CALL TO ORDER & INTRODUCTIONS
Meeting called to order at 3:09 p.m. There was no quorum at the call to order so the Council
discussed information items. At 3:47 p.m., the Council met quorum and considered action items.

ACTION ITEMS
1. Consideration of Approval of Minutes from March 18, 2015 meeting
Motion (Lofman), Second (Moss) and unanimously carried, the CPC moved to approve
the minutes as submitted.

First Reading – No Action Necessary
The CPC reviewed/discussed, as a first reading, the following policies/procedures:
BP and AP 4020, Program, Curriculum, and Course Development
AP 4022, Course Approval
BP and AP 4025, Philosophy and Criteria for Associate Degree and General Education
Prior to each review, Carol Kimbrough stated that the policies/procedures were vetted
through the Academic Senate and Academic Affairs Council. The CPC will consider
approval at its meeting of May 6, 2015.
BP and AP 4020, Program, Curriculum, and Course Development
Renata Funke asked whether distance education is a program that would require
Chancellor Office approval to which the Carol Kimbrough responded, no. The CPC then
reviewed the implementing procedure as Carol Kimbrough summarized the document.
Chris Moss asked if the membership noted within the procedure aligned with the
membership of the Curriculum Committee to which Carol Kimbrough responded, yes.
AP 4022, Course Approval
The Council had a lengthy discussion about the minimum qualifications to teach ESL
noncredit courses and who sets those qualifications. Dr. Lewallen clarified that the
college, when hiring faculty, uses minimum qualifications established by the CCC Board
of Governors; however, community colleges have the ability to set qualifications beyond
the established minimum qualifications, but that Hartnell has not and does not have a
process to do this. Further, he stated that the Chancellor’s Office has offered a legal
opinion about single course qualification/approval; that this is not permissible.
BP and AP 4025, Philosophy and Criteria for Associate Degree and General Education
Carol Kimbrough stated that much of the policy language comes from the template
provided by the Community College League of California while the procedure reflects
what the college actually does. Dr. Lewallen noted that policy is replacing the current
policy 4000, Curricular Offerings.

the Request for New Space for a STEMart Lab. Prior to the vote, Dr. Lewallen
explained that the request is an effort from science and art faculty who wanted to
create an instructional space for the two disciplines to collaborate. The Facilities
Development Council approved the request. The next step is to forward the request to
the superintendent/ president for consideration of approval. Dr. Lewallen stated he
would bring back the decision to the College Planning Council.
INFORMATION/DISCUSSION/PRESENTATIONS
1. Status of Resource Allocation 2014-15
The CPC received 2014-15 resource allocations expended to-date. Some of the
approved funds remain unspent and Dr. Ann Wright asked if those expenses affect the
50% calculation, and whether there is still time to spend funds. Dr. Lewallen clarified
that the approved expenses paid from grants are exempt from the calculation and the
deadline is June 30, 2015.
Cheryl O’Donnell recommended the district send a campus-wide communication to
include a summary of the process and deadline. Dr. Lewallen agreed he would handle.
2. Budget Update 2015-16 – no decisions made until May revise.
Dr. Lewallen shared the approved full-time faculty positions for next academic year and
stated that he sent an email campus-wide announcing the approved positions. Further,
he reported that the college continues to work on the budget, and that he needs a
better picture before decisions about other personnel hires and one-time expenses are
determined.
3. Faculty Obligation Number (FON)
The CPC received a synopsis of the faculty obligation number from 1998 to current and
received the California Community Colleges Chancellor’s Office (CCCCO) 2013-2014 and
2014-15 FON as calculated by the CCCCO. Dr. Lewallen summarized the document
noting that apportionment attendance reports submitted by the college are used to
calculate the FON. Overall, Dr. Lewallen reported that projections, as provided by the
Chancellor’s Office, look good for next academic year (99.9%).
4. Hierarchical Elements in Strategic Plan
Dr. Lofman stated that a lot of work (at the lower levels) towards meeting the goals of
the strategic plan is accomplished. He then referred to the Hierarchical Elements in
Strategic Plan, a document that his office developed which provides an overview of each
goal, outcome, and KPIs within the six priorities. Further, he and Dr. Lewallen have
finished meeting with the key leads and identified 60+ KPIs. In addition, the Governing
Board will receive a progress report on all priorities in November 2015.
5. Report on Institutional Effectiveness Partnership Initiative
At the March 18, 2015 meeting, the CPC learned about new legislation that requires the
California Community College Chancellor’s Office (CCCCO) and community colleges to
develop “a framework of indicators” to measure the ongoing condition of a community
college’s operational environment.

As such, the California Community Colleges Board of Governors adopted a goals
framework at its meeting of March 16, 2015 and, as a condition to receive Student
Success and Support Program (SSSP) Funds, each community college must develop,
adopt and post a goals framework that addresses, at minimum, the following four areas:
1) student performance and outcomes
2) accreditation status
3) fiscal viability
4) compliance with state and federal guidelines
To accomplish this work, a task force was formed at the March 18th CPC meeting and Dr.
Lofman reported the task force has met and he then reviewed the approved activity time
line for the development and approval of the goals. Dr. Lofman stated that the task
force does not include all employee groups and that the task force decided to forward
the goals to all constituents; he anticipates there is ample time to meet the established
CCCCO deadline.
6. April 7, 2015 Governing Board Meeting Agenda
The CPC received the April 7, 2015 Governing Board Meeting Agenda and Dr. Lewallen
summarized the meeting.
OTHER ITEMS/BRIEF ANNOUNCEMENTS
1. Accreditation – Dr. Lewallen reported that the accreditation visiting team meetings he
attended on Friday, April 10th appeared positive; team members were impressed and
complimentary. Cheryl O’Donnell stated that she had the same experience.
2. Daniel Garcia announced the ASHC elections are April 27-29, 2015; there are many
student candidates; it is exciting. He, too, heard many positive comments about the
accreditation visit.
3. Esmeralda Montenegro Owen announced that nominations for the Athletics Hall of Fame
are open and that there are many campus activities planned such as the job fair, Ag
Business and Technology Institute Open House, and Party in the Library; she
encouraged all to attend.
4. Renata Funke announced a bilingual poetry reading is April 16 at the King City Library.
5. Cheryl O’Donnell announced the college has a team for this year’s American Cancer
Society Relay for Life; a bake sale is planned, as are other fundraisers.
6. Dr. Ann Wright reported that she would like to bring a representative from the Monterey
County Schools Insurance Group to explain more about the program Castlight, a new
benefit for members.
