Additional comments: STUDENT AFFAIRS COUNCIL - The council recommends a 2 month faze in period
where no fines are collected in an effort to gain awareness of the new AP. During this time an aggressive ad
campign should be promoted at all campuses. The council would like information regarding where the money
from fines will be directed. A recommendation was given for fines to be allocated toward smoking cessation
programs. Suggestion for an arrangement between American Cancer Society and smoking cessation
programs to create workshops for smokers.

Smoking on Campus Tobacco-free and Smoke-free Campus

1. The District’s No Smoking on Tobacco-free and Smoke-free Campus policy will be broadly
read to prohibits smoking and the use of tobacco inside any District-owned, or Districtoccupied building or vehicle, and to prohibit outdoor smoking on District-owned property
contained on its campuses and centers, including parking lots and structures.
2. Notice of Policy
a. Notice of the No Smoking on Tobacco-free and Smoke-free Campus policy will be
published in appropriate District publications and in notices distributed to students, staff,
and those using or renting District facilities.
b. Appropriate signage also will be placed throughout the campus at all District locations.
3. Prohibited use products:
a. Cigarettes
b. Cigars
c. Pipes of all kinds including hookahs and bongs
d. Marijuana
e. Chewing tobacco Smokeless tobacco products
f. Smokeless and vapor devices, sometimes called e-cigarettes, including non-regulated
nicotine products
4. It is the responsibility of all students, employees, and visitors to observe the policy and
procedures on smoking.
5. Enforcement of Policy for Students
a. All students members of the campus community are encouraged to remind others about
BP and/or AP 3570 if they observe violations. any person violating this policy and the
possible enforcement thereof.
b. Violations of BP and AP 3570 will be handled through established student disciplinary
policy and procedure. Individuals refusing to comply with this policy will be reported to
Campus Security.
(1) Individuals reported to Campus Security, as well as individuals observed by Campus
Security, shall be issued a citation for violation of Policy 3570.
(a) The fine for smoking violations shall be $25, for the first time violator.
(b) If the same violator is issued subsequent citations the fine shall increase as
follows: second offense $50; third offense $75.
(c) After the third offense a “Records Hold” will be placed on the violator’s school
records until he/she meets with the Student Affairs Dean or his/her designee.

(d) First time violators may opt to enroll in an approved smoking cessation program
within two weeks and upon proof of enrollment will have the citation dismissed.
Subsequent violations will be at the progressive citation level.
(2) All fines must be paid within 21 days as specified on the citation issued. If payments
are not received within the time specified a “Records Hold” will be placed on the
violator’s school records until all fines are paid.
(3) All delinquent fines may be sent to a collections agency for processing.
6. Enforcement of Policy for Staff Employees
a. All employees members of the campus community are encouraged to remind others
about BP and AP 3570 if they observe violations. any person violating this policy and the
possible enforcement thereof.
b. Violations of BP and/or AP 3570 will be handled through established employee
disciplinary policy and procedure. Individuals refusing to comply with this policy will be
reported to Campus Security.

b. Visitors who refuse to comply with BP and AP 3570 will be referred to Campus Security
and will be directed to leave District property.
7. There are two exceptions to BP and AP 3570 this prohibition: the use of tobacco required in
any production of The Western Stage, or its use in a research study scientific experiment
approved by the District and supervised by appropriate administrative staff and/or faculty
members.a science faculty member.
