Travel Pass Scheme Policy Statement NUI, Galway through the Partnership process is committed to promoting positive mobility management initiatives for its staff. As a result of Government policy which promotes the use of public transport there is a tax saving available to staff who forego (sacrifice) a portion of their salary and replace it with an annual commuter ticket purchased by NUI Galway for use on Public transport. The saving to the staff member is PAYE and PRSI at the relevant employee’s applicable rates. The employer saving is the relevant employers PRSI contribution. Eligibility • • All staff employed by NUI Galway. Where staff are employed on contracts of less than one year the salary foregone (sacrifice) / deductions will be applied in order to recoup the full cost of the ticket over the contract period. Qualifying Transport Providers • • • • • • CIE or any of its subsidiaries (e.g. Bus Éireann, Iarnrod Éireann, Bus Átha Cliath) A private bus operator holding a passenger licence under section 7 of the Road Transport Act 1932. A person who provides a passenger transport service under an arrangement entered into with CIE in accordance with Section 13(I) of the Transport Act 1950. The Railway Procurement Agency or any of its subsidiaries. A person who has entered into an arrangement with the Railway Procurement Agency under Section 43(6) Transport (Railway Infrastructure) Act 2001 to operate a railway. Ferry service providers operating within the State holding a current valid (a) passenger ship safety cert (b) passenger boat licence or (c) high speed safety cert issued by the Minister for Communications, Marine and Natural Resources. Qualifying Travel Pass • The Scheme applies to annual travel passes issued by Qualifying transport providers. Application Form • The Application form will include a salary sacrifice / deduction authorisation. Page 1 of 2 22/5/2007 Procedure • Staff who wish to participate in this scheme must complete a Travel Pass application form and forward it to the Partnership Office. This will involve the staff member identifying the route and obtaining the annual cost from the provider. • Applicants must provide photographs or attend the Transport Providers premises as required. • NUI Galway will then purchase the annual travel pass and issue it to the applicant, in return for the staff member foregoing the commensurate value from their annual basic salary in lieu. • The scheme operates on an annual basis and therefore it is not possible to cancel participation in the scheme except on completion of a full year. • A new application will be required for each subsequent year of participation. • Where a staff member leaves the employment of the University before the year is completed they will be liable to have the outstanding Travel Pass debt deducted from their final salary/wage or any other monies due. In the event of insufficient monies being available to meet the debt in full, the individual will personally reimburse NUI Galway. • NUI Galway accepts no liability or responsibility for any loss or injury sustained by staff that choose to participate in this scheme. • Participation in this scheme this scheme will not affect Pension contributions or benefits. • All enquiries pertaining to the scheme should be addressed to the Partnership Office.
