How to Avoid Being Clamped 1. There are different types of spaces on campus; please find out which is which before you travel. 2. We value your visit to the University, and your meeting here may be of strategic importance to the Unit or Discipline you are visiting/assisting, but the rules are there for a reason and we cannot allow you to park in contravention of the rules, regardless of how important your vist is. If your host wishes to apply for special parking arrangements, they can do so via the Buildings Office. 3. If you want to park in a staff only (or shared) space, you must have an oval shaped maroon coloured permit that you paid a fee for this academic year 4. If you want to park in a student only (or shared) space, you must have a triangular shaped orange coloured permit that you paid a fee for this academic year 5. If you park in a Pay & Display (“P&D”) space, you must buy a ticket from the nearby machines and put it on your dashboard face up, regardless of what other type of permit you might have. 6. If you buy a P&D ticket, you can only park in spaces marked “P&D/Í&T”, marked also with blue lines. If you park anywhere else, even with a valid P&D ticket, you will be clamped. 7. If you have bought a P&D ticket and it runs out, you may be clamped, regardless of circumstances, so please renew your ticket if it is about to expire. 8. Only park in marked spaces – please do not think that where you have parked is ‘out of the way and not obstructing anyone’. Do not park on footpaths, landscaping, double yellow lines or in yellow boxes and do not obstruct fire exits. 9. If you have a valid Conference Permit you are permitted to park only in the car park referred to on the front of the permit during the dates specified. This permit does not allow you to park in a Pay & Display (“P&D”) space without displaying a valid P&D ticket. 10. If you park in a universally accessible bay you must display a Blue Badge or a valid Staff or Student Temporary Disability permit. 11. Do not display a note in your window explaining why you have parked illegally. The clampers have been instructed to ignore such notes, which do not count as valid parking permits 12. Use a loading bay only if you are actively involved in the loading or unloading of equipment. They are not parking spaces. I feel that I was clamped unfairly, is there anything I can do? A group is in place to hear appeals against the application of a clamp on the basis of: The incorrect application of a clamp Unfair treatment Extraordinary circumstances The group cannot consider the following as valid reasons for the appeal: Being late for work/lectures or Inability to find a parking space or Lack of knowledge of the system or Disagreement with the principles of the system or Leaving a self composed note in the window The Parking Management Appeals Group meets approx. every two months and their decision is final. If you wish to lodge an appeal, please complete the clamping appeal form and return it to: "Parking Management Appeals Group, c/o Parking &Information Office, Arts/Science Concourse”: http://www.nuigalway.ie/buildings/parking_clamping.html Information for Holders of (Valid) Staff/Student Permits from Last Year Existing Student Permit Holder holding a triangular-shaped orange colour permit and paid for it last year. Existing Staff Permit Holder hold an oval-shaped maroon colour permit and paid for it last year. If you wish to renew, please step through the Online Payments system to validate your existing permit – https://www.apcoaswift.ie/apcoaswift/tickets/permit_application_restart.aspx - you do not need to collect a new one, simply re-hang your old one. Once your existing permit has been validated, you don’t have to do anything else until next September Information for New Permit Applicants, or Those Who Have Lost Their Permit New applicants who do not have an existing valid permit To be eligible to get a staff permit, you must have a staff ID number, and be in possession of a current formal written contract of employment with NUI Galway. To be eligible to get a student permit, you must hold a current student identification number. If you are getting a new permit (or for the first time), you should complete your online payment and then go to the parking office to collect your new permit. To collect your new permit you must bring and present: Students Student ID card. Valid driver’s licence. Staff Staff ID card. Valid driver’s licence. Vehicle registration or licensing certificate, Vehicle registration or licensing certificate, or comparable document from registration or comparable document from registration authority in another country. authority in another country. A completed & signed P5 student application form. A completed & signed P1 form, and if applicable, a P2 form (see website). NOTE: if you have a valid permit from last year, you don’t need to collect anything. What is a written contract of employment? It is a document issued by the Human Resources office which outlines the duties of the post, rate of pay and hours of work etc. It is signed by the staff member and a representative of the University. I have a temporary (Fixed Term) contract, do I qualify? Yes. Full Time, part time and, indeed, those employees holding contracts of indefinite duration are all eligible to apply, providing you have a written contract of employment. I work part-time; how much will my permit cost? The cost for a permit is the same for everyone regardless of status. This ensures that those who hold a permit may park at any time on the University grounds. I have a six month contract; can I get a permit for six months? No, all permits are issued for a minimum of 12 months to an individual. Where you have a short term contract you may consider using the Pay and display facilities instead. I am out for half of the year on sick leave / maternity leave; can I get a permit for six months? [Please see answer above] I am job sharing; can I get a half-permit? [Please see answer above] I have retired from the University but continue to be involved with activities on campus. Am I eligible for a permit? If you continue to be employed on specific duties you may qualify for a permit. If so please consult with the Parking Office. If you are not employed then you are not eligible to apply for a parking permit. However you may use the Pay and Display facilities as necessary. I am employed on a fixed term contract while completing my studies at the University. May I apply for a staff permit? No. You are however eligible to apply for a student permit as your primary affiliation with the University is that of being a student. Do I have to pay the Full Amount? There is currently a levy of €50 (€45 for Students) to fund Mobility Management initiatives (such as the Park and Ride bus and bike shelters etc). This charging mechanism was agreed at a sub-group of the Partnership Forum, comprising staff, student and management representatives. There are no discounts for part-time students, sick leave, term-only, job shares, parttime working arrangements, or for a short working week or year. It is intended as a levy and not a parking charge and applies even if you do not avail of the Park and Ride service or cannot find a parking space. I don’t want to use the park and ride facility or bus service; do I still have to pay the charge? Yes. Although revenues generated from the charge will go toward funding the park and ride bus service, the permit charge will apply to all permits regardless of how you use them of if you use the bus service. Which Address do I cite on the Form? Please enter the address at which the vehicle is registered. This is an important piece of information for us to communicate with you relating to your vehicle. What are the Terms and Conditions that I am accepting by clicking? There are a number of rules and regulations relating to the use of vehicles on the University campus and the use of your permit. Please see “Rules & Regulations” document on the website at: www.nuigalway.ie/parking I am Experiencing Difficulties processing my Payment Authorisation (using RealEx / AIB) The secure monetary transaction/processing is hosted by a company called RealEx, who deal with a vast quantity of payment per day. There may be a number of reasons including; You have entered details incorrectly. You attempted to use symbols with your text (e.g., á, í é, ã, ĉ etc). These characters are not supported by RealEx and the basic text should only be used. There may be too much traffic on the RealEX servers – please try later. Please contact APCOA directly (+353-91-792504) if you continue to encounter difficulties. Staff Monthly/Weekly Payroll Deduction In consultation with the Partnership sub-group (on Mobility Management) it was agreed to allow staff to spread their charge over the year through salary payroll deduction. It was also agreed that this facility could only be availed of IN THE MONTH OF SEPTEMBER and not thereafter, to reduce administrative workload (as there is no direct link possible between the APCOA computers and the NUI Galway payroll for security reasons). After 5:30pm on the last working day of September payment by payroll deduction will no longer be available. Monthly paid staff deduction: 10 deductions in total – the first deduction will come from your October pay slip Weekly paid staff deduction: 40 deductions in total – the first deduction will come from your October pay slip Should you click the button to avail of the payroll, you will be deemed to have signed your authority for the Buildings Office to pass a regular charge against your salary until the permit charge is paid in full. Normal conditions relating to change in service/P45 terms and payback apply. Terms and conditions I agree to a deduction in my wages/salary in the sum of €50 to be paid on a weekly/monthly basis to commence from the first week of October. The total deduction will be €50. All parking and related payroll deduction queries can only be addressed by the Parking Office on 091-495063 or by email to parking@nuigalway.ie. The Payroll Office are unable to assist with parking and related deduction queries. What is Federated Identity? To access the Online Parking System users are required to log in, using your normal NUI Galway username and password authentication. This is a new security feature developed in conjunction with ISS and HEAnet. Users will be presented with a screen requesting them to agree to the terms of use. This screen will only appear the first time you log in. For all other parking-related queries, please contact the Parking Office. Contractor Permits For minor contracts there is a short-term contractor’s permit (valid for use in the main campus). Once clearly displayed it allows students to park in Corrib Village, but only for the time period shown on the permit. The temporary permit can be downloaded from: http://www.nuigalway.ie/buildings/documents/student_temporary_permit_2011.pdf Visitors Car Park A reserved Visitor Car Park has been created beside the existing car park in the front of the Quadrangle. Applications for use of the Visitor car park should be sent to: parking@nuigalway.ie Park and Ride A Park and Ride service runs from the car park in Dangan to the main campus from 8:00am to 7:00pm, Monday to Friday, during the semester. The service is suspended during summer and when the University is closed. During peak times the bus runs every 15 minutes and offpeak every 30 minutes. The spaces in the Park and Ride car park are for staff and students only, but the Pay and Display spaces are available for visitors if they purchase a ticket from the nearby machine. The Park and Ride timetable can be viewed at: http://www.nuigalway.ie/buildings/park_and_ride.html Additional Park and Ride services Any Department that would like to run a Park and Ride service outside the times listed above should contact City Direct. The cost will be incurred by the Department requesting the additional service. Change of car Please inform the Parking Office if you change your car as the registration number(s) will need to be updated on the system. You may be clamped if the permit displayed doesn’t match the details on the system. CSI Car Park at University Hospital Galway To park in the CSI Car Park at University Hospital Galway you must display a valid NUI Galway parking permit. Parking in Corrib Village To park in Corrib Village you must display a valid NUI Galway parking permit. Payment unsuccessful If you receive the message below and/or a message from your bank to say “Could not connect to merchant ID” then your credit card payment was not successful and your permit has not been renewed. Please try again but if the problem persists please contact Apcoa.
