Section 1 – F&A-C
Establish FY2015 and FY2016 4-Year Fixed Tuition
House Bill 29
Universities shall offer entering undergraduate students a fixed tuition price
plan:
• To begin Fall 2014, may be optional,
• For at least the first 12 consecutive semesters (four academic years),
• Includes undergraduate students who transfer to the institution,
• Subject to restrictions or qualifications adopted by the governing board.
Reasons to Encourage 15 Hours/Semester *
• Taking only 12 credits per term can add a year to a four-year degree.
• Students, parents, and public financial aid programs pay more for more semesters.
• Students lose out on a year or more of employment and income.
• Fewer students can be served with limited capacity—advising, parking, dormitories.
• Dropout rates are higher for students who take fewer credits.

freshmen plus undergraduate transfer students entering in Fall 2014

The FY2016 rates will apply to the Fall 2015 cohort of first time in college (FTIC)
freshmen plus undergraduate transfer students entering in Fall 2015
•
The FY2015 rates are developed under the assumption that variable-rate tuition
will escalate at an inflation rate of 2.2% over the next four years.
•
Non-resident premiums will be charged in addition to the rates below
•
Student Based Fees will be in addition to the amounts below
