Consider Approval of Minutes from June 5, 2014 meeting Motioned (Jalomo) Seconded (Kildal) and unanimously carried by those present, the CPC moved to approve the minutes from the Special Meeting of June 5, 2014. 1 Hartnell College Vision Statement: Hartnell College will be nationally recognized for the success of our students by developing leaders who will contribute to the social, cultural, and economic vitality of our region and the global community. Board Policies and Administrative Procedures Willard Lewallen Dr. Lewallen reviewed the process for the development/review of policies/procedures and the role of the CPC. He noted that policies/procedures are on a five-year cycle and he explained that the CPC will receive the policies/procedures in three categories: courtesy review (primarily those policies that speak directly to the governing board’s work or those that are time sensitive), first reading, and second reading. Courtesy Review BP/AP 6341 Selection of Contractor Based Upon Best Value The CPC received BP/AP 6341, Selection of Contractor Based Upon Best Value. Dr. Lewallen explained what led to the development of this policy/procedure and stated that it is important for the college to have the flexibility to move forward with services based upon best value as opposed to lowest cost. Further, he noted, this BP/AP does not apply to construction bids. Due to timing and the need to select campus security services, the BP/AP was reviewed and adopted by the governing board at its meetings of July and August. Willard Lewallen First Reading – No Action Necessary BP/AP 6365, Accessibility of Information Technology It was noted that the routing form was not provided to the CPC and Carol Kimbrough asked that the CPC review the BP/AP in preparation for consideration of approval at the September 17th meeting. The routing form will be sent to the CPC prior to the meeting. Second Reading – Consider Approval BP/AP 3430, Prohibition of Harassment Willard Lewallen Motion (Wright) Seconded (Low) and unanimously carried by those present, the CPC moved to approve BP/AP 3430 as presented. The BP/AP will move forward to the governing board. INFORMATION/DISCUSSION/PRESENTATIONS 1. Student Success and Support Plan (First reading) 2. Student Equity Plan (First Reading) 3. Basic Skills Initiative Action Plan (First Reading) Dr. Romero Jalomo, VP of Student provided a background summary on the Student Success Act which established the Student Success and Support Program, replacing the Matriculation Program. The program is targeted to fully implement core services: orientation, assessment, counseling, advising, and other educational planning services needed to assist a student in making an informed decision about their educational goals. The Act mandates the college develop a Student Success and Support Program Plan (SSSP) to document how it plans to deliver these services. In addition, the college is required to submit a Student Equity Plan (SEP) and Basic Skills Initiative (BSI) Action Plan. Dr. Jalomo stated that a steering committee was formed last spring to oversee the development of the SSSP and SEP and that this group developed a timeline for the completion and submission of all three plans. Workgroups were formed and the groups conducted their work over the summer. The CPC received draft plans and Dr. Mark Sanchez, Dean of Student Affairs, presented an overview of the SSSP and Kathy Mendelsohn, Dean of Academic Affairs, presented an overview of SEP and BSI Action Plan. Ms. Mendelsohn noted that she received news that the submission deadline for the Student Equity Plan has been extended to January 2015; thus, the CPC will receive a final review at a future meeting. Continuous Improvement Plan and Handbook (First Reading) Brian Lofman The CPC received the Continuous Improvement Plan 2013-2018 and the Continuous Improvement Handbook, 2013-2018. Dr. Brian Lofman provided a summary of both documents. The CPC will consider final approval at its meeting of September 17, 2014. 2. Establishment of Continuous Improvement Subcommittee of the CPC Willard Lewallen The CPC received a recommendation to form a continuous improvement sub-committee of the CPC to focus on the continuous improvement of integrated planning and institutional effectiveness. The CPC will consider final approval of this committee at its meeting of September 17, 2014. 3. Model for Integrated Planning and Sustainable Continuous Quality Improvement Brian Lofman Dr. Brian Lofman presented the Model for Integrated Planning and Sustainable Continuous Quality Improvement. Dr. Lofman stated that he developed the model after having met with the ACCJC visiting team this past spring. The model provides an overview of planning and continuous improvement and the CPC will consider approval of the model at its September 17, 2014 meeting. 4. Budget 2014-15 Alfred Muñoz Dr. Lewallen announced that the governing board adopted the budget for fiscal year 2014-15 at its meeting of September 2nd and he highlighted the power point presentation delivered to the governing board at that meeting. In addition, the CPC reviewed the equipment request purchase list which resulted from the budget development and program review processes. A few minor clarifications will be made to the list and Dr. Lewallen will distribute to the college community. 5. FTES 2014-15, FTES History, Factors Influencing Enrollment Willard Lewallen Dr. Lewallen provided FTES History from 2010-11 through 2014-15 (projected). In addition the CPC received demographics on unemployment rates in Monterey County, 2010-2014 and California and Monterey County High School Graduates, 2011-2022 and discussed possible challenges for the college in terms of growth, particularly trends related to graduating seniors. 6. Facilities Master Plan Update The CPC unanimously agreed to table this item to the next meeting. Willard Lewallen 7. Accreditation Update Lori Kildal Dr. Kildal reviewed the timeline for the ACCJC follow up report and stated that many worked through the summer to address the seven recommendations and planning agendas. The deadline to submit the report is March 2015 followed by a visit. 8.
