Fambro deputy director of labor relations It’s that time of year, when we publish one of the most popular features in School Management News (SMN) — a recap of the prior year’s settled labor agreements. We provide this information monthly, but many schools want one reference that includes the entire year’s contract settlements. This single source can help districts prepare for negotiations when they want to review comparable, recently negotiated labor agreements. Please note some of the settlements occurred in 2012, but were not reported in SMN until 2013 As a reminder, complete labor agreements can be found on the State Employment Relations Board (SERB) website at http://links.ohioschoolboards.org/27002. Remember that all collective bargaining agreements must be filed with SERB. In addition to an electronic version of the labor agreement (including signatures), a Contract Data Summary Sheet is required. Certified contracts District: Cloverleaf Local (Medina) Settlement date: October 2012 Contract term: three years Contract particulars: 0% base salary increases in all three years; regular step increase in year one and half-step increases in years two and three; no increases in employee share of health insurance premiums. District: Canal Winchester Local (Franklin) Settlement date: December 2012 Contract term: two years Contract particulars: 1% base salary increase in both the 2013-14 and 2014-15 school years; employee share of single health insurance premiums increased from 7% to 10% effective July 2013. District: Solon City Settlement date: January 2013 Contract term: four years (final year of a three-year contract plus a new three-year contract) Contract particulars: 2% base salary increase in the 2013-14 school year with limited step increases; no base salary and no step increase in 2014-15 school year; 2.5% base salary increases in the last two years along with limited step increases; employee share of health insurance premiums will increase from 13.58% to 15% over the term of the contract. District: Newton Falls EV Settlement date: October 2013 Contract term: three years Contract particulars: 25 cents per hour increases in all three years; employee share of health insurance premiums increased for single coverage from $30 to $75 per pay period and for family coverage $65 to $100 per pay period; one-time insurance stipend of $500 for employees paying increased premium costs. District: South Range Local (Mahoning) Settlement date: October 2013 Contract term: one year, retroactive to July 1 Contract particulars: 0% base salary increase and no step increase. Other news Boardman Local (Mahoning) and its Ohio Association of Public School Employees (OAPSE) members came to an agreement over the interpretation of contract language involving health insurance cost savings. OAPSE argued that the contract language allowed for a share of fiscal year (FY) 2013’s health insurance cost savings to go to union members. The board’s stance was that OAPSE members were entitled to cost savings only if the local health insurance committee was successful in reducing base premiums, which it was not. To resolve the issue, the board will make a one-time payment of $30,891 that will be divided among 153 staff members who participated in the district’s health insurance program as of Feb. 1, 2013. As part of the understanding, there is an agreement between the parties that no cost savings will be shared with union members for FY 2014 unless the local health insurance committee can reduce base premiums below the FY 2011 levels. Geneva Area City administrators, directors and supervisors will not receive any wage increases for the third year in a row. U.S. POSTAGE PAID Westerville, OH Permit No. 250 Address Service Requested Year-at-a-glance: 2013 contract settlements, continued from page 7 The Lake Local (Wood) superintendent, treasurer, elementary school principal, athletic and maintenance director, technology coordinator and transportation and student activities director received a 2.35% salary increase this year and 1.95% increases the next two years. The high school principal, middle school principal and psychologist received a 2% salary increase this year and 1.25% increases the next two years. Licking Heights Local (Licking) administrators will not receive wage or step increases for the coming year, but most administrative personnel will receive a one-time $500 payment; most exempt, nonunion employees also will receive the payment. Marysville EV administrators received a 1.5% increase in the 2013-14 school year, as well as the removal of a furlough day. Administrators will move to a performance-based pay plan in the 2014-15 school year. New administrators hired for the 2013-14 school year already are on the performance-based pay plan. Southwest Licking Local (Licking) provided incentives for employees planning to retire if they notified the board of their intent in February. Employees sending a letter of intent to retire to the board by Feb. 1 will receive $200, and those sending a letter by Feb. 15 will receive $100. Upper Arlington City administrators and nonunion staff (teaching aides and technology staff) will not receive raises in the 2013-14 school year. Administrators do not receive step increases and most nonunion members won’t receive step increases, although some are still eligible on a three-step scale. Urbana City administrators, administrative staff and nonunion staff members will have a salary freeze in the 2013-14 school year.
