Good evening President Singer and honorable members of the board, students, staff and members of the public. First I too thank like to thank the board for reordering the agenda - sometimes it’s the seemly small actions that convey a big message about value. Speaking of value our Theater professor Tom Bryant’s work as the dramaturge on the play "All the Way" has received rave reviews in the both the NY and LA times and is now heading to Broadway.

I want to thank the board for agreeing to send me and the CHC AS VP

McCambly to the Statewide Academic Senate Plenary session this past weekend. We too were impressed by the breadth of the topics covered which were, as you already heard in the presentation from SBVC AS President Jeremiah Gilbert, extremely relevant.

The hot topic at plenary was accreditation and especially the issues related to how the

ACCJC has managed the review process with CCSF. At least three separate, but related lawsuits have been filed. The CHC AS will be tracking the actions related to these lawsuits as the rulings may impact how ACCJC does business in the state of

Calif.

I would like to provide the board an update on the work we have completed as well as items we are addressing:

1. We have finalized and adopted A Resolution approval process

2. Wait-list issues have been resolved and will be implemented for the spring term.

The wait list add window will be two days – weekends excluded meaning students will have two days to enroll in a class once they receive notification of an opening.

3. We have reviewed the pros and cons of a Compressed Calendar – and it is the position of the CHC AS that the 18 week calendar provides flexibility for both short term and full term classes - and thus is recommending continuing with the18 week calendar

4. And our ed policy committee is working on a draft course auditing policy - and hope to have something ready to forward to SBVC AS in January.

I too would like to address AB 955.

As was previously stated the decision to include CHC in the language of the bill was made without campus-based input or any type of collegial consultation including as

Trustee Dr. Katy Henry stated this evening, input from the elected members of our board. This speaker on this topic indicated he did not know why there were only 6 colleges named in the language of the law, and as we have heard tonight there are only

two that have indicated a willingness to move forward. I for one am puzzled about why there are are only 6 colleges left on the list. I think the real question we should be asking is why the other 106 colleges opted out! I would also like to remind the board the

Statewide Academic Senate strongly opposed AB 955 because it fundamentally changes the mission of the CC system. The CC board of governors also all agreed that the legislation is "bad for our students and colleges".

While the language of the bill does fundamentally change the mission of CC's The most disturbing part of the bill is located in Section 2, Article 2.3 78230 j which states: In order to assist in providing access to courses for students eligible for the Board of Governors fee waiver, ONE-THIRD of the revenue collected (from students paying the approx $260 per unit fee) shall be used by the district to provide financial assistance to BOG eligible students.

This is just not right! Per Unit fees collected from Community College students should not be used to provide financial assistance to students eligible for a BOG waiver.

Providing financial assistance to BOG eligible students is a tax payer responsibility - and should not become the burden of other students, foundations, and/or any other type of non-state funded source.

And while we have been assured that the SBCCD has no intention of implementing

AB955…. as was already requested by the SBVC senate this evening, the CHC

Academic Senate is also urging the board to agendize this item so that the stated position of our elected officials to NOT participate in AB 955 can become part of the official public record. Not doing so leaves the door open and we would like the door to be closed.
