An Historical Understanding of Key Issues Related to
Catholic Education: Our Catholic School Heritage
1.
How long has the Catholic separate schools been educating Catholic
children and contributing to the public good in Ontario?
For about 170 years in the early 1800s there were separate
schools in many cities, towns and townships. In Peel,
three separate schools opened before Confederation
(1867): St. James in Malton in the 1830s, St. John’s
Agriculture College (1861) and St. Patrick’s (1861), both
in Wildfield.
2.
Has the Ontario government always supported separate schools?
Yes, as did its predecessor, the United Legislature of
Canada East (now Quebec) and Canada West (now
Ontario) during its total life from 1841 to 1867. One of the
first pieces of legislation it passed in 1841 was the
Common School Act, with a separate school clause.
3.
Why did the United Legislature of Canada East and Canada West
keep improving separate school legislation?
It responded to Catholic parents, trustees, bishops and
priests, editors of the four Catholic newspapers, members
of the business and professional world, all of whom
argued for legal and financial rights for separate schools.
4.
Was there opposition to separate schools before Confederation?
Yes, as now, there were advocates of one school system.
Protestant spokespersons believed in the adequacy of the
common (now public) school’s basic non-denominational
Christianity, which constituted an important element of
the common school’s religion lessons and their readers.
They held that beliefs specific to certain religions should
be taught in the churches and homes.
5.
Why did Catholics find the non-denominational religious education
of the common school unsatisfactory?
Catholics wanted separate schools where all the beliefs of
the Catholic Church would be taught, where the pupils
would live their faith in a sacramental and community
manner in proximity to the parish church and priest, and
where religion would permeate the reading, literature and
history curriculum. Furthermore, as modern times
arrived, the multiculturalism of the public school’s student
body necessitated the eradication of the teaching
Christianity.

VOLUNTEERS
We are always looking for dedicated parents/guardians to
help with events within the school. If you are interested in
sharing some of your time, please call the school office and
register your name.
Please note that all volunteers in a school, including those
accompanying students on educational excursions, must
have a criminal reference check on file in the school office in
order to be able to volunteer at the school or to accompany
students on educational excursions.

Thursday October 9th is Photo Day at St. Stephen School.
Re-takes and class photos are scheduled for, Nov 12th.
Bring your smiles! 
Anyone working in our school as an employee or volunteer
must provide the school with a Criminal Reference Check
completed by Peel Police. Criminal Reference Checks are free
of charge for volunteers. Forms are available in the office.
You are encouraged to get your Criminal Reference Check
completed early so that you do not miss out on any
opportunities to volunteer at the school or on educational
excursions.
Graduation Photos will take place on Jan 22, 2015.
KISS & RIDE SAFETY
PROGRESS REPORT CARDS
Progress Report Cards will go home with students on
November 11th, 2014. Interviews will be held on the evening
of November 13th, 2014.
VISITORS TO THE SCHOOL
Please remember that to other children, you are a stranger. All
school doors are locked at all times and a monitored entry system is
active at the front door of our school. Please enter the school through
the front doors and report to the office, sign in, and pick up a visitor
pass. Prior to leaving, sign out and return your visitor’s pass. Any
individuals wandering the school without appropriate identification
will be asked to report to the office. Please help us to maintain a
safe and welcoming environment for your children.
Parents/guardians are also kindly asked to bid your child(ren)
farewell from beyond the playground. Only students and staff are
to be in the schoolyard. Again, this is to ensure the safety of your
child(ren). Your attention to this is most appreciated.
Please be reminded that dogs are not permitted in the schoolyard
area at any time. The excitement of the children or the bell ringing
can frighten dogs. Also, some students are afraid or allergic.
St. Stephen is proud of its Kiss and Ride Program. In order for
it to continue to run smoothly and safely for all our students,
everyone needs to follow the same procedure. Please obey the
following procedures when driving into the school parking lot:
The entry, exit, cross walk and bus zone, on school property,
must never be blocked by cars. Ample space must be left for
buses to enter and exit the school property.
Please park in the parking spots at the school or on the street.
Do not park in any of the lanes in the front of the school and
please do not leave your car unattended.
GOING OUT FOR LUNCH
Please inform your child’s teacher of regular lunch
arrangements for your child. Also, for safety reasons please be
advised that a signed and dated note must be provided to your
child’s teacher each time there is a change in the lunch routine.
This is especially important for a child who needs to leave
school property during the lunch hour, who normally stays for
lunch. Grade 8 students will be allowed to go out for lunch
only if a note is provided. Please use the school agenda book
for your lunch notes. In addition, any students leaving or
returning to the school due to appointments must be signed
out and in at the office by a parent/guardian. Your cooperation and support of this important supervision/safety
initiative is appreciated. Thank you.
SAFE ARRIVAL PROGRAM - Attendance Verification
Daily attendance at school and punctuality are very
important. If your child is going to be late or absent from
school, please inform the office at (905) 840-3921. The school
has an answering machine to receive messages at any time of
the day or night. The child’s parent or the legal guardian must
call the school regarding their child’s absence.
When calling, please provide the following:
 Name of student (first & last, spell the last name)
 Name of teacher

REGULAR ATTENDANCE AND PUNCTUALITY
Regular attendance and punctuality are important life skills
that apply not only in the educational setting, but also in
various other settings and especially in the work place. When
a student arrives late, it can be a disruption to his/her
learning as well as to the learning of the other students in the
class. A total of the number of days absent and late are
documented and become part of the student’s record.
Students should arrive on time to line up with their peers
when the bell rings. It is important to address frequent
absences and late arrivals for non-medical reasons early as
they may have a long-term negative impact. It is a parent’s
responsibility, as outlined in the Education Act, to ensure that
their child is in regular attendance and on time for school.
When regular attendance and punctuality are problematic, a
meeting with parents, the principal and other school personal
may be required in order to discuss a plan for helping the
child improve attendance and/or prompt arrival.
PLASP – CHILD CARE SERVICES
PLASP Child Care Services operates before and after school
programs at St. Stephen. The before school program operates
from 7:30 am until school begins at 8:45 am. A nutritious
breakfast is served daily. The after school program runs from
the end of the school day at 3:15 pm until 6:00 pm. Children
participate in recreational activities, are served a nutritious
snack daily and have time for homework. Fee assistance is
available for those who qualify.

STORAGE AND ADMINISTRATION
OF MEDICATION
Parents/guardians are responsible for ensuring that all
medication and forms are completed and updated
annually for any student who requires medication to be
administered at school. If your child requires
medication, please have the necessary forms completed
and return them, along with the medication, to the office
as soon as possible. Forms are available at the school
office.
All medication is stored in the office area. The only
exception to this requirement has to do with any child
who, because of life threatening allergies, must carry
medication.
ALLERGEN AWARE SCHOOL
PEANUT & OTHER LIFE THREATENING ALLERGIES,
SABRINA’S LAW ANAPHYLAXIS REACTION
Sabrina’s Law is an Act to protect anaphylactic students
in publicly funded schools in Ontario.
Named
“Sabrina’s Law” in honor of an Ontario student who
died following an anaphylactic reaction in 2003, the law
became effective on January 1, 2006.
As we begin the new school year, we would like to
inform you that St. Stephen is an allergen aware school.
There are pupils in attendance at our school who suffer
from severe and life threatening allergies to certain foods,
such as: peanuts, nuts and their by-products. Exposure
to the smallest quantities can cause severe and life
threatening reactions in some students. Anaphylaxis is a
severe and life threatening allergic reaction. The most
common allergen triggers are food, insect stings,
medications, exercise and latex. An anaphylactic
reaction involves symptoms from two or more body
systems.
We would appreciate the cooperation of the entire
school community by NOT sending any lunches or
snacks that contain peanuts, nuts or their by-products.
We want St. Stephen’s to be a safe environment for all
students.
Thank you for your assistance with this initiative.
BUS INFORMATION
Transportation eligibility is determined by a student’s home
address. The following website, www.businfo.stopr.ca is
available
to
students,
parents/guardians,
school
administrators, secretaries and school bus operators.
Parents/guardians who are eligible for transportation will be
able to login to the www.businfo.stopr.ca site and access details
of their child’s transportation arrangements.
CUSTODY OF CHILDREN
At times, we are faced with situations in which non-custodial
parents arrive at school asking to visit their child or to take their
child home after school. We are best able to serve and protect
students, when we are made aware of legal custody
arrangements, visitation rights and other special instructions.
If legal custody matters affect your family, please ensure that
our office and classroom teachers are aware of custodial
arrangements between parents that may affect your child
during school hours. Please ensure that a copy of the Court
Order is on file in the school office.
WORLD TEACHERS DAY
October 5th, 2014 is World Teachers Day, a day to
recognize and celebrate teachers for their commitment
and dedication to Catholic Education in Dufferin- Peel.
Please help us to recognize the many great works that
our teachers do daily for both our school community
and for our students.

You may have noticed that the staff at St. Stephen
is dressed casually on Fridays. Through their
generous donations made on these Fridays, we are
supporting Share Life and the many charities
affiliated with the United Way of Peel (Christian
charities).
MOVING? CHANGE OF INFORMATION?
If your are planning to move out of the St. Stephen school area
or change address within our boundaries, please let the office
know as soon as possible. Please keep us informed of any
address, phone number or medical changes for your children.
It is of the utmost importance that our records are kept up to
date. If your child should get sick or hurt, we must have

QSP
Our QSP magazine fundraiser is now up and
running. Thank you to Michelle Pembry for her
energy and enthusiasm with our launch and to our
community for your support of this very important
school wide fundraiser.
FIRE DRILL PROCEDURES
During the past couple of months, we have rehearsed
with students a number of emergency response situations
including fire drills. All schools are required by Board
policy to practice these procedures throughout the school
year.
Participation is essential for precautionary
purposes only, so that in the event of an emergency,
students will be prepared to respond in a safe and
responsible manner.

Dufferin-Peel Catholic District School Board’s
initiative to create safe, caring, healthy and inclusive school
communities is rooted in our Catholic identity, in particular,
our shared belief in the dignity of all persons created in God’s
image. Safe Schools Policies include Bullying Prevention and
a school wide Progressive Discipline approach.
In October we focus on the definition of bullying. The key
message is “bullying is not acceptable”. Through various
activities the students will understand the vast array of
behaviors that can be bullying (physical, verbal, social) and
explore the emotional impact of those behaviors on others.
Students develop the ability to understand and apply the
definition of bullying through constant exposure, repeated
use and consistency. Using the same definition of bullying
throughout the school and at home allows both students and
adults to more effectively prevent and deal with bullying
situations.
Bullying is: Being mean to others, on purpose, to hurt them or
their feelings
Bullying Behavior: is intended to hurt, is repeated and
involves unequal power and control

Initiatives, including our Virtues Program, Positive Climate
Initiative, PALS, and other meaningful school wide and
classroom programs and activities.

A Catholic Faith Community is rooted in a set of common
beliefs which are inspired by the life and teachings of Jesus.
As a Catholic Community we are called to learn, to grow and
to become more like Jesus in the way we see and treat others.
Our Catholic faith plays an important role in helping us shape
schools that are safe, caring, healthy and inclusive.
Catholic School Education provides us the opportunity to
integrate virtue formation into all areas of our life within the
context of our faith. St. Stephen Catholic School will again
focus our attention on the Catholic Virtues. This program is
designed to help us nurture virtue and character development
in the lives of our students. Each month the whole school will
focus on a different virtue. Classroom activities, school wide
activities and assemblies will all focus on a specific virtue each
month.

1. Show them kindness and respect.
2. Stick up for them.
3. Be supportive when your friends need help and advice.
4. Tell the truth, but be kind about it.
5. If you hurt a friend, say you’re sorry.
6. If you make a promise, keep it.
7. Put some effort into your friendships; otherwise your
friends might feel neglected.
8. Don’t try to change your friends – accept them the way
they are.
9. If a friend hurts you and apologizes, accept the apology.
10. Treat your friends the way you want them to treat you.
11. Always be thankful for your friends.

VIRTUE ASSEMBLY
Thank you to Mrs. Hoy-Kenny and her grade 5 class for
kicking off our Virtue Assemblies this year. Mrs. HoyKenny and her class presented us with an outstanding
assembly on the Virtue of Faith which spoke to who we
are as Catholics and the great value of being part of a
Catholic Community that is safe, caring, healthy and
inclusive.
Congratulations to all our Virtue of the Month recipients.
We want to thank them for being exemplary role models
and for living out the virtues in their daily lives.

LIBRARY NEWS
News from Mrs. Vandecamp…
September in the Library has got off to a very busy
but wonderful start. The Library Helper Club is
underway with students learning about how the
library works while getting some time to relax and
read during some recesses. This year, we are
lucky to have Ms. Costa assisting me with
facilitating this club.
Thank you to Ms. Costa and the 55 participating
students!
Author Visit!!
During the month of October we will focus on the virtue
of empathy. Empathy means the ability to identify with
others, and to feel other people’s problems and concerns.
God has given us the ability to form connections with
each other – to live together. Empathy helps us to
connect and live together. Empathy helps us to have safe
and caring communities.
An empathetic person believes that we all share one
Spirit; that we are many parts of one body because we
are all created in the image and likeness of God.
We look forward to our next Virtue Assembly on
October 29th @ 11:00 am, please join us!
On October 7 and October 14, we will have an
author visiting the library to promote young
authorship. The author is J. Katyn and she will be
working with students from Grades 1 through to
Grade 4/5. Ms. Katyn has published five picture
books which are on display in our library. Each
session will last approximately 40 minutes. The
author will have her books for purchase on
October 7 and October 14 for $10.00 each and
they are also available for purchase at Chapters.
There is no fee for this literary event.
Chapters Night Back by Popular Demand!
On November 10th, St. Stephen will, once again,
be hosting a Chapters Night. Entertainment by
Mrs. Muir’s Choir and Glee Club will be
provided. This is a fantastic community event to
raise funds for books for our school and to
showcase our St. Stephen talents. More
information will follow. Hope to see you there.
SWIM TO SURVIVE PROGRAM
The City of Brampton and the Lifesaving Society are
working together to offer the SWIM to SURVIVE
program to all grade 3 classes in Brampton at no cost.
SHARKS CORNER
Our Co-Ed Softball Team played a great tournament on
Monday September 29, 2014 at Duggan Park. Our
Team showed perseverance and good sportsmanship in
all three games!

Our Junior Girls and Junior Boys Volleyball Mini
Tournament will be held on Thursday October 9, 2014
at St. Agnes.
Mrs. Chaves, Ms. Costa, Miss. Fazzari, and Mrs. Tipou
are all looking forward to watching the Sharks represent
St. Stephen!
Our grade 3 students have been participating in the
Swim to Survive Program.
The Swim to Survive program consists of treading
water, swimming 50 meter and a roll into deep water.
It focuses on the crucial elements of drowning
prevention and represent the basic understanding of
self-rescue. These skills are taught over a span of 3
classes, one hour per session.
Loafer’s Lake Recreation Center is the nearest
City of Brampton facility to our school and the
Life Saving Society has funding to supply
instructors and transportation for the student.
What a great experience!
PEDICULOSIS
Although not a communicable disease, pediculosis
(head lice) is a concern to families and teachers.
Each year it is common for outbreaks of pediculosis
to occur. Unfortunately, in recent years, head lice
have become increasingly common throughout
North America. They are parasites which have been
common among human beings for centuries. They
are not connected in any way with dirt or neglect.
Anyone can be infested with them. If a case of head
lice is found, we inform all parents by way of a letter.
If cases of head lice are found in a classroom, we
shall inform all parents of students in that class. We
request that you also check your own children and,
if you find them to be infested, we would ask that you
let us know.
Students are reminded to refrain from sharing hats,
especially during the winter months. Any infected
student will need to be checked before re-entry to
class.

Thank you to our St. Stephen community for supporting our Terry Fox Walk this year. A big thank you to Mr. Jesus, a great
sport and champ, for participating in the Ice Bucket Challenge because our school community raised over $2000.00 for this
worthy cause. Thank you also to Ms. Costa’s grade 3/4 class who was the highest raising class and they had the honor of
pouring the water on Mr. Jesus. Mr. Jesus certainly put a positive spin on our rain. A special thank you to Mrs. Commisso,
Mrs. Pritchard and Mrs. Klukowski for organizing this fun and valuable event.
Canada’s Wonderland Vice President visits St. Stephen School
When the news hit Mr. Jesus’s grade 7 class that Canada's Wonderland was planning on removing one of its
iconic rides, The Sky Rider, our students got passionate and started writing. Their persuasive letters reached the
top and pulled a Senior Executive from Canada’s Wonderland to visit with our grade 7 students. The Vice
President of Canada's Wonderland, David Phillips, was so impressed with the letters that he decided to visit Mr.
Jesus's grade 7 class on Wednesday October 1, 2014. Sky Rider is Canada's very first stand up roller coaster and
only the second one in the world to do a loop. Sky Rider is also a ride where people have met in line and ended
up getting married. Canada's Wonderland wants to take it down because it is in the prime location for their new
attraction. Mr. Jesus and his students felt that it would be a shame for Canada's Wonderland to get rid of this
piece of history, so they wrote letters to Canada's Wonderland asking that the Sky Rider be moved to a different
part of the park instead of shipping it away completely. Even though David Phillips told the students that the Sky
Rider has already been sold to an amusement park in Tuscany, Italy, Mr. Phillips did not leave Mr. Jesus's class
empty handed. He gave them a wheel from the Sky Rider so that they can own a piece of this historical and iconic
ride forever. Our students would like to thank Mr. Phillips for taking the time to read our letters and visit our
students.
