1. Consider Approval of Minutes from March 4, 2015 Meeting
Motion (Beymer), Seconded (Tapia) and unanimously carried, the CPC moved to
approve the minutes as submitted.

AP 6340, Bids and Contracts – Goods and Services
AP 6350, Contracts – Construction
Dr. Lewallen reminded the Council, in accordance to AP 2410, BPs and APs that have
direct liability, legal, and/or health and safety ramifications for the District, will come
forward as a courtesy review, but input is not sought. He then referred to AP 6340 and
AP 6350 stating that the procedures came through the process and at the conclusion of
that process, legal counsel reviewed the procedures and made a number of changes to
ensure compliance with construction/bidding laws. The CPC then reviewed the revised
procedures and there were some questions about prevailing wages (how established)
and the bid limit (what is the limit) to which Dr. Lewallen responded. The procedures
will move forward to the Governing Board on April 7, 2015 as information items.

INFORMATION/DISCUSSION/PRESENTATIONS
1. 2015-16 Budget Update
Willard Lewallen
Dr. Lewallen reported that the college is getting close to making a determination about
faculty positions for next year; that it is a high priority to get a handle on the budget
before decisions about personnel and one-time expenses are determined. He anticipates
this process will conclude next week and that he will forward a district-wide
communication about the decisions. A suggestion was made to ensure the
communication is clear as to avoid knee-jerking reactions.
2. Accreditation Follow-up Visit

The CPC received the letter from the Accrediting Commission for Community and Junior
Colleges (ACCJC) that notified the college that a visiting team will be on campus on April
10, 2015. The four-member team served on the comprehensive visiting team in spring
2013, and continues to be led by Dr. Laguerre, Superintendent/President, Solano CCD.
Dr. Lori Kildal, Vice President of Academic Affairs, and staff will coordinate the one-day
visit. The report was mailed to ACCJC and the visiting team members last week and the
district should learn about the logistics of the visit within the next few weeks.

3. 2015 Proposed Legislation

The CPC received proposed legislation as of February 2015. Carol Kimbrough encouraged
members to learn more about the proposed legislation because of its affects to community
colleges. Dr. Lewallen spoke about AB 288, Public Schools: College and Career Access
Pathways Partnerships, stating that many community college governing boards have adopted
a resolution in support of this legislation. AB 288 would allow community colleges to offer
courses at local high schools, restrict enrollment to high school students, and collect
apportionment. Other proposed legislation briefly discussed were:
AB 798 Postsecondary Education: Course Materials
AB 404 Community Colleges: Accreditation
SB 42 Postsecondary Education: Funding and Mandatory Fees
SB 186 Community College Districts: Removal, Suspension, or Expulsion
4. Reporting on Strategic Plan Outcomes –

Brian Lofman
Dr. Brian Lofman reported that the individual meetings with leads and Dr. Lewallen are
now complete and that 67 KPIs were identified. He then summarized the Activity Time
Line for Strategic Plan Implementation – Year 2. He reported his staff has revised the
KPI templates and that the templates have been placed in Google Drive. Monthly
updates are scheduled and a full report to the governing board is planned for November
2015.
Dr. Lewallen stated a lot of good work has been accomplished and he then referred to
Outcome 4A, Strategic Priority 4 as an example of that work.
5. Program Planning and Assessment – Spring 2015 Timeline

Dr. Lofman summarized the Timeline for the 2015 Program Planning and Assessment
(PPAs) and stated that the Institutional Planning and Effectiveness web page provides
the time line, forms, and limited instructions. At the conclusion of Dr. Lofman’s report,
and due to discussion by the CPC, it was determined that a work group would be
developed to look at the next year’s templates. Dr. Lofman will contact division heads
and employee group leaders to help identify individuals to conduct this work beginning
this spring and into the fall.

6. Locally Developed and Approved Goals for Institutional
Effectiveness
Dr. Lofman spoke about new legislation that requires the California Community College
Chancellor’s Office (CCCCO) to develop “a framework of indicators” to measure the
ongoing condition of a community college’s operational environment focused at a
minimum on the following: 1) student performance and outcomes, 2) accreditation
status, 3) fiscal viability, and 4) programmatic compliance with state and federal
guidelines. Further, as condition of receiving Student Success and Support Program
funds, each community college must develop, adopt, and post goals that address those
same four indicators. Dr. Lofman noted that the timeframe to accomplish this work is
short because the CCCCO is required to post its goals and all locally developed and
adopted goals by June 30, 2015.

After some discussion, the CPC decided to identify a small working group from the CPC
to develop the goals. Those identified were David Beymer, Cheryl O’Donnell, Dr.
Romero Jalomo, Chris Moss, and appointed by Dr. Jalomo, Mark Sanchez. Dr. Lofman
will coordinate the first meeting.
OTHER ITEMS/BRIEF ANNOUNCEMENTS
1. Dr. Romero Jalomo reported that Summer registration has begun.
2. Debra Kaczmar invited members to the Respiratory Care Program Advisory Meeting
starting at 4 p.m. today.
3. Renata Funke announced she will attend the first cohort graduation, CTF transitional
Program, on Friday.
4. Carol Kimbrough announced the new tenured faculty reception at 4-6 p.m. today held in
the Gallery.
5. Dr. Lewallen spoke to the innovation award the college received for the CSIT-In-3
Program. The college could receive up to $2.5 million and a press conference is
scheduled tomorrow.
6. Esmeralda Montenegro announced that the Music Department will present Music
Extravaganza 2015 on Friday, 6 p.m.; Main Stage.
7. Esmeralda Montenegro reminded all that nominations for the Sports Hall of Fame is now
open.
