CarrieK.:Keypointstoknow:MasterplanningisrunbyFP&M,andMeganisour projectleadforthis.ThisisunderDOAoversightandUW-System,andwewent throughaformalRFP.Andersonisthearchitect,andBrightSpotisthelibrary consultingteam.Wearenowinthewaitingprocesstohaveitsignedbythe governor.Ourplanistobeginassoonasthecontractissigned.Thisisalsoimpacted bytheacademicyearandwhoisavailableoncampus.Wecanplanonsomeheavy involvementfromthecampusinthefall.CoreteamincludeslibrariesandFP&M, architects,consultants,UW-System,andDOA—wemakesureeverythingkeeps moving.BrightSpotconsultantswillbeholdingvariousengagementevents. SteeringCommitteeroleprovidesconsistentengagementthroughouttheprocess, andwewouldlovetohaveULCinvolvement.Thiswouldbeapproximatelyaoneyearcommitment.Thelibrariesalsohaveaspaceplanningcommittee(LesleyMoyo isexecutivesponsor),whichisengagingininformationgathering.Membersbringa varietyofperspectives,fromtechnologytoteaching&learningspaces,toWisCEL spaces.Thescopeoflibrariesforthisprojectincludes:Art,Astronomy,Business, Chemistry,College,Ebling,Geography,Geology&Geophysics,Law,Math,Memorial, MillsMusic,SpecialCollections,MERIT&CCBC,Physics,SocialScienceReference, SocialWork,Steenbock,Archives,andWendtCommons.TheWisconsinHistorical SocietyLibraryisnotwithinthescope,butwerecognizethattheydoplayarolein thecampuslibrariesservices&collections,andwillbeconsultingwiththem.Will alsobeconsideringoff-siteshelving&storageconsiderations(e.g.Verona). CarrieK.:ThisFacilitiesPlanningMasterPlanisthe25-yearplan,whileothersare moreshort-term.Consolidationisdefinitelyinformingwhatwedo,andadraftof theconsolidationreportwassharedwithplandevelopers.Also,consolidationis envisioningspecificspaces,buttheMasterPlanismuchbroader. Ed:Theideaistolookcohesivelyathowtospendourresources,andtoavoidoneoffprojectsthataren’tconnectedtotheselargergoals. Ed:JoanWeckmuellerhasalsoindicatedinterest. • Tasks: • CarrieNelsonwillconsultwithCarrieKruseandsendoutinformationforsoliciting nominationsfortheFacilitiesMasterPlanSteeringCommittee UpdateandnextstepsonOpenAccessproposal • CarrieNelson:Atthelastfacultysenatemeeting,KarlBromanreferredthemotion totheUniversityLibraryCommitteeforfurtherdiscussion,insteadofwithdrawing it,soit’snotofficiallypartoftheirportfolioofitemstoaddressfornow.Karlhas indicatedthatheisstillinterestedinhelpingtomovethisforward.Thereareafew ideasforwhatcomesnext.TheUniversityCommitteemeetingafterthefaculty senatemeetingdeterminedthatadepartment-basededucation/outreachinitiative shouldcomenexttotrytocommunicateaboutopenaccesspoliciesingeneral.Karl seemsopentocontinuedinvolvement.MyroleasDirectorofScholarly Communicationfitsnicelyintofacilitatingthesetypesofmeetingsanddeveloping theresourcestoinformourcommunityaboutopenaccess.It’scriticalforthisto continuetobefaculty-driven,insteadofalibrary-driveneffort.Onepossibility wouldbefortheULCtochargethelibrarieswithundertakingeducationand UniversityLibraryCommitteeMinutesforApril18,2016 Page3 • • • • • • • • • • • • • • • • • • outreach.Librariesaretaskedwithprovidinginformation,whileseparatelyfaculty canpursuerecommendationsoradvocateforsomethingthatwouldhappenin conjunctionwiththis.Sothelibrariescanpointtofacultyinterestinpursuingan openaccesspolicy,andtheULChasaskedtheLibrariestoinformfacultyaboutwhat thiswouldmeanandcollectissues/concernstobringbacktoULC.So,thelibraries arenotadvocatingormakingrecommendations,theyarejustinformingbecausethe ULChasaskedthemtodothis.Wealsoneedtolearnwhichfacultyareinterestedin participatinginthenextphase. DougWay:Thisisastandardstepintheprocessformanyuniversities,withfaculty leading,andthelibrariestakinganeducatingrole.We’retryingtodeterminehowto dothisefficientlywithsomanydepartmentsoncampus. Ed:Whatwe’rehearingisthatopenaccessisnotaneither/ordecision.Weneedto givefolksasenseofthebroadereffortsthatarehappeningaroundcampus.There weremanymisconceptionsatthelastfacultysenatemeeting. Dan:I’mconcernedaboutthiscomingfromthelibrary—colleaguesareworriedthat thiscouldbeanattemptbythelibrariestogainmorepoweroncampus.Soitwillbe importantforfacultytoleadanddemonstratethatthisisnotbeingleadbythe libraries,andtolearnaboutdisciplinarydifferences. Ed:Anythingthatsuggeststhatitmightimpedetheiradvancementorsuccessin gettingtenure(notthatOAdoesthat)isgoingtobeill-receivedbyfaculty. Dan:So,howeveritmovesforward,1)makesurethatanyeducationalmeetings havefacultyrepresentation,and2)ensurethatthisappearstobeledbyfaculty,not bythelibraries. Carrie:WhensomethingisdrivenbytheULC,isityoursensethatitstillfeelslike thelibrariesarebehindit? Dan:Abit,butIthinkanyonewhoknowsabouttheULCknowstherearemore facultythanlibrariansonthecommittee. Carrie:Importanttomakesuretheseeducation/outreachmeetingsdon’tappearto beanattempttoconvincefacultythatOAisagoodidea.Rather,wemightsomeday haveanOApolicy,here’swhatyouneedtoknowinordertomakeinformed decisionsandwewanttoknowyourconcernstoaddressmisconceptions. YangBai:Typicallyfacultythinkaboutopenaccessintermsofindividualjournals andhavingtopaytopublish,soit’simportanttoclarifytheterm. Doug:OpenAccessisadistributionmodelandtherearetwopaths:Gold(someone paystomakecontentavailable),andGreen(reserverightsandpublishin subscriptionjournals). Dan:Weshouldalsoincludemotivationforanopenaccesspolicy—whybother? Sabine:Woulditbehelpfultocallthisnon-commercialopenaccess? Carrie:Thepolicywedraftedisfocusedonfacultyrightsasauthors;author’srights. Yang:Manypeoplethinkaboutthisastransferringthecostfromuserstoauthors. Dan:UofIllinoissuggestedan‘opt-in’policy,asopposedto‘opt-out,’andtop prioritywasmaintainingacademicfreedom.Nextstep:identifygroupthatwillgoto departments.Probablybesttonothavelibrarystaffrecruitingpeople.Carrie,Karl, andmyselfcouldthinkaboutwhomightbebesttomovethisforward.PreviousOA subcommitteewasKarlBroman,EneidaMendonca,MartinFoys,andJulie Schneider.
