At 3:48 p.m., more members arrived and the CPC moved to action items. ACTION ITEMS Carol Kimbrough 1. Consider Approval of Minutes from October 1, 2014 meeting Motioned (Jalomo) Seconded (Wright) and unanimously carried, the CPC moved to approve the October 1, 2014 minutes as submitted. 1 Hartnell College Vision Statement: Hartnell College will be nationally recognized for the success of our students by developing leaders who will contribute to the social, cultural, and economic vitality of our region and the global community. Hartnell College Mission Statement: Focusing on the needs of the Salinas Valley, Hartnell College provides educational opportunities for students to reach academic goals in an environment committed to student learning, achievement and success. 2. Board Policies and Administrative Procedures Courtesy Review None First Reading – No Action Necessary Carol Kimbrough The CPC reviewed and discussed BP/AP 4021, Establishing, Revitalizing, or Discontinuing Academic Programs. Carol Kimbrough provided history on the development of BP/AP 4021 and referred to the flow charts which summarize the process to develop a new program and process for program discontinuance. Stephanie Low commented that this process is among the best and Dr. Lewallen stated that he appreciates the process provides an opportunity to revitalize a program. There was a suggestion to consider adding a timeline to the process in developing a new program. BP/AP 4040, Library and Other Instructional Support Services, was reviewed and there were no comments/suggestions to either document. The CPC will consider approval of both BP/AP 4021 and 4040 at its meeting of November 5, 2014. Second Reading – Consider Approval None 3. Revisit – Evaluation of CPC Effectiveness Results of CPC Effectiveness Survey Summary of Review/Discussion Inventory of CPC Agenda Items/Responsibilities Willard Lewallen Willard Lewallen Dr. Lewallen reviewed that each governance council conducted a self-evaluation at the end of last academic year and the CPC revisited the summary of the evaluation for the CPC for academic year 2013-14 which contained strengths and improvements identified through the evaluation. Two themes emerged for improvement. • communication of CPC actions and items beyond the membership of the CPC. • attendance of members. 4. Revisit – Evaluation of Overall Governance Effectiveness Results of Overall Effectiveness Survey Summary of Review/Discussion Willard Lewallen The CPC also revisited the evaluation of overall governance effectiveness for 2013-14. Similar themes emerged for improvement as with the CPC evaluation. A discussion ensued surrounding the suggested improvements identified through the evaluation. It is expected that representatives to governance councils report back to the groups they are representing. However, it was suggested that there would be considerable duplication of effort if various groups created their own methods and strategies for reporting back. The discussion led to the following action by CPC to improve communication of CPC actions and items to the college community. The issue of attendance at meetings led to a discussion of possible strategies to mitigate the issue of not having a quorum (e.g., different quorum rules, use of alternate representatives). It was suggested that the CPC co-chairs reach out to representatives who have not been attending to gather information on why attendance is a problem. The co-chairs will report back to CPC before any changes are considered. However, the CPC did take the following action as part of the CPC’s evaluation at the end of the 2014-15 academic year. Motioned (Jalomo) Seconded (Tapia), and unanimously carried, the CPC moved to conduct a review on governance council meeting attendance at the end of the academic year. INFORMATION/DISCUSSION/PRESENTATIONS 1. Governance Councils Quorum Willard Lewallen The CPC discussed the challenge in meeting quorum. Suggestions were to consider moving forward with those members present, ask employee groups to designate an alternate, and insert an attendance policy in the handbook. Carol Kimbrough encouraged members to bring forward their ideas. Also, due to the nature of his duties, Dr. Lewallen suggested that the membership be amended to include Dr. Brian Lofman, Dean of Institutional Planning and Effectiveness, as a permanent member. 2. Clarification of Process for Reviewing Board Policies and Administrative Procedures Willard Lewallen Dr. Lewallen revisited the BP/AP 2410, Board Policies and Administrative Procedures, to clarify Steps 2 and 3. He stated that when a BP/APs flows to employee groups, appropriate council chairs are notified and no action is needed from the governance councils at that time. At the conclusion of the employee group review, the BP/APs are returned to the President’s Office for updating and then are forwarded to the appropriate governance councils for their review and action. Dr. Lewallen clarified that, while it is important to adhere to the timeline, there may be BP/APs that require further discussion/review which will extend the timeline; that this is necessary and that it is important to not restrict the process. 3. Board of Trustees Meeting October 7, 2014 Willard Lewallen Highlights – Dr. Lewallen informed the CPC that he plans to bring forward the Governing Board Highlights and Agendas to allow discussion and review by the CPC. 4. SSSP Plan and Budget Romero Jalomo Dr. Romero Jalomo addressed the final SSSP Plan and budget. He reported that the Chancellor’s Office has extended the deadline to expend funds received for 2014-15 to December 31, 2015. Dr. Lewallen clarified that additional new funds are estimated at $825,000 to $850,000. Dr. Jalomo then summarized personnel (current and new) needed to support plan activities. The final report was approved by the Governing Board at its meeting of October 7, 2014, and is required to be submitted to the Chancellor’s Office by October 17, 2014.
