for divisions and units of the college may change over time. These changes need to align with strategic initiatives across the college and should be viewed broadly to allow for possible internal promotional opportunities. Succession planning will need to take this kind of possible change into consideration as shifts in function are made. Significant changes need to view the overall structure of the organization to access internal transfer as well as promotion/demotion requirements prior to implementing the plan. Some of the current issues are discussed below. Aging workforce In the fall of 2008, 52% of the employees at TMCC were 50 years of age or older, so TMCC is facing the loss of several senior faculty and staff members who are ready for retirement. Depending on the College’s ability to hire, the functions associated with these employees will need to be evaluated. Options may include possible reassignment or deletion of functions based upon the priorities established within the current Strategic Master Plan. Thought should be given to the impact of losing institutional memory. Buyouts As the College continues to face significant budget issues, college leadership has suggested offering voluntary buyouts that are intended to reduce the adverse impact of budget reductions. Because the buyout program will reduce overall personnel costs only if the positions held by employees who participate can be combined with another position or filled at significantly lower cost, interested employees will be considered on the basis of the following criteria: The employee is interested in participating in the program. The employee is in a “professional” classification which is limited to administrative or academic faculty on A or B contracts or is in a classified staff classification at 53% FTE or greater. The employee is in a position where required job duties can be combined with another position, the position may be eliminated, or other benefits may be realized by the College. There is value received by both the employee and the College. Evaluation of the impact of buyouts will be done and appropriate reassignments, realignments and/or other organizational actions will be implemented based on the priorities established within the College Strategic Master Plan. “Difficult to Recruit” positions Certain positions have been classified as “difficult to recruit” positions. In order to attract qualified applicants and complete with external market rates, the Board of Regents has approved giving consideration for authorizing a higher salary for these positions. Positions in this category are evaluated by TMCC yearly, and a list is submitted to the Nevada System of Higher Education in order to facilitate the search process and ensure its fairness. Externally funded positions Many positions are funded by outside sources and, based on the arrangements for accepting funding, are required to be transitioned into the College’s state budget. Currently these positions are set up with a timetable for transitioning from grant funding to state funding and must be approved at President’s Cabinet for implementation. Hiring freeze Negative budgetary conditions can lead to dramatic steps such as the implementation of hiring freezes. Although a hiring freeze assists in addressing fiscal issues, especially in preventing layoffs, the impact on the workload of the remaining employees can become unwieldy. During these situations, college leadership will evaluate vacancies and prioritize functions needing to be staffed and create a “critical needs” list. The filling of any vacancy will be made within guidelines and regulations of the Nevada State Department of Personnel, the TMCC-NFA Contract and the NSHE Board of Regents Handbook. There is no expectation that all vacancies will be filled. iNtegrate project The implementation of the PeopleSoft Student information System has required staff from several departments to devote a significant amount of time to laying the framework for implementation. Functions performed by these staff are evaluated and prioritized, and requests are made to backfill as necessary. Our changing community demographics TMCC will analyze on a regular basis the diversity within its faculty, management and staff by department, division and college. The purpose of this data collection and analysis is to make note of the demographic profile of the TMCC employee base (full and part time) each year, and therefore, provide a basis for maintaining a clear and systematic focus on the issue of increasing the diversity within our hiring processes at any given time. Targeted marketing, special outreach and recruitment activities will be implemented to support this area of human resource focus. Professional development issues and activities The College will analyze how well the staff is prepared for current and future job requirements and identify potential gaps. This needs to be tied to the evaluation process to provide a better goal and career path for current employees. Automating the job description and evaluation process could assist in adding consistency for skill sets and for all positions. This would allow for position-based decisions to be tied to current employee skills and would assist in identifying gaps. Assessing the current staff skill sets through evaluations correlates directly to professional development strategic planning by providing the framework for an assessment and training program for employees that provides gap assessment and skills training as well as career path goals and assistance. Through its Professional Development Office, the College provides ongoing training on a variety of subjects pertinent to efficient operations. In addition, TMCC is creating a Leadership Program designed to support current staff in growing into managerial and administrative positions. Realignments and reassignments Critical needs coupled with vacant positions can force the college into considering realignments and/or reassignments. The organization is evaluated based on achieving goals outlined in the Strategic Master Plan, and a plan is implemented to guarantee uninterrupted service in mission-critical functions. All changes are made within guidelines and regulations of the Nevada State Department of Personnel, the TMCC-NFA Contract and the NSHE Board of Regents Handbook. Personnel issues to consider include changing duties for individual positions which could provide promotional opportunities, possible demotions, or the need to transfer current positions to other areas to fulfill needs. Position description monitoring is needed to assure that all job descriptions are current and based on job requirements. Employee Evaluation Processes And Timelines The following is a summary of the processes currently in place for evaluating full-time employees at TMCC. Evaluations for Faculty Faculty evaluations are conducted according to the process outlined in Article 12 of the TMCC-Nevada Faculty Alliance Contract. Faculty members file an annual plan addressing criteria which reflect and support goals of the college mission. The plan can be modified as circumstances warrant and with notification of the department chair/director and dean. Part of the evaluation process includes a yearly classroom observation of tenure-track faculty and a classroom observation every three years for tenured teaching faculty. The department chair/director coordinates the evaluation process and makes a recommendation to the dean who is the final authority. Evaluations for Classified Staff TMCC follows the “Rules for State Personnel Administration” which provides direction for evaluation of classified staff as follows: “An employee whose duties include the supervision of an employee who holds a position in the classified service shall: 1. For filing at the times specified in NRS 284.340, prepare reports on the performance of that employee. In preparing a report, he shall meet with the employee to discuss goals and objectives, to evaluate the employee’s improvement in performance and personal development, and to discuss the report. 2. Evaluations for Administrative Faculty The performance of all Truckee Meadows Community College administrators and department chairs shall be reviewed annually. Evaluations should be thorough, fair and objective. The process will aid the administrator and department chair in the improvement of performance and provide a basis for personnel decisions. The appraisal process promotes and supports appropriate management and leadership skills, and assures that administrators have goals which are in line with the overarching goals of TMCC. The process is all inclusive. It begins with mutually agreed upon position responsibilities, goals and objectives, and professional development strategies. It continues with periodic informal performance reviews throughout the year, and completes with self-evaluation, constituent input (including faculty, staff and external partners), and supervisor evaluation. The outcome of the evaluation process is a clear mutual understanding of position performance, goals and objectives for the next year, and a professional development plan to raise performance and provide career direction.
