2011 ANNUAL SECURITY AND SERVICE REPORT JAN. 1, 2011—DEC. 31, 2011 A WORD ABOUT Campus Safety One of the most important aspect of campus living is the quality of safety offered by the University. The Xavier University Police Department is dedicated to providing a safe learning environment for our students, faculty and staff. As members of the campus community, the Department strives to uphold an environment where civility is practiced, diversity is respected, and safety ensured. With a campus population of 7,000 students hailing from 48 states and 49 countries, the 190 acres and 6 major residential complexes covering the University grounds, help to create a dynamic college environment at Xavier. The Xavier University Police Department provides educational and safety programs for the campus community and maintains a proactive stance in crime prevention and security. To meet this goal, the Department seeks out community involvement and encourages a collaborative police and community relationship. In fact, Xavier maintains concurrent / mutual aid agreements with the Cincinnati and Norwood Police Departments which enables hundreds of additional police officers to patrol in and around the Xavier campus. Our Police are state certified with police powers and authority as set forth under Section 1713.50 of the Ohio Revised Codes. All officers have obtained specialized training through the Ohio Peace Officer Training Academy as mandated under section 109.78(D) of the Ohio Revised Codes. Michael Couch Director/Chief XUPD Non-Emergency Number: 513-745-2000 Emergency Number: 513-745-1000 www.xavier.edu/police 2011 Highlights CAMPUS SOLUTIONS In 2011, Xavier University made considerable enhancements to campus infrastructure to continue to create a very effective culture of campus safety. The safety of our students, employees and visitor is our top priority. The University installed more lighting on campus and around the campus perimeter, expanded the use of card access on the exterior doors to many campus buildings, and ungraded most of the outdoor emergency telephones that are throughout campus. CONCURRENT POLICE JURISDICTION On March 1, 2011, Xavier Police signed an agreement with the Cincinnati / Norwood Police Departments to be able to assist with crime prevention in the areas around the University’s campus. In 2011, Xavier Police performed 186 off-campus police jurisdiction services and directly assisted in the apprehension and arrest of several suspects for various crimes including theft, breaking and entering, assault, domestic violence and DUI. SERVICES UP 16 PERCENT Campus Police provided 12,525 services to the Xavier community in 2011, an increase of 16% of services performed in 2010. These services include a wide variety of efforts including escorts, assisting stranded motorists, responding to burglar and fire alarms and transporting injured or ill students to the Health Center. Campus Police also provides Notary Public and fingerprinting services to many of our Nursing, Education and Criminal Justice students as well. TWO YEARS IN A ROW 2010 and 2011 are highlighted as the two lowest on-campus crime years in the last six years. This record of safety is quite impressive alone but also consider that Xavier’s residential campus population has increased by 15-17%, the results are even more telling. Simply put, nothing is more important than the safety of students, faculty, staff and visitors on the Xavier campus. Crimes of opportunity such as the theft of unattended books, computers or backpacks comprise the majority of campus crimes; crimes related to personal behavior and relationship issues, involving alcohol or substance abuse and personal responsibility, make up the balance. It is important to note that most, if not all, of these crimes are preventable. ANNUAL SECURITY AND SERVICE REPORT 1 What is Community Oriented Policing? On August 1, 2009, Xavier University Campus Police began a new Community Oriented Policing (COP) initiative. COP is characterized by campus police personnel working with the Xavier community to establish a partnership that facilitates problem solving and community engagement. By partnering with the Xavier community, campus police personnel are establishing and maintaining a sense of mutual trust and respect that can dramatically impact campus safety and the deterrence and prevention of crime. The basic strategies of the COP programs are designed to encourage officers to park their patrol vehicles, and spend quality time walking and talking with the community. Officers maintain a record of these service through a newly created “self assessment point system” and COP log. Depending on the type of patrol or service rendered, the officers are awarded COP points and the officer with the most points is awarded the TOP COP of the month award and receives special recognition from the Chief of Police. The program has been an overwhelming success and on November 2, 2009, during a Student Government Association meeting, Chief Couch was presented with an SGA Resolution which stated the following: “Be it resolved, that the Student Government Association fully supports and appreciates all of the continues efforts of the Campus Police department to engage students, to building relationships and to keep the campus safe and secure.” In 2011, 39,888 Community Oriented Policing services were provided by Xavier Police. This is an increase by 12% over 2010, the first year of the Xavier COP initiative. During this time, Campus Police hosted or sponsored 57 crime prevention programs including topics like Women’s self defense, personal safety, drug and alcohol awareness, acquaintance / date rape, fire safety and more. 2 ANNUAL SECURITY AND SERVICE REPORT Annual Service Report The crime data provided in this report was prepared in accordance with the law enforcement standards established by the FBI’s Uniform Crime Reports requirements for Part I and Part II crimes.
