1. Consider Approval of Minutes from November 20, 2013 Meeting
Motioned (Funke) seconded (Kimbrough) and carried to approve the minutes of November 20, 2013 as
presented.

3. Consideration of Approval for Vision Statement

Motioned (Jalomo) seconded (Low) and carried to approve the vision statement as presented.
Dr. Lewallen informed the CPC that one of their responsibilities is to develop a calendar to review the vision,
mission and values statements and this will be on a future agenda for discussion and action. Prior to the vote,
the CPC talked about how the vision statement is an aspiration – something to strive for. Thus, the CPC talked
about the wording, “national recognition” and what that meant prior to Elaine Duran calling for the question.
4. Consideration of Approval for Mission Statement

Motion (Kimbrough) seconded (Low) and carried to approve the mission statement as presented.
Dr. Lewallen stated a mission statement speaks to the purpose of the institution and the CPC engaged in a brief
discussion and then voted.
5. Consideration of Approval for Values Statements
Willard Lewallen
Motioned (Anderson) seconded (O’Donnell) and carried (No: Whitmore) to table the approval of the value
statements to the December 18, 2013 meeting. The postponement will allow additional time for employee groups
to review and provide input. Dr. Lewallen stated he contacted the taskforce that developed the first set of value
statements stating that he appreciated their work and he asked for their feedback on the proposed changes to the
statements. Consideration of approval will be on the December 18, 2013 CPC agenda.
INFORMATION/DISCUSSION/PRESENTATIONS
1. CCFS 320 Report 2012-13
Willard Lewallen
The CPC was introduced to the CCFS 320 Apportionment Attendance Report. Dr. Lewallen reviewed the report
for fiscal year 2012-13 explaining that this report drives the funding for the general fund. Further, he stated, the
report is prepared three times per year, submitted to the Chancellor’s Office, and is used to establish the
college’s funding level. Each year, the administration establishes a FTES target and closely monitors FTES to
ensure the target is met. Dr. Lewallen stated that it is important for the CPC to become familiar with this report
because one of council’s responsibilities is to serve as the college’s budget committee.

2. Measure H Annual Report 2011-12
The CPC received the Measure H Annual Report for 2011-2012. Dr. Lewallen explained the report is required by
law and stated that the Technical Training Building and construction of the new science building will exhaust
bond funds. The single responsibility of the Citizen’s Bond Oversight Committee (BOC) is to ensure funds are
spent in accordance to what taxpayers approved. In addition, each year, two audits (performance and finance)
are conducted.

3. Board of Governors – 2014 Legislative Proposals

Dr. Lewallen reported that the Board of Governors approved the state legislative program proposed by the
Chancellor’s Office. The four areas of focus are: 1) dual enrollment, 2) professional development, 3) continuous
appropriation, and 4) stabilization funding.
4. Long Beach City College Extension Program (AB 955)

Dr. Lewallen shared a press release stating that Long Beach Community College will become the first community
college in the state to move forward with the controversial pilot program to offer a winter extension program
that allows students to pay extra for high-demand courses. The program is authorized under AB 955 signed by
Gov. Jerry Brown in October.
5. Report on 2013 State Revenues

Dr. Lewallen shared a news article where State Controller John Chiang reported state revenues for October 2013
is up 10 percent. Controller Chiang states, "State revenues are more than $600 million ahead of projections
following a second straight month of strong collections. Importantly, because higher-than-expected payroll
withholdings and estimated payments are driving the good news, it signals that Californians are beginning to
earn more, work more, and the Great Recession is becoming a faint image in the rear view mirror. The recipe for
sustaining this momentum is to remain disciplined in our spending, pay down debt, and aggressively hold
taxpayer-funded programs accountable for results."

1. Many musical performances are planned over the next two weeks. Esmeralda sent out an email with dates and
times.
2. The football banquet is scheduled this evening.
3. The soccer team will have playoffs on Friday and possibly Sunday. The team will play in Sacramento.
