ACTION ITEMS
1. Consideration of Approval of Minutes from May 6, 2015 meeting
Motion (Garcia, S.) Second (Gonzales), and unanimously carried, the CPC moved to
approve the minutes from the May 6, 2015 meeting as submitted.
2.
Board Policies and Administrative Procedures
Courtesy Review
BP 3515, Reporting of Crimes
AP 3515, Reporting of Crimes
Dr. Lewallen mentioned that BP/AP 3515 are more in depth descriptions of actual
procedures that need to be in place in regards to reporting out to the campus
community.
Consideration to Waive First Reading / Approval
AP 3435, Discrimination and Harassment Investigations
Motion (Funke) Second (Kildal) and unanimously carried, the CPC moved to waive the
first reading and approved AP 3435, Discrimination and Harassment Investigations.
BP 4035, Child Development Program
Motion (Wright) Second (Garcia, S.) and unanimously carried, the CPC moved to
waive the first reading and approved BP 4035, Child Development Program.
BP 5050, Student Success Support Program
Motion (Moss) Second (Lopez) and unanimously carried, the CPC moved to waive the
first reading and approved BP 5050, Student Success Support Program.
AP 5050, Student Success Support Program
Motion (Wright) Second (Garcia, S.) and unanimously carried, the CPC moved to
waive the first reading and approved AP 5050, Student Success Support Program.
The policies and procedures will move forward to the Governing Board at its next
meeting of June 2, 2015.
AP 5055, Enrollment Priorities
Motion (Wright) Second (Lopez) and unanimously carried, the CPC moved to send
back AP 5055 to Student Affairs to revise language to include all students.
3.
Space Requests – Consideration of Recommendation to Superintendent/President
Theater Arts
Motion (Moss) Second (Funke) and unanimously carried, the CPC moved to forward
the Request for Space for the Planetarium in Merrill Hall (after new planetarium is
complete) for the Theater Arts Program to the Superintendent/President for
consideration of approval.

Tutorial/Study/Work Area on Alisal Campus
Motion (Wright) Second (Lopez) and unanimously carried, the CPC moved to forward
the Request for Space for a Tutorial/Study/Work Area at the Alisal Campus to the
Superintendent/President for consideration of approval.
Fab Lab – Advanced Technology
Motion (Garcia) Second (Moss) and unanimously carried, the CPC moved to forward
the Request for Space for a Fab Lab in the Construction Shop at the Alisal Campus to
the Superintendent/President for consideration of approval.

Consideration of Approval of Short-Term Goals for Institutional Effectiveness
Motion (Wright) Second (Moss) and unanimously carried, the CPC moved to approve
the Short-Term Goals for Institutional Effectiveness. The goals will move forward to the
Governing Board at its meeting of June 2, 2015 for consideration of adoption.

Consideration of Special Meeting on June 3, 2015
It was determined that the special meeting was not needed; thus, no discussion or
action ensued.
INFORMATION/DISCUSSION/PRESENTATIONS
1.
2015-16 Budget: Governor’s May Revise
Dr. Lewallen reported that proposed budget is still under review; that historically there
is not much revising and that the numbers are solid. Additionally, he reported on the
mandated cost backlog has come back with close to $4 million, which would be onetime money. Also, Dr. Lewallen talked about the decrease in “remaining deferrals”,
stating that the State is aligning itself with the current fiscal year; therefore, the college
is receiving its money on time and deferrals could be gone by next year.

Program Planning and Assessment (PPA) / Office of the Superintendent/President
Dr. Lewallen reviewed the PPA for the Office of the Superintendent/President’s Office.
He pointed out that funds to support the duplication of agendas and meeting materials
for the Governing Board meetings and governance councils have saved the college
approximately $8,941. Dr. Lewallen also reviewed the Service Area Outcomes for the
following year, which includes the completion of the Consumer Information webpage.

Evaluation of CPC Effectiveness
Carol stated that council member participation in completing the evaluation survey was
good and overall responses were positive. She mentioned that the one theme that
emerged from the results was the need for training; currently, there is none. Dr.
Lewallen mentioned that he would like training incorporated in the first meeting of each
council. The training should include the review of the council handbook, focusing on
the role and responsibilities of the council; that it is important for new members to
learn this at the beginning of each academic year.

Evaluation of Overall Governance Effectiveness
Training for members
Carol mentioned how it was great that people took the time to do the survey and enter
comments. A couple items surfaced such as communication to constituent groups, the
importance of attendance in order to have items approved.
5.
Central Institutional Research (IR) Function
Dr. Lofman spoke about the recent survey he conducted with the administration,
faculty, and staff on reporting needs and is working to determine which reports need to
be centralized and which need to be supported by his office. Dr. Lofman stated that
the evolution of the institutional planning and effectiveness departments throughout the
California community college system now include a VP, Director, and Dean of IPE.
Because of the growth and the direction at the college, Dr. Lofman has proposed to
hire a Director of IR, as well as form an Institutional Effectiveness Council.

Carol thanked the members of CPC and for their efforts over the academic year.
Esmeralda reminded the CPC members about the nomination for student/faculty/staff
recognition awards.
Dr. Romero encouraged the CPC to participate in the commencement ceremony on
Thursday, May 28, 2015 at 6:30 p.m.
