There was no action taken on BP/AP 3720, Computer and Network use; however, a lengthy discussion ensued.
Matt Coombs, Vice President of Technology Resources, and Chair of the Technology Development Council, was present to address revisions and to answer questions regarding AP 3720; BP 3720 had no revisions.
Matt highlighted the revisions which included the addition of a disclosure statement and the acknowledgement of computer use by students and by staff. Much of the discussion surrounded email correspondence between college employees and students and the requirement to use the college email address when conducting college business. Christine Svendsen stated that the faculty association cannot stand behind the procedure as written stating that the association felt the language was too prescriptive and that her research shows many other colleges do not have this restriction.
Matt clarified that the policy is designed to protect the district and its employees and stated that employees should encourage the use of the Hartnell email address because it is an official form of communication between the college and students and doing so will help to ensure students receive important, valuable college information. However, Dr. Lewallen noted that there are exceptions such as corresponding to prospective students and that the college does not have the manpower to monitor this usage; however, is asking that everyone follow the procedure.
At the end of this discussion, both Matt and Christine thanked each other for the open dialogue and because no action was taken, the procedure and policy will return to the next meeting. Revisions to the procedure will be noted in red.

Financial and FTES Projections
Alfred Muñoz reviewed the following documents and provided a thorough explanation on how the college uses these data to build its budget and determine FTES targets: a) 2013-14 First Principal Apportionment (P1) b) 3 Year FTES and Financial Projections to 2015-16 c) Historical FTES Funding Levels d) SSC Financial Projection Dartboard

Report From Task Group – Prioritization of Resource Allocation Requests 2014-15
Alfred Muñoz reported that the CPC subgroup to prioritize resource allocation requests for fiscal year 2014-15 met twice and discussed how to move forward. The group will meet with each vice president to determine their highest priority and based on those meetings, a priority listing will come forward to the Council. Also, the group will extend an invitation to Dr. Ann Wright to join them.
